to prepare for and respond to serious drought emergencies.

  At the request of Mr. Abraham, the name of the Senator from Minnesota 
[Mr. Grams] was added as a cosponsor of S. 260, a bill to amend the 
Controlled Substances Act with respect to penalties for crimes 
involving cocaine, and for other purposes.
