Mr. FRANK introduced the following bill; which was referred jointly to the

A BILL
To exclude from income amounts received under part A of title IV of the
Social Security Act for the purposes of determining the amount of benefits
to be provided under the Food Stamp Act of 1977 and the United States Housing
Act of 1937.
  Be it enacted by the Senate and House of Representatives of the United
  States of America in Congress assembled,
SEC. 1. FOOD STAMPS.
  Section 5(e) of the Food Stamp Act of 1977 (7 U.S.C. 2014(e)) is amended
  by adding at the end the following new sentence: `Households shall also be
  entitled to a deduction for the amount, if any, of benefits received under
  a State plan approved under part A of title IV of the Social Security Act
  (42 U.S.C. 601 et seq.).'.
SEC. 2. RENTAL ASSISTANCE.
  Section 3(b)(5) of the United States Housing Act of 1937 (42
  U.S.C. 1437a(b)(5)) is amended--
  (1) in subparagraph (C) by striking `and';
  (2) in subparagraph (D) by striking the period and inserting `; and'; and
  (3) by adding at the end the following new subparagraph:
  `(E) the amount of benefits received under a State plan approved under
  part A of title IV of the Social Security Act (42 U.S.C. 601 et seq.).'.
SEC. 3. EFFECTIVE DATE.
  The amendments made by this Act shall become effective 60 days after the
  date of enactment of this Act.
