Mr. Underwood introduced the following bill; which was referred to the

     For the relief of Vincente Babauta Jesus and Rita Rios Jesus.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. PAYMENT OF CLAIM.

    The Secretary of the Treasury shall pay, out of any money in the 
Treasury not otherwise appropriated, to Vincente Babauta Jesus and Rita 
Rios Jesus of Spanaway, Washington, the sum of $300,000. The payment 
required by this section shall be in full satisfaction of all claims 
that Vincente Babauta Jesus or Rita Rios Jesus may have arising from 
the death of their daughter, Gloria Jean Jesus, on June 29, 1990, on 
the USS Samuel Gompers as a result of negligent medical care.

SEC. 2. LIMITATION ON AGENT AND ATTORNEY FEES.

    It shall be unlawful for an amount exceeding 10 percent of the 
payment required by section 1 to be paid to or received by any agent or 
attorney for any service rendered in connection with the payment. Any 
person who violates this section shall be guilty of an infraction and 
shall be subject to a fine in the amount provided in title 18, United 
States Code.
