       Congress has the power to enact this legislation pursuant 
     to the following:
       Congress has the power to enact this legislation pursuant 
     to the following: Article I, Section 8, Clause I of the 
     Constitution enumerates to Congress the power to ``provide 
     for the common defense and general welfare of the United 
     States.'' This legislation sets out parameters reforming the 
     way that the Department of Homeland Security purchases the 
     equipment and services it needs to defend the homeland.
