R. 3110</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action><action-date date="20130917">September 17, 2013</action-date><action-desc><sponsor name-id="Y000033">Mr. Young of Alaska</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To allow for the harvest of gull eggs by the Huna Tlingit people within Glacier Bay National Park in the State of Alaska.</official-title></form><legis-body id="HA01A64E17C144E67813D65FFFDA79328" style="OLC"><section id="H0E6CAE57BCDC480C9875666A81948654" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Huna Tlingit Traditional Gull Egg Use Act </short-title></quote>.</text></section><section id="H945F1C4DB3F8424EA07F4585CF5CBBC1"><enum>2.</enum><header>Limited authorization for collection of gull eggs</header><subsection id="HCADD9FCFB3E2429B914433B3AC77A8C3"><enum>(a)</enum><header>In general</header><text>The Secretary of the Interior (referred to in this Act as the <term>Secretary</term>) may allow the collection by members of the Hoonah Indian Association of the eggs of glaucous-winged gulls (Laurus glaucescens) within Glacier Bay National Park (referred to in this Act as the <term>Park</term>) not more frequently than twice each calendar year at up to 5 locations within the Park, subject to any terms and conditions that the Secretary determines to be necessary.</text></subsection><subsection id="HB7B9C043BCA54E8F8862BECA37CD8D9F"><enum>(b)</enum><header>Applicable law</header><text>For the purposes of sections and 816 of the Alaska National Interest Lands Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/410hh-2">16 U.S.C. 410hh–2</external-xref>, 3126), the collection of eggs of glaucous-winged gulls within the Park in accordance with subsection (a) shall be considered to be a use specifically permitted by that Act.</text></subsection><subsection id="H55DA539DC5F141499E41E2EC8BDEB935"><enum>(c)</enum><header>Harvest plan</header><text>The Secretary shall establish schedules, locations, and any additional terms and conditions that the Secretary determines to be necessary for the harvesting of eggs of glaucous-winged gulls in the Park, based on an annual harvest plan to be prepared by the Secretary and the Hoonah Indian Association.</text></subsection></section></legis-body></bill>
