TRIBUTE TO THE LATE HONORABLE JULIAN C. DIXON

The SPEAKER pro tempore. Under a previous order of the House, the
gentleman from South Carolina (Mr. Clyburn) is recognized for 5
minutes.
Mr. CLYBURN. Mr. Speaker, I yield to the gentleman from California
(Mr. Matsui).
Mr. MATSUI. Mr. Speaker, Mr. Dixon and I came in together in 1978, as
the gentleman from California (Mr. Thomas) mentioned. Eleven Members
from California came in 1978, new Members; and on the Democratic side
it was Mr. Dixon, Tony Coehlo, Vic Fazio, and myself.
I have to tell you, this is a shocking moment for all of us in this
body. Julian Dixon was the type of individual that was about the
calmest person that I have ever come across. He is an individual that
obviously Members looked to in terms of seeking advice. He was somebody
that all of us in the California delegation saw as a moral compass of
our State, and certainly in this body, the House of Representatives.
As long as there will be such an institution, Julian Dixon will be
part of that, because his memory is in all of us, and it will be
forever.
I obviously express my regards to his family and indicate how much we
will miss him.
