                     PRESIDENT OF THE UNITED STATES

  The SPEAKER pro tempore. The unfinished business is the further 
consideration of the veto message of the President on the bill (H.R. 
1854) making appropriations for the legislative branch for the fiscal 
year ending September 30, 1996, and for other purposes.
  Mr. PACKARD. Mr. Speaker, I ask unanimous consent that the message, 
together with the accompanying bill, H.R. 1854, be referred to the 
Committee on Appropriations.
  The SPEAKER pro tempore. Without objection, the veto message of the 
President on the bill, H.R. 1854, is referred to the Committee on 
Appropriations.
