		<section id="HDF0DC8A6D72B428AB7D2EF3E5937924D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Crude Oil Export Act</short-title></quote>.</text>
		</section><section id="H806F46ADB0C9435BB71574BC8BB93A0F"><enum>2.</enum><header>Crude oil exports</header>
			<subsection id="H6AABF85B7BE14DBEB5AA41BEBB81FD35"><enum>(a)</enum><header>Repeal of Presidential authority To restrict oil exports</header>
				<paragraph id="H7C5451C1C7334716B4B8E11BFD881752"><enum>(1)</enum><header>In general</header><text>Section 103 of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6212">42 U.S.C. 6212</external-xref>) is repealed.</text>
				</paragraph><paragraph id="HAFB57F9A134940A5A10CB48CC19FADFD"><enum>(2)</enum><header>Conforming amendments</header>
					<subparagraph id="H60236BF1F1284D77A92D21F9686617E7"><enum>(A)</enum><text>Section 12 of the Alaska Natural Gas Transportation Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/15/719j">15 U.S.C. 719j</external-xref>) is amended—</text>
						<clause id="H8573186832694DCCB0AB5620906D0991"><enum>(i)</enum><text>by striking <quote>and section 103 of the Energy Policy and Conservation Act</quote>; and</text>
						</clause><clause id="HCC7FB385A8B441D79DCAD08A3D14C94B"><enum>(ii)</enum><text>by striking <quote>such Acts</quote> and inserting <quote>that Act</quote>.</text>
						</clause></subparagraph><subparagraph id="H1C71D66387E44659AA3F0B5897BC3A1C"><enum>(B)</enum><text>The Energy Policy and Conservation Act is amended—</text>
						<clause id="H606DD0C64D33442A983A5C376767DF5C"><enum>(i)</enum><text>in section 251 (<external-xref legal-doc="usc" parsable-cite="usc/42/6271">42 U.S.C. 6271</external-xref>)—</text>
							<subclause id="H5793B67241524FA7A579FE9D88B91D34"><enum>(I)</enum><text>by striking subsection (d); and</text>
							</subclause><subclause id="HB11EC049D3CB45F2B829E21B4B980EAC"><enum>(II)</enum><text>by redesignating subsection (e) as subsection (d); and</text>
							</subclause></clause><clause id="H2248DBEE864C4017BC2065B69263ACAB"><enum>(ii)</enum><text>in section 523(a)(1) (<external-xref legal-doc="usc" parsable-cite="usc/42/6393">42 U.S.C. 6393(a)(1)</external-xref>), by striking <quote>(other than section 103 thereof)</quote>.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="H0F3C14CBABAF491999E342AFF4BFE115"><enum>(b)</enum><header>Repeal of limitations on exports of oil</header>
				<paragraph id="HE2D146BD15EF494E9B4480EA3AEEBB77"><enum>(1)</enum><header>In general</header><text>Section 28 of the Mineral Leasing Act (<external-xref legal-doc="usc" parsable-cite="usc/30/185">30 U.S.C. 185</external-xref>) is amended—</text>
					<subparagraph id="H09B57D57CBA84D5582E5EADCC2DC6746"><enum>(A)</enum><text>by striking subsection (u); and</text>
					</subparagraph><subparagraph id="H1F4C6716732C41009C80D6BF68BABC7E"><enum>(B)</enum><text>by redesignating subsections (v) through (y) as subsections (u) through (x), respectively.</text>
					</subparagraph></paragraph><paragraph id="H7E5EA0DC8D744FFE8D6D7C2C8A19192E"><enum>(2)</enum><header>Conforming amendments</header>
					<subparagraph id="HA3E5BAB4075A48A2B0DAE751C75B40A9"><enum>(A)</enum><text>Section 1107(c) of the Alaska National Interest Lands Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/3167">16 U.S.C. 3167(c)</external-xref>) is
			 amended by striking <quote>(u) through (y)</quote> and inserting <quote>(u) through (x)</quote>.</text>
					</subparagraph><subparagraph id="HD0B9DD22588644A3B51B7A66B0D6842C"><enum>(B)</enum><text>Section 23 of the Deep Water Port Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/33/1522">33 U.S.C. 1522</external-xref>) is repealed.</text>
