                                PROGRAM

  Mr. ALLARD. Mr. President, tomorrow, the Senate will resume 
consideration of the nomination of Priscilla Owen to be a U.S. circuit 
judge for the Fifth Circuit Court of Appeals. At 12 noon, we will 
proceed to the cloture vote on the Owen nomination, and that will be 
the first vote of the day. Given the events of the day, it is expected 
cloture will be invoked on this well-qualified nominee. We have had 4 
days of substantive debate on the nomination. It is our hope that once 
cloture is invoked, we can quickly move to a vote on confirmation.
