To require Secretary of Defense to expand the range maintenance program 
   of the Department of Defense regarding the removal of unexploded 
ordnance and munitions constituents from live impact areas of military 
 training ranges to include any underwater portions of the live impact 
                                 areas.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Underwater Unexploded Ordnance 
Removal Act of 2001''.

SEC. 2. REMOVAL OF UNEXPLODED ORDNANCE AND MUNITIONS CONSTITUENTS FROM 
              UNDERWATER PORTIONS OF LIVE IMPACT AREAS.

    (a) Expansion of Existing Range Maintenance Program.--The Secretary 
of Defense shall ensure that the range maintenance program carried out 
by the Department of Defense to remove unexploded ordnance and 
munitions constituents from live impact areas of military training 
ranges and to perform environmental remediation in connection with the 
removal of such unexploded ordnance and munitions constituents includes 
any underwater portions of the live impact areas.
    (b) Budget Reports.--The budget justification materials submitted 
to the Congress in support of the budget of the Department of Defense 
for fiscal year 2003, and subsequent fiscal years, shall set forth 
separately the amounts requested to carry out the removal of unexploded 
ordnance and munitions constituents from the underwater portions of 
live impact areas of military training ranges and related environmental 
remediation.