					</subparagraph><subparagraph id="H1B77AB9ED8F6423085938041F8B8AFB9"><enum>(C)</enum><text>Section 203(c) of the Trans-Alaska Pipeline Authorization Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1652">43 U.S.C. 1652(c)</external-xref>) is amended in the
			 first sentence by striking <quote>(w)(2), and (x))</quote> and inserting <quote>(v)(2), and (w))</quote>.</text>
					</subparagraph><subparagraph id="H90D85F7078194043929678CB25BF2FAE"><enum>(D)</enum><text>Section 509(c) of the Public Utility Regulatory Policies Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/43/2009">43 U.S.C. 2009(c)</external-xref>) is amended
			 by striking <quote>subsection (w)(2)</quote> and inserting <quote>subsection (v)(2)</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="H258348E25EA84A5FBF643D4CCB80D679"><enum>(c)</enum><header>Repeal of limitations on export of OCS oil or gas</header><text>Section 28 of the Outer Continental Shelf Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1354">43 U.S.C. 1354</external-xref>) is repealed.</text>
			</subsection><subsection id="H32221893B32A421FB768299930A9864B"><enum>(d)</enum><header>Termination of limitation on exportation of crude oil</header><text>Section 7(d) of the Export Administration Act of 1979 (<external-xref legal-doc="usc-appendix" parsable-cite="usc-appendix/50/2406">50 U.S.C. App. 2406(d)</external-xref>) (as in effect
			 pursuant to the International Emergency Economic Powers Act (50 U.S.C.
			 1701 et seq.)) shall have no force or effect.</text>
			</subsection><subsection id="H4B7D6A3E1181499986EEB53F4309D0C2"><enum>(e)</enum><header>Clarification of crude oil regulation</header>
				<paragraph id="H024D5B477F0D4B10B3DB44CEDAB33465"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="regulation" parsable-cite="cfr/15/754.2">Section 754.2</external-xref> of title 15, Code of Federal Regulations (relating to crude oil) shall have no force
			 or effect.</text>
				</paragraph><paragraph id="H3E908789149D400CA2BD0B29A42E7E66"><enum>(2)</enum><header>Crude oil license requirements</header><text>The Bureau of Industry and Security of the Department of Commerce shall grant licenses to export to
			 a country crude oil (as the term is defined in subsection (a) of the
			 regulation referred to in paragraph (1)) (as in effect on the date that is
			 1 day before the date of enactment of this Act) unless—</text>
					<subparagraph id="H137A1BE514314271BF5CEC1C4666A410"><enum>(A)</enum><text>the country is subject to sanctions or trade restrictions imposed by the United States; or</text>
					</subparagraph><subparagraph id="H8725267FD3E54DBA836101537A280242"><enum>(B)</enum><text>the President or Congress has designated the country as subject to exclusion for reasons of
			 national security.</text>
					</subparagraph></paragraph></subsection><subsection id="H493F85CD598445248F717091BB85A1C9"><enum>(f)</enum><header>Presidential ban</header>
				<paragraph id="H50840FB850164EC6825D34826143AFF0"><enum>(1)</enum><header>Authority</header><text>The President may, subject to paragraph (2), impose a ban on the export of crude oil from the
			 United States for a period of not more than 90 days during a period of
			 national emergency. Such ban may be renewed for additional periods during
			 the period of national emergency.</text>
				</paragraph><paragraph id="HF463F62223D54CF9B64C05A02420F6F4"><enum>(2)</enum><header>Congressional Review Act</header><text>The act of imposing or renewing a ban under paragraph (1) shall be considered a major rule subject
			 to a resolution of disapproval under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/8">chapter 8</external-xref> of title 5, United States
			 Code (commonly referred to as the <quote>Congressional Review Act</quote>).</text>
