                 limitation on administrative expenses

       The limitation on administrative expenses under this 
     heading in the Departments of Labor, Health and Human 
     Services, and Education, and Related Agencies Appropriations 
     Act, 2000 (as enacted into law by section 1000(a)(4) of 
     Public Law 106-113) is increased by an additional 
     $336,000,000: Provided, That such amount is designated by the 
     Congress as an emergency requirement pursuant to section 
     251(b)(2)(A) of the Balanced Budget and Emergency Deficit 
     Control Act of 1985: Provided further, That such amount shall 
     be available only to the extent that an official budget 
     request, that includes designation of the entire amount of 
     the request as an emergency requirement as defined in the 
     Balanced Budget and Emergency Deficit Control Act of 1985, is 
     transmitted by the President to the Congress.

     Assistance'' for assistance for Mozambique and other areas of 
     Southern Africa affected by flooding and other natural 
     disasters in January and February, 2000, $350,000,000, to 
     remain available until expended: Provided, That, of such 
     amount, $200,000,000 shall be for assistance for Mozambique 
     and $150,000,000 shall be for assistance for other areas of 
     Southern Africa: Provided further, That such assistance shall 
     include the establishment of the Famine early warning system 
     and repair and reconstruction of farm structures and 
     equipment: Provided further, That the entire amount is 
     designated by the Congress as an emergency requirement 
     pursuant to section 251(b)(2)(A) of the Balanced Budget and 
     Emergency Deficit Control Act of 1985: Provided further, That 
     the entire amount shall be available only to the extent that 
     an official budget request, that includes designation of the 
     entire amount of the request as an emergency requirement as 
     defined in the Balanced Budget and Emergency Deficit Control 
     Act of 1985, is transmitted by the President to the Congress.

       Amendment No. 15: At the end of the bill, insert after the 
     last section (preceding the short title) the following new 
     section:
       Sec. ____. (a) Across-the-Board Reduction.--Each amount 
     appropriated or otherwise made available by this Act that is 
     not required to be appropriated or otherwise made available 
     by a provision of law is hereby reduced by 10 percent.
       (b) Exceptions.--Subsection (a) shall not apply to any 
     amount designated by this Act as an emergency requirement, or 
     any amount appropriated or otherwise made

     available by this Act for the Department of Defense.

       Amendment No. 16: At the end of the bill, add the following 
     section.
       Sec. ____. The amounts otherwise provided by this Act are 
     revised by reducing the amount made available for RELATED 
     AGENCIES AND FOOD AND DRUG ADMINISTRATION, DEPARTMENT OF 
     HEALTH AND HUMAN SERVICES--Food and Drug Administration 
     Buildings and Facilities by $20 million.

       Amendment No. 17: At the end of the bill, add the following 
     new section:

     SEC. ____. SENSE OF CONGRESS; REQUIREMENT REGARDING NOTICE

       (a) Purchase of American-Made Equipment and Products.--In 
     the case of any equipment or products that may be authorized 
     to be purchased with financial assistance provided under this 
     Act, it is the sense of the Congress that entities receiving 
     such assistance should, in expending the assistance, purchase 
     only American-made equipment and products.
       (b) Notice to Recipients of Assistance.--In providing 
     financial assistance under this Act, the head of each Federal 
     agency shall provide to each recipient of the assistance a 
     notice describing the statement made in subsection (a) by the 
     Congress.
       (c) Notice of Report.--Any entity which receives funds 
     under this Act shall report any expenditures on foreign-made 
     items to the Congress within 180 days of the expenditure.
