To direct the Secretary of the Interior to grant to Deschutes and Crook 
   Counties in the State of Oregon a right-of-way to West Butte Road.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. COUNTY RIGHT-OF-WAY TO WEST BUTTE ROAD IN THE STATE OF 
              OREGON.

    (a) Definitions.--In this Act:
            (1) BLM road.--The term ``BLM road'' means the unpaved 
        Bureau of Land Management road in the State of Oregon known as 
        West Butte Road and identified on the map as BLM Road No. 6520.
            (2) County.--The term ``County'' means Crook County and 
        Deschutes County in the State of Oregon.
            (3) Map.--The term ``map'' means the map entitled ``BLM 
        Central Oregon Public Lands Map, 1998''.
            (4) Secretary.--The term ``Secretary'' means the Secretary 
        of the Interior, acting through the Director of the Bureau of 
        Land Management.
    (b) Grant to Counties.--The Secretary shall grant to each of the 
Counties a right-of-way to the BLM road.
    (c) Boundaries.--
            (1) In general.--The rights-of-way granted under subsection 
        (b) shall extend from Reservoir Road in Crook County to United 
        States Route 20 in Deschutes County, Oregon.
            (2) Modifications.--
                    (A) State roads.--
                            (i) In general.--The Secretary shall amend 
                        the rights-of-way of each of the Counties to 
                        serialized Oregon Road 46940 and Oregon Road 
                        51362 to include the BLM road.
                            (ii) Effect.--The rights-of-way amended 
                        under clause (i) shall be subject to any 
                        conditions that apply to the rights-of-way on 
                        the date of enactment of this Act.
                    (B) BLM road.--The Secretary shall adjust the 
                boundaries of the rights-of-way granted under 
                subsection (b) in portions of the BLM road on which the 
                alignment of the BLM road does not meet the standards 
                applicable to an improved road, to meet approved 
                standards with the least environmental impact.
    (d) Relinquishment of Rights-of-Way.--In exchange for the rights-
of-way granted under subsection (b), the Counties shall relinquish any 
right-of-way of the Counties to the portion of the road known as George 
Millican Road (identified on the map as serialized Oregon Road 46940) 
that is located in the area described in subsection (c)(1).
