To eliminate the waitout period for Hispanic-serving institutions under 
            section 504 of the Higher Education Act of 1965.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. ELIMINATION OF WAITOUT PERIOD.

    Section 504(a) of the Higher Education Act of 1965 (20 U.S.C. 
1101c(a)) is amended by striking paragraph (2) and inserting the 
following:
            ``(2) Grant renewal.--A Hispanic-serving institution may be 
        eligible to secure a subsequent 5-year grant award under this 
        title after the expiration of the institution's most recent 5-
        year grant award under this title.''.
