  Mr. GRASSLEY. There is a joint resolution at the desk which was 
introduced earlier by Senator Smith of New Hampshire, and I ask for its 
first reading.
  The PRESIDING OFFICER. The clerk will report the joint resolution by 
title.
  The legislative clerk read as follows:

       A joint resolution (S.J. Res. 37) urging the President to 
     negotiate a new base rights agreement with the Government of 
     Panama in order for United States Armed Forces to be 
     stationed in Panama after December 31, 1999.

  Mr. GRASSLEY. I now ask for its second reading, and I object to my 
own request.
  The PRESIDING OFFICER. Under the rule, the bill will receive its 
second reading on the next legislative day.
