<official-title display="yes">To amend the Small Business Act to increase access to capital for veteran entrepreneurs, to help create jobs, and for other purposes.</official-title>

<section id="HA3F0ED1A36F7485D818C981349ECF236" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Entrepreneurship Act of 2015</short-title></quote>.</text></section> <section id="HCDD089A491C0448E84AD51FE508028E2"><enum>2.</enum><header>Permanent SBA express loan guarantee fee waiver for veterans</header><text display-inline="no-display-inline">Section 7(a)(31) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)(31)</external-xref>) is amended by adding at the end the following:</text> 
<quoted-block display-inline="no-display-inline" id="HE8F3672DE13641C095A945DB72475E9F" style="OLC"> 
<subparagraph id="H02C8AD62E65C447190C7C5A04443AC8E"><enum>(G)</enum><header>Guarantee fee waiver for veterans</header> 
<clause id="H1A49AF6978724159992A643A17C3D412"><enum>(i)</enum><header>Guarantee fee waiver</header><text display-inline="yes-display-inline">The Administrator may not collect a guarantee fee described in paragraph (18) in connection with a loan made under this paragraph to a veteran or spouse of a veteran on or after October 1, 2015.</text></clause> <clause id="HDC48A6C9BEF746E4AB1DAE7343C00BED"><enum>(ii)</enum><header>Exception</header><text display-inline="yes-display-inline">If the President’s budget for the upcoming fiscal year, submitted to Congress pursuant to section 1105(a) of title 31, United States Code, includes a cost for the program established under this subsection that is above zero, the requirements of clause (i) shall not apply to loans made during such upcoming fiscal year.</text></clause> 
<clause id="H79BCBF81F139414F95A39BC2AB114598"><enum>(iii)</enum><header>Definition</header><text display-inline="yes-display-inline">In this subparagraph, the term <term>veteran or spouse of a veteran</term> means—</text> <subclause id="HA1E85FFB75784D8AACB3CD808B65FF5B"><enum>(I)</enum><text>a veteran, as defined in section 3(q)(4);</text></subclause> 
<subclause id="HC3469E8E5BA04629A333AADC8DD78C40"><enum>(II)</enum><text>an individual who is eligible to participate in the Transition Assistance Program established under section 1144 of title 10, United States Code;</text></subclause> <subclause id="H3FC45B1BEDF34B4F8F622144426BA844"><enum>(III)</enum><text>a member of a reserve component of the Armed Forces named in section 10101 of title 10, United States Code;</text></subclause> 
<subclause id="H5D06D919CBB44DB0BFCA779B19A124EC"><enum>(IV)</enum><text>the spouse of an individual described in subclause (I), (II), or (III); or</text></subclause> <subclause id="H221E2A55C9BA4802915E73723FBC78BF"><enum>(V)</enum><text>the surviving spouse (as defined in section 101 of title 38, United States Code) of an individual described in subclause (I), (II), or (III) who died while serving on active duty or as a result of a disability that is service-connected (as defined in such section).</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section> 
<section id="H1752487067BC4551BBB132A5BBCB201C"><enum>3.</enum><header>Report on accessibility and outreach to female veterans by the Small Business Administration</header><text display-inline="no-display-inline">Not later than 180 days after the date of enactment of this Act, the Administrator shall submit to Congress a report assessing the level of outreach to and consultation with female veterans regarding access to capital by women's business centers (as described in section 29 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/656">15 U.S.C. 656</external-xref>)) and Veterans Business Outreach Centers (as referred to in section 32 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/657b">15 U.S.C. 657b</external-xref>)). </text></section> </legis-body> <attestation><attestation-group><attestation-date date="20150713" chamber="House">Passed the House of Representatives July 13, 2015.</attestation-date><attestor display="no">Karen L.
