                ORDERS FOR WEDNESDAY, SEPTEMBER 22, 1999

  Mr. WARNER. Mr. President, I ask unanimous consent that when the 
Senate completes its business today, it stand in adjournment until the 
hour of 9:30 a.m. on Wednesday, September 22. I further ask consent 
that on Wednesday, immediately following the prayer, the Journal of 
proceedings be approved to date and the morning hour be deemed expired, 
the time for the two leaders be reserved for their use later in the 
day, and the Senate then begin 15 minutes of debate equally divided in 
the usual form for closing statements on the Department of Defense 
authorization conference report, with a vote occurring following the 
debate.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  Mr. WARNER. I further ask that immediately following the vote on the 
defense authorization conference report, the Senate proceed to 
consideration of the VA/HUD appropriations bill and, further, no call 
for the regular order serve to displace the VA/HUD appropriations bill.
