 <section id="HBE3B21200589491182CB1E3FC8F47B66" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Register Printing Savings Act of 2017</short-title></quote>.</text> </section><section id="HAA0FCB22B9AC491AAC67CC2FECCE4412"><enum>2.</enum><header>Restrictions on distribution of free printed copies of Federal Register to Members of Congress and federal employees</header> <subsection id="HC3FD5E28C92144CD9B23D4994A14D070"><enum>(a)</enum><header>Restrictions</header><text display-inline="yes-display-inline">Section 1506 of title 44, United States Code, is amended—</text>
 <paragraph id="H8CE4749E177F4B25ACB832DD477ECD09"><enum>(1)</enum><text>by striking “The Administrative Committee” and inserting <quote>(a) <header-in-text level="subsection" style="OLC">Composition; Duties</header-in-text>.—The Administrative Committee</quote>;</text> </paragraph><paragraph id="H449525935582439E9A0FB8B3DF28BA4C"><enum>(2)</enum><text>in subsection (a)(4), by striking “the number of copies” and inserting “subject to subsection (b), the number of copies”; and</text>
 </paragraph><paragraph id="H19D6239D50EB4FA3B187EEE3406DAD59"><enum>(3)</enum><text>by adding at the end the following new subsection:</text> <quoted-block display-inline="no-display-inline" id="HFBAECF95FD2343828ECE7D41462EA4DB" style="OLC"> <subsection id="HB0AB784888E948F48ABE922F4A2FAB62"><enum>(b)</enum><header>Restrictions on distribution of free printed copies to Members of Congress and officers and employees of the United States</header> <paragraph id="H4C43FA8AEF984F64AED26FCB6129690D"><enum>(1)</enum><header>Prohibiting subscription to printed copies without request</header><text display-inline="yes-display-inline">Under the regulations prescribed to carry out subsection (a)(4), the Director of the Government Publishing Office may not provide a printed copy of the Federal Register without charge to any Member of Congress or any other office of the United States during a year unless—</text>
 <subparagraph id="HCA1D88D5C69847959ABC3191D6E67EAF"><enum>(A)</enum><text display-inline="yes-display-inline">the Member or office requests a printed copy of a specific issue of the Federal Register; or</text> </subparagraph><subparagraph id="HC9CBE52B217D4A9BA206D4E58C665B4B"><enum>(B)</enum><text>during that year or during the previous year, the Member or office requested a subscription to printed copies of the Federal Register for that year, as described in paragraph (2).</text>
 </subparagraph></paragraph><paragraph id="H117F53FD222349E4BF100B30B3AF5660"><enum>(2)</enum><header>Administration of subscriptions</header><text display-inline="yes-display-inline">The regulations prescribed to carry out subsection (a)(4) shall include—</text> <subparagraph id="HC7BADBF6AF324DC5B6C635AB8639B677"><enum>(A)</enum><text>provisions regarding notifications to offices of Members of Congress and other offices of the United States of the restrictions of paragraph (1);</text>
 </subparagraph><subparagraph id="HA39EC5C828E444D7BB0BB83F6252E395"><enum>(B)</enum><text>provisions describing the process by which Members and other offices may request a specific issue of the Federal Register for purposes of paragraph (1)(A); and</text>
 </subparagraph><subparagraph id="H4EF0A3EC5E3748479FC649FA4936B129"><enum>(C)</enum><text>provisions describing the process by which Members and other offices may request a subscription to the Federal Register for purposes of paragraph (1)(B), except that such regulations shall limit the period for such a subscription to not longer than 1 year.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H4D1371780C1C49FA918662AF17F67BF6"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendment made by subsection (a) shall take effect January 1, 2018.</text> </subsection></section></legis-body> <attestation><attestation-group><attestation-date chamber="House" date="20170517">Passed the House of Representatives May 17, 2017.</attestation-date><attestor display="yes">Karen L.
