Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Guam Labor Preference Act''. SEC. 2. AUTHORITY FOR CONTRACT PREFERENCE FOR PERSONS EMPLOYING CITIZENS, NATIONALS, OR PERMANENT RESIDENT ALIENS OF THE UNITED STATES. The Organic Act of Guam (48 U.S.C. 1421 et seq.) is amended by adding at the end the following new section: ``Sec. 36. As the laws of Guam may direct, the government of Guam may give a preference, in the award of a contract, to persons that demonstrate that not less than a specified percentage of the individuals employed in Guam by the persons are citizens or nationals of the United States or are aliens lawfully admitted to the United States for permanent residence.''. <all>
