ALLOWING HASKELL INDIAN NATIONS UNIVERSITY AND THE SOUTHWESTERN INDIAN 
     POLYTECHNIC INSTITUTE EACH TO CONDUCT A DEMONSTRATION PROJECT

  Mr. JEFFORDS. Mr. President, I ask unanimous consent that the Senate 
proceed to the immediate consideration of H.R. 4259, which was received 
from the House.
  The PRESIDING OFFICER. Without objection, the clerk will report.
  The legislative clerk read as follows:

       A bill (H.R. 4259) to allow Haskell Indian Nations 
     University and the Southwestern Indian Polytechnic Institute 
     each to conduct a demonstration project to test the 
     feasibility and desirability of new personnel management 
     policies and procedures, and for other purposes.

  The Senate proceeded to consider the bill.
  Mr. JEFFORDS. I ask unanimous consent that the bill be considered 
read a third time and passed, the motion to reconsider be laid upon the 
table, and that any statements relating to the bill be printed in the 
Record.
