			 other underserved individuals by breaking down barriers to care, and for

 <section id="HBA9B2F8C62174BB187A313118565EF60" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Action for Dental Health Act of 2017</short-title></quote>.</text> </section><section id="H8CC903B626454922B875CD22DEED21DE"><enum>2.</enum><header>Volunteer dental projects and action for dental health program</header><text display-inline="no-display-inline">Section 317M of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247b-14">42 U.S.C. 247b–14</external-xref>) is amended—</text>
 <paragraph id="HA042DEE8230945FFBC68CB041270FFA7"><enum>(1)</enum><text>by redesignating subsections (e) and (f) as subsections (f) and (g), respectively;</text> </paragraph><paragraph id="HB4A753DE13EF428AB3F7CF0BFE17FEBC"><enum>(2)</enum><text>by inserting after subsection (d) the following new subsection:</text>

					<subsection id="H345F6BBA51534858975AB97C00993080"><enum>(e)</enum><header>Action for dental health program</header>
 <paragraph id="H070A28D227DE4C1897EE7412E90EFCF6"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, in consultation with the Director of the Centers for Disease Control and Prevention and the Administrator of the Health Resources and Service Administration, may award grants to or enter into contracts with eligible entities to collaborate with State, county, or local public officials and other stakeholders to develop and implement initiatives to accomplish any of the following goals:</text>
 <subparagraph id="H55A596911BFC487D9108DA4659C096E7"><enum>(A)</enum><text>To improve oral health education and dental disease prevention, including through community-wide prevention programs, through the use of dental sealants and fluoride varnish, and by increasing oral health literacy.</text>
 </subparagraph><subparagraph id="H7F53BADCA3C84A52A3BC7FE336A6F3CD"><enum>(B)</enum><text>To reduce geographic barriers, language barriers, cultural barriers, and other similar barriers to the provision of dental services.</text>
 </subparagraph></paragraph><paragraph id="H439B756A7E6D41B9A6D9691DEDF51A9D"><enum>(2)</enum><header>Eligible entity</header><text display-inline="yes-display-inline">In this subsection, the term <term>eligible entity</term> means an entity that is—</text> <subparagraph id="HC5B3B6E315884815B429F241F9A81E71"><enum>(A)</enum><text>a State or local dental association;</text>
 </subparagraph><subparagraph id="H958E7D4E634445539547D18FDB9E7DBE"><enum>(B)</enum><text>a State oral health program;</text> </subparagraph><subparagraph id="H4C351DF534AF4C1F81F6D65A347D106E"><enum>(C)</enum><text>a dental education, dental hygiene, or postdoctoral dental education program accredited by the Commission on Dental Accreditation; or</text>
 </subparagraph><subparagraph id="HB62FB9A01F3F43C6B9E86A37BB2A0FD2"><enum>(D)</enum><text>a community-based organization that—</text> <clause id="H18E41D26EB354898BFD799C04588F4AF"><enum>(i)</enum><text>partners with an academic institution;</text>
 </clause><clause id="H4998BD0AD9734FA58B76D9FB7AFC045C"><enum>(ii)</enum><text>is exempt from tax under <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)</external-xref> of the Internal Revenue Code of 1986; and</text> </clause><clause id="H4CD2B8A2B52E4F6AA1D90938FCD13520"><enum>(iii)</enum><text>partners with public and private stakeholders to facilitate the provision of dental services for underserved populations.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="H173D58D941FF4E86A0B535050EFFC63A"><enum>(3)</enum><text>in subsection (g), as redesignated by paragraph (1), by striking <quote>such sums as may be necessary for each of the fiscal years 2001 through 2005</quote> and inserting <quote>$18,000,000 for each of the fiscal years 2018 through 2022</quote>.</text> </paragraph></section><section id="H86D6714545464F60B1761D297545D403"><enum>3.</enum><header>Grants for innovative programs</header><text display-inline="no-display-inline">Section 340G of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/256g">42 U.S.C. 256g</external-xref>) is amended—</text>
 <paragraph id="H7A7D5021EBE74A09BA95258FBDD5E36B"><enum>(1)</enum><text>in subsection (b)(5)—</text> <subparagraph id="H134DF562071046108ABF836E04AC0672"><enum>(A)</enum><text>in subparagraph (B), by striking <quote>and</quote> at the end; and</text>
 </subparagraph><subparagraph id="HEEBA461224AA4CD2BD47437B0C90D6D7"><enum>(B)</enum><text>by adding at the end the following:</text> <quoted-block changed="added" committee-id="HIF00" display-inline="no-display-inline" id="HBF1910E9593840EDADC7E1EFF11D8418" reported-display-style="italic" style="OLC"> <subparagraph id="HF97F5C38CF934EA2A3D0F3798C8F2936"><enum>(D)</enum><text>the establishment of dental homes for children and adults, including for the aged, blind, and disabled populations;</text>
 </subparagraph><subparagraph id="H3B2712D8A6F54ECB985A815CFB394B01"><enum>(E)</enum><text>the establishment of initiatives to reduce the use of emergency departments by individuals who seek dental services more appropriately delivered in a dental primary care setting; and</text>
 </subparagraph><subparagraph id="HCFF2D1180EC24207B99D9769D9053570"><enum>(F)</enum><text>the provision of dental care to nursing home residents;</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block> </subparagraph></paragraph><paragraph id="H41D133695C914A2CB780A4ECD6194C37"><enum>(2)</enum><text>in subsection (f), by striking <quote>$25,000,000 for the 5-fiscal year period beginning with fiscal year 2008</quote> and inserting <quote>$13,903,000 for each of fiscal years 2018 through 2022</quote>.</text>
