Boyle of Pennsylvania</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Animal Welfare Act to prohibit the slaughter of dogs and cats for human consumption.</official-title></form>

 <section id="H307D7D5C49D54EA49C766126DB653FE0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Dog and Cat Meat Trade Prohibition Act of 2017</short-title></quote>.</text> </section><section id="HAE2B012EDFC04D488B27C3D1695E3ED8"><enum>2.</enum><header>Prohibition on slaughter of dogs and cats for human consumption</header> <text display-inline="no-display-inline">The Animal Welfare Act (<external-xref legal-doc="usc" parsable-cite="usc/7/2131">7 U.S.C. 2131</external-xref> et seq.) is amended by adding at the end the following new section:</text>
			<quoted-block display-inline="no-display-inline" id="H36F4DD46693346D6AB9B40AD1BFC1830" style="OLC">
				<section id="HD951AA07F13F47ED8F2BDA004AEC9F97"><enum>30.</enum><header>Prohibition of slaughter of dogs and cats for human consumption</header>
 <subsection id="HABC5458AE02E4040804D92717952F5D0"><enum>(a)</enum><header>Prohibition</header><text display-inline="yes-display-inline">No person may—</text> <paragraph id="H139C8EA0AFDF4B73901B0DA8F9F025B3"><enum>(1)</enum><text>knowingly slaughter a dog or cat for human consumption; or</text>
 </paragraph><paragraph id="H359207E9EBF9420A9B7423D2607DFC95"><enum>(2)</enum><text>knowingly ship, transport, move, deliver, receive, possess, purchase, sell, or donate—</text> <subparagraph id="H42971EAE3CA1469BA30905CC78514FE4"><enum>(A)</enum><text>a dog or cat to be slaughtered for human consumption; or</text>
 </subparagraph><subparagraph id="H19CF38A6FEAF4107A24D52EB69345068"><enum>(B)</enum><text>dog or cat parts for human consumption.</text> </subparagraph></paragraph></subsection><subsection id="H70FC049627744D5BA93A7BFEEEE74BD6"><enum>(b)</enum><header>Penalty</header><text display-inline="yes-display-inline">Any person who violates this section shall be subject to imprisonment for not more than 1 year, or a fine of not more than $2,500, or both.</text>
 </subsection><subsection id="H538CEF2007294973A0EC5726E4B1E817"><enum>(c)</enum><header>Scope</header><text display-inline="yes-display-inline">Subsection (a) shall apply only with respect to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States.</text>
 </subsection><subsection id="HF6EB59319E6E47599B8BE171A1F0FBCB"><enum>(d)</enum><header>Conflict with State law</header><text display-inline="yes-display-inline">This section shall not be construed to limit any State or local law or regulations protecting the welfare of animals or to prevent a State or local governing body from adopting and enforcing animal welfare laws and regulations that are more stringent than this section.</text>
