               communities in case of airline bankruptcy.

To amend title 49, United States Code, to preserve nonstop air service 
   to and from Ronald Reagan Washington National Airport for certain 
               communities in case of airline bankruptcy.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. BEYOND-PERIMETER SLOTS AT RONALD REAGAN WASHINGTON NATIONAL 
              AIRPORT.

    Section 41718 of title 49, United States Code, is amended by adding 
at the end the following:
    ``(f) Preservation of DOT Awarded Air Routes to and from Ronald 
Reagan Washington National Airport in Cases of Airline Bankruptcy.--
            ``(1) In general.--If a community has lost or will 
        otherwise lose nonstop air service to and from Ronald Reagan 
        Washington National Airport because an air carrier that was 
        awarded beyond-perimeter slot exemptions by the Secretary under 
        subsection (a)--
                    ``(A) has filed for bankruptcy;
                    ``(B) had its assets acquired by another air 
                carrier; and
                    ``(C) has returned the slot exemption to the 
                Secretary,
        the acquiring air carrier may use no more than 2 of the slots 
        that the carrier held at the time of acquiring the assets (if 
        the slot is from a large hub airport) at Ronald Reagan 
        Washington National Airport between the hours of 7:00 a.m. and 
        9:59 p.m. to provide non-stop service to and from that 
        community.
            ``(2) Exception.--Paragraph (1) shall not apply if the 
        Secretary awards the returned slot exemptions in a fashion that 
        preserves the nonstop air service to and from Ronald Reagan 
        Washington National Airport for the community.''.
