              certain severely disabled military retirees.

   To amend title 10, United States Code, to revise the eligibility 
criteria for the Department of Defense special compensation benefit for 
              certain severely disabled military retirees.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. REVISION IN ELIGIBILITY CRITERIA FOR DEPARTMENT OF DEFENSE 
              SPECIAL COMPENSATION BENEFIT FOR CERTAIN SEVERELY 
              DISABLED MILITARY RETIREES.

    (a) Repeal of Four-Year Limitation.--Section 1413(d)(2) of title 
10, United States Code, is amended by striking ``disabling--'' and all 
that follows in that section and inserting ``disabling under the 
standard schedule of rating disabilities in use by the Department of 
Veterans Affairs.''.
    (b) Effective Date.--The amendment made by subsection (a) shall 
apply with respect to payments of benefits under section 1413 of title 
10, United States Code, for months beginning on or after the date of 
the enactment of this Act.
