 <section id="HFF4EEE867C6C4C37A07B9F81D3F28CC0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Securing American Non-Profit Organizations Against Terrorism Act of 2017</short-title></quote>.</text> </section><section id="H50DDD424F8A94FF3897FA9ABA10EC269"><enum>2.</enum><header>Non-profit security grant program</header> <subsection id="HCFD23359E77D4451B5B353B3C60E3DE4"><enum>(a)</enum><header>In general</header><text>Subtitle A of title XX of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/601">6 U.S.C. 601</external-xref> et seq.) is amended by adding at the end the following new section:</text>

					<section id="HBEF905395D324634822BF7406B46E3D1"><enum>2009.</enum><header>Non-profit security grant program</header>
 <subsection id="HACDE360609024EBD87370D473F13D31D"><enum>(a)</enum><header>Establishment</header><text>There is established in the Department a program to be known as the <quote>Non-Profit Security Grant Program</quote> (in this section referred to as the <quote>Program</quote>). Under the Program, the Secretary, acting through the Administrator, shall make grants to eligible nonprofit organizations described in subsection (b), through the State in which such organizations are located, for target hardening and other security enhancements to protect against terrorist attacks.</text>
 </subsection><subsection id="HACD145FCE0E045E1A114DB8E60C297B0"><enum>(b)</enum><header>Eligible recipients</header><text>Eligible nonprofit organizations described in this subsection (a) are organizations that are—</text> <paragraph id="H550A7F7D71684B6FA24E9A3B2C7890A0"><enum>(1)</enum><text>described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code; and</text>
 </paragraph><paragraph id="H8F67AB2255CE417A80D285262F37EF38"><enum>(2)</enum><text>determined to be at risk of a terrorist attack by the Administrator.</text> </paragraph></subsection><subsection id="HBD52B44E7C4E4D7EA18335C1108BB281"><enum>(c)</enum><header>Permitted uses</header><text>The recipient of a grant under this section may use such grant for any of the following uses:</text>
 <paragraph id="H9FD12DB98E4A4384B860148D21671D7B"><enum>(1)</enum><text>Target hardening activities, including physical security enhancement equipment and inspection and screening systems.</text>
 </paragraph><paragraph id="HD2F876AE9A65427DA00C060FF5FE0193"><enum>(2)</enum><text>Fees for security training relating to physical security and cybersecurity, target hardening, terrorism awareness, and employee awareness.</text>
 </paragraph><paragraph id="HB0E59C79324042B18F2E5DEED8D21689"><enum>(3)</enum><text>Any other appropriate activity, including cybersecurity resilience activities, as determined by the Administrator.</text>
 </paragraph></subsection><subsection id="H6FDB06392AE0457F812587FF20B902F4"><enum>(d)</enum><header>Period of performance</header><text>The Administrator shall make funds provided under this section available for use by a recipient of a grant for a period of not less than 36 months.</text>
 </subsection><subsection id="HB91732615E5A4C92BC82E867436D7D17"><enum>(e)</enum><header>Report</header><text>The Administrator shall annually for each of fiscal years 2018 through 2022 submit to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report containing information on the expenditure by each grant recipient of grant funds made under this section.</text>
						</subsection><subsection id="H8AE1629AD09C45DF80D04A00C116F7E8"><enum>(f)</enum><header>Authorization of appropriations</header>
 <paragraph id="HEF71ECB62AE34BF98F3420D4904797BA"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated $50,000,000 for each of fiscal years 2018 through 2022 to carry out this section.</text>
 </paragraph><paragraph id="H82A54AB7F3804CDA86B0DA960EC55158"><enum>(2)</enum><header>Specification</header><text>Of the amounts authorized to be appropriated pursuant to paragraph (1)—</text> <subparagraph id="H226AE0602F96411EB9CE5AFB6EBC462C"><enum>(A)</enum><text>$35,000,000 is authorized for eligible recipients located in jurisdictions that receive funding under section 2003; and</text>
 </subparagraph><subparagraph id="H401E48603B744EF4A9A0635DE028846E"><enum>(B)</enum><text>$15,000,000 is authorized for eligible recipients in jurisdictions not receiving funding under section 2003.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="H936E1A18FAD94842951EA26E95F050AF"><enum>(b)</enum><header>Conforming amendment</header><text>Subsection (a) of section 2002 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/603">6 U.S.C. 603</external-xref>) is amended by striking <quote>sections 2003 and 2004</quote> and inserting <quote>sections 2003, 2004, and 2009</quote>.</text>
 </subsection><subsection id="HA8794613FF90416087A1BDAC0E9DD9AB"><enum>(c)</enum><header>Clerical amendment</header><text>The table of contents in section 1(b) of the Homeland Security Act of 2002 is amended by inserting after the item relating to section 2008 the following new item:</text>
