		<official-title display="yes">To provide support for law enforcement agency efforts to protect the mental health and well-being
			 of law enforcement officers, and for other purposes.</official-title>

 <section id="HA33C9210DB894F91B5027AC6CF7E2FFC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Law Enforcement Mental Health and Wellness Act of 2017</short-title></quote>.</text> </section><section id="HA3D6116A575C410DB1F4986857084883"><enum>2.</enum><header>Support for law enforcement agencies</header> <subsection id="H46F6EA2E321D47F1A7A35E5B63CFB5F2"><enum>(a)</enum><header>Interagency collaboration</header><text display-inline="yes-display-inline">The Attorney General shall consult with the Secretary of Defense and the Secretary of Veterans Affairs to submit to Congress a report, which shall be made publicly available, on Department of Defense and Department of Veterans Affairs mental health practices and services that could be adopted by Federal, State, local, or tribal law enforcement agencies.</text>
 </subsection><subsection id="H4B2CF284CD1C4A0791709D991DE4BD44"><enum>(b)</enum><header>Case studies</header><text>The Director of the Office of Community Oriented Policing Services shall submit to Congress a report—</text>
 <paragraph id="HA1ECA3B9DDB444A0AA9445245D2B7523"><enum>(1)</enum><text>that is similar to the report entitled <quote>Health, Safety, and Wellness Program Case Studies in Law Enforcement</quote> published by the Office of Community Oriented Policing Services in 2015; and</text> </paragraph><paragraph id="H892955565809424D9B80EE2CF4CDFA66"><enum>(2)</enum><text>that focuses on case studies of programs designed primarily to address officer psychological health and well-being.</text>
 </paragraph></subsection><subsection id="H28801361732E460ABAA9663A7893383B"><enum>(c)</enum><header>Peer mentoring pilot program</header><text>Section 1701(b) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10381">34 U.S.C. 10381(b)</external-xref>) is amended—</text>
 <paragraph id="H14F19514D91F47B0BE367F41F98BC804"><enum>(1)</enum><text>in paragraph (21), by striking <quote>; and</quote> and inserting a semicolon;</text> </paragraph><paragraph id="HF81D772DFBF148D987F441AA83343E2A"><enum>(2)</enum><text>in paragraph (22), by striking the period at the end and inserting <quote>; and</quote>; and</text>
 </paragraph><paragraph id="HAE27D86C3D9C46919A0F6F2C22F0BC9C"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H15E564DFE3934446B93D9E6536720E7F" style="OLC"> <paragraph id="H2CAF706F5BB746F480336F7C234571F9"><enum>(23)</enum><text>to establish peer mentoring mental health and wellness pilot programs within State, tribal, and local law enforcement agencies.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection></section><section id="H35D11B720F514E5188083B52E7921D4C"><enum>3.</enum><header>Support for mental health providers</header><text display-inline="no-display-inline">The Attorney General, in coordination with the Secretary of Health and Human Services, shall develop resources to educate mental health providers about the culture of Federal, State, tribal, and local law enforcement agencies and evidence-based therapies for mental health issues common to Federal, State, local, and tribal law enforcement officers.</text>
 </section><section id="H99EBAC7D76A44229936E0939C2446998"><enum>4.</enum><header>Support for officers</header><text display-inline="no-display-inline">The Attorney General shall—</text> <paragraph id="H4F1573051D5A48E18991F768C0834572"><enum>(1)</enum><text display-inline="yes-display-inline">in consultation with Federal, State, local, and tribal law enforcement agencies—</text>
 <subparagraph id="HC4E9B5AB601843CDB7DC1C2E9321ECEE"><enum>(A)</enum><text>identify and review the effectiveness of any existing crisis hotlines for law enforcement officers;</text> </subparagraph><subparagraph id="HC1010A79C4504F60A245AD7AB56E3AEC"><enum>(B)</enum><text>provide recommendations to Congress on whether Federal support for existing crisis hotlines or the creation of an alternative hotline would improve the effectiveness or use of the hotline; and</text>
 </subparagraph><subparagraph id="H7E0A0AFC92BE402BB82377D4133AC55C"><enum>(C)</enum><text>conduct research into the efficacy of an annual mental health check for law enforcement officers;</text> </subparagraph></paragraph><paragraph id="H8FC25C26D75B454A933AB14302A6163F"><enum>(2)</enum><text>in consultation with the Secretary of Homeland Security and the head of other Federal agencies that employ law enforcement officers, examine the mental health and wellness needs of Federal law enforcement officers, including the efficacy of expanding peer mentoring programs for law enforcement officers at each Federal agency;</text>
 </paragraph><paragraph id="H67569CC8173B4A80B8DF7BEA34B00F25"><enum>(3)</enum><text>ensure that any recommendations, resources, or programs provided under this Act protect the privacy of participating law enforcement officers; and</text>
 </paragraph><paragraph id="H96084D443E0842E4BA3A278ECC1AD7C1"><enum>(4)</enum><text display-inline="yes-display-inline">not later than 1 year after the date of enactment of this Act, submit a report to Congress containing findings from the review and research<pagebreak></pagebreak> under paragraphs (1) and (2), and final recommendations based upon those findings.</text>
