 <section id="HD804E3FB0FF146E5B8E7D02834354E33" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>State Trade Coordination Act</short-title></quote>.</text> </section><section id="H62E97EA92E5F47738FE35FB2C86A0AF9"><enum>2.</enum><header>Membership of representatives of State trade promotion agencies on Trade Promotion Coordinating Committee</header><text display-inline="no-display-inline">Section 2312(d) of the Export Enhancement Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/15/4727">15 U.S.C. 4727(d)</external-xref>) is amended—</text>
 <paragraph id="H35BA34927D48438CA15EC9E2B03C0EB3"><enum>(1)</enum><text>by redesignating paragraph (2) as paragraph (3); and</text> </paragraph><paragraph id="H8EFCDB93DF464AAFBECAB7B830510EAF"><enum>(2)</enum><text>by inserting after paragraph (1) the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H4F01046B1BFE4CDBA85248E03CAA9D82" style="OLC">
 <paragraph id="H61C23DEE0F244ED6B10F19DD0BBD4202"><enum>(2)</enum><header>Representatives from State trade promotion agencies</header><text display-inline="yes-display-inline">The TPCC shall also include 1 or more members appointed by the President who are representatives of State trade promotion agencies.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H004A3A998C9A4FCD89F97BE9BF2F624C"><enum>3.</enum><header>Federal and State export promotion coordination plan</header>
 <subsection id="H2837376018F640BFAD47B8B27544BF92"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Commerce, acting through the Trade Promotion Coordinating Committee and in coordination with representatives of State trade promotion agencies, shall develop a comprehensive plan to integrate the resources and strategies of State trade promotion agencies into the overall Federal trade promotion program.</text>
 </subsection><subsection id="HBFF1273AEDA847B297E2C91738765C1B"><enum>(b)</enum><header>Matters To be included</header><text>The plan required under subsection (a) shall include the following:</text> <paragraph id="HEC35C905603F49219793453E3D004929"><enum>(1)</enum><text>A description of the role of State trade promotion agencies in assisting exporters.</text>
 </paragraph><paragraph id="H5EFBFEDA650E4B0D943960751007DF54"><enum>(2)</enum><text display-inline="yes-display-inline">An outline of the role of State trade promotion agencies and how it is different from Federal agencies located within or providing services within the State.</text>
 </paragraph><paragraph id="H90D9226C1D2B48C8A8B31F589D2055DA"><enum>(3)</enum><text>A plan on how to utilize State trade promotion agencies into the Federal trade promotion program.</text> </paragraph><paragraph id="H4D3C7E96CE5E4B8EA08C9EAA44F1CCF9"><enum>(4)</enum><text>An explanation of how Federal and State agencies will share information and resources.</text>
 </paragraph><paragraph id="H3C061D0894094F4C93CCD4C9D00EC539"><enum>(5)</enum><text>A description of how Federal and State agencies will coordinate education and trade events in the United States and abroad.</text>
 </paragraph><paragraph id="H2DC3B5F70DE64CC597A317A5AE2119E0"><enum>(6)</enum><text>A description of the efforts to increase efficiency and reduce duplication.</text> </paragraph><paragraph id="HE45E30927710459598CB22923E3405A5"><enum>(7)</enum><text>A clear identification of where businesses can receive appropriate international trade information under the plan.</text>
 </paragraph></subsection><subsection id="H9E88923EFD934949894EFDE34DF4872D"><enum>(c)</enum><header>Deadline</header><text>The plan required under subsection (a) shall be finalized and submitted to Congress not later than 12 months after the date of the enactment of this Act.</text>
			</subsection></section><section id="H6300986DE5624A1F91E049CAC379748D"><enum>4.</enum><header>Annual Federal-State export strategy</header>
 <subsection id="HAD50EAF38D224305AAA5594C3FB6A7D9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Commerce, acting through the head of the United States Commercial Service, shall develop an annual Federal-State export strategy for each State that submits to the Secretary of Commerce its export strategy for the upcoming calendar year. In developing an annual Federal-State export strategy under this subsection, the Secretary of Commerce shall take into account the Federal and State export promotion coordination plan developed under section 3.</text>
 </subsection><subsection id="H27260134F12D418A9DDCC1F1A54661C4"><enum>(b)</enum><header>Matters To be included</header><text>The Federal-State export strategy required under subsection (a) shall include the following:</text> <paragraph id="HA51D351243BF43668D94172182AEE6BB"><enum>(1)</enum><text>The State’s export strategy and economic goals.</text>
 </paragraph><paragraph id="HDEEA7BD786A14207A973DA59E9C8212B"><enum>(2)</enum><text>The State’s key sectors and industries of focus.</text> </paragraph><paragraph id="H3BC57FCA0940439698BE1F657727EC87"><enum>(3)</enum><text>Possible foreign and domestic trade events.</text>
 </paragraph><paragraph id="H8C5A1F41EC954A2E8CCFFA9EC696E58C"><enum>(4)</enum><text>Efforts to increase efficiencies and reduce duplication.</text> </paragraph></subsection><subsection id="H765CC5E654EC47CF8A59895D7B2AFF74"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">The Federal-State export strategy required under subsection (a) shall be submitted to the Trade Promotion Coordinating Committee not later than February 1 of each year.</text>
			</subsection></section><section id="H71273202B0F649EBA66C0C3F43A9D7C2"><enum>5.</enum><header>Coordinated metrics and information sharing</header>
 <subsection id="HA2E72D4C2D7740329575F5808C9416FE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Commerce, in coordination with representatives of State trade promotion agencies, shall develop a framework to share export success information, and develop a coordinated set of reporting metrics.</text>
 </subsection><subsection id="HF014558F930D4A549127BE5FA253AD61"><enum>(b)</enum><header>Report to Congress</header><text>Not later than 1 year after the date of the enactment of this Act, the Secretary of Commerce shall submit to Congress a report that contains the framework and reporting metrics required under subsection (a).</text>
 </subsection></section><section id="H93ACD2A0252F4490982D75F684CE4414"><enum>6.</enum><header>Annual survey and analysis and report under National Export Strategy</header><text display-inline="no-display-inline">Section 2312 of the Export Enhancement Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/15/4727">15 U.S.C. 4727</external-xref>) is amended—</text> <paragraph id="H95C3A8903F3C4E4F9C3CC8432CC19B96"><enum>(1)</enum><text>in subsection (c)—</text>
 <subparagraph id="H7DACFEFE95644932A6DB7B1B29E63FB0"><enum>(A)</enum><text>in paragraph (5), by striking <quote>and</quote> at the end;</text> </subparagraph><subparagraph id="H15C4A6AD7166466299AE5ABAB3D70949"><enum>(B)</enum><text>in paragraph (6), by striking the period at the end and inserting <quote>; and</quote>; and</text>
 </subparagraph><subparagraph id="H421EE13270FE47239DFF0473AB2D13A9"><enum>(C)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H7D8763CD5D414F089891286D0E06E0CB" style="OLC"> <paragraph id="HCB62AA37676049C893FAD1E322465EB8"><enum>(7)</enum><text display-inline="yes-display-inline">in coordination with State trade promotion agencies, include a survey and analysis regarding the overall effectiveness of Federal-State coordination and export promotion goals on an annual basis, to further include best practices, recommendations to better assist small businesses, and other relevant matters.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="H8693345046F0477A80F17EFC5223FC87"><enum>(2)</enum><text>in subsection (f), in paragraph (1), by inserting <quote>(including implementation of the survey and analysis described in paragraph (7) of that subsection)</quote> after <quote>the implementation of such plan</quote>.</text> </paragraph></section></legis-body> </bill>
