        UNITED STATES-CARIBBEAN STRATEGIC ENGAGEMENT ACT OF 2016

  The SPEAKER pro tempore. The unfinished business is the vote on the 
motion to suspend the rules and pass the bill (H.R. 4939) to increase 
engagement with the governments of the Caribbean region, the Caribbean 
diaspora community in the United States, and the private sector and 
civil society in both the United States and the Caribbean, and for 
other purposes, as amended, on which the yeas and nays were ordered.
  The Clerk read the title of the bill.
  The SPEAKER pro tempore. The question is on the motion offered by the 
gentleman from California (Mr. Royce) that the House suspend the rules 
and pass the bill, as amended.

  Ms. SPEIER changed her vote from ``nay'' to ``yea.''
  So (two-thirds being in the affirmative) the rules were suspended and 
the bill, as amended, was passed.
  The result of the vote was announced as above recorded.
  A motion to reconsider was laid on the table.

  Mr. BRADY of Texas. Mr. Speaker, on rollcall No. 297, I was 
unavoidably detained and unable to return to Washington, D.C. in time 
to cast my vote. Had I been present, I would have voted ``yes.''
