  Mr. LOTT. Mr. President, there is a joint resolution at the desk 
which was introduced earlier by Senator Coverdell and others, and I ask 
for its first reading.
  The PRESIDING OFFICER. The clerk will report the joint resolution by 
title.
  The senior assistant bill clerk read as follows:

       A joint resolution (S.J. Res. 43) expressing the sense of 
     the Congress that the President of the United States should 
     encourage free and fair elections and respect for democracy 
     in Peru.

  Mr. LOTT. I now ask for its second reading and object to my own 
request.
  The PRESIDING OFFICER. Objection is heard.
