<section id="H18F63FE18E83402298F518B3F41A0906" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>United States-Jordan Defense Cooperation Extension Act</short-title></quote>.</text></section> <section id="H720081ECC39F44DAA80FBC805BD47341"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="HB32DDDCA7C2247E0AB52D761EB995A0B"><enum>(1)</enum><text display-inline="yes-display-inline">In December 2011, Congress passed section 7041(b) of the Consolidated Appropriations Act, 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/74">Public Law 112–74</external-xref>; 125 Stat. 1223), which appropriated funds made available under the heading <quote>Economic Support Fund</quote> to establish an enterprise fund for Jordan. </text></paragraph> <paragraph id="H9E09CA678C5F491BB8DA40E9BD789B4F"><enum>(2)</enum><text display-inline="yes-display-inline">The intent of an enterprise fund is to attract private investment to help entrepreneurs and small businesses create jobs and to achieve sustainable economic development.</text></paragraph> 
<paragraph id="H98606B6581B546EF880EE6F1D3E098CD"><enum>(3)</enum><text display-inline="yes-display-inline">Jordan is an instrumental partner in the fight against terrorism, including as a member of the Global Coalition To Counter ISIS and the Combined Joint Task Force – Operation Inherent Resolve.</text></paragraph> <paragraph id="H39CC24B280E940DB8EB764A8465AA167"><enum>(4)</enum><text display-inline="yes-display-inline">In 2014, His Majesty King Abdullah stated that <quote>Jordanians and Americans have been standing shoulder to shoulder against extremism for many years, but to a new level with this coalition against ISIL</quote>.</text></paragraph> 
<paragraph id="H3AE89D8704B7483A83B4AA58A452311B"><enum>(5)</enum><text display-inline="yes-display-inline">On February 3, 2015, the United States signed a 3-year memorandum of understanding with Jordan, pledging to provide the kingdom with $1 billion annually in United States foreign assistance, subject to the approval of Congress.</text></paragraph></section> <section id="H42772AA765C943BEB1D3343BF51ACC8A"><enum>3.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text> 
<paragraph id="H35E1F55C69F2464D9CBBB304581EC62B"><enum>(1)</enum><text display-inline="yes-display-inline">Jordan plays a critical role in responding to the overwhelming humanitarian needs created by the conflict in Syria;</text></paragraph> <paragraph id="HC81CBD8A2C1C42858775B17C9A674D2F"><enum>(2)</enum><text display-inline="yes-display-inline">Jordan, the United States, and other partners should continue working together to address this humanitarian crisis and promote regional stability, including through support for refugees in Jordan and internally displaced people along the Jordan-Syria border and the creation of conditions inside Syria that will allow for the secure, dignified, and voluntary return of people displaced by the crisis; and</text></paragraph> 
<paragraph id="HB1F23703A2064C29A9D05FF01DEBA05D"><enum>(3)</enum><text>the Governments of the United States and Jordan should negotiate a new Memorandum of Understanding, for fiscal years 2018 through 2022, to significantly enhance Jordan’s military capacity and local economy.</text></paragraph></section> <section id="H1F843EB3A62A4F6D8B0B53818C68E043"><enum>4.</enum><header>Reauthorization of United States-Jordan Defense Cooperation Act of 2015</header><text display-inline="no-display-inline">Section 5(a) of the United States-Jordan Defense Cooperation Act of 2015 (<external-xref legal-doc="usc" parsable-cite="usc/22/2753">22 U.S.C. 2753</external-xref> note) is amended—</text> 
<paragraph id="H2A56BD54487745F78318A54123C4520A"><enum>(1)</enum><text>by striking <quote>During the 3-year period</quote> and inserting <quote>During the period</quote>; and</text></paragraph> <paragraph id="H73A5B80E6FD5443497AC11CD7FF2E650"><enum>(2)</enum><text>by inserting <quote>and ending on December 31, 2022</quote> after <quote>enactment of this Act</quote>.</text></paragraph></section> 
<section id="H0B145A582617428593CD3C3A6D1FBDB1"><enum>5.</enum><header>Establishment of enterprise fund for Jordan</header> 
<subsection id="H0C363BB9D0E9467AA9A0DA5D50CAB073"><enum>(a)</enum><header>Establishment of Jordan Enterprise Fund</header><text display-inline="yes-display-inline">The President is authorized to establish and operate an enterprise fund to provide assistance to Jordan.</text></subsection> <subsection id="HB2AE14B1FF924659B6DCBA73EF6916CA"><enum>(b)</enum><header>Procedures and requirements</header><text>The provisions contained in section 201 of the Support for East European Democracy (SEED) Act of 1989 (<external-xref legal-doc="usc" parsable-cite="usc/22/5421">22 U.S.C. 5421</external-xref>), excluding the provisions of subsections (a), (b), (c), (d)(3), (f), and (j) of that section, shall be deemed to apply with respect to the Jordan Enterprise Fund and to funds made available to the enterprise fund in the same manner and to the same extent as such provisions apply with respect to enterprise funds established pursuant to such section or to funds made available to such established enterprise funds.</text></subsection> 
<subsection commented="no" id="H630150E633224171B26BF5E2CA032806"><enum>(c)</enum><header>Operation of fund</header> 
<paragraph id="H11DFC7757FA74A5EA55733C075008FA4"><enum>(1)</enum><header>Expenditures</header><text>Funds made available to the Jordan Enterprise Fund shall be expended at the minimum rate necessary to make timely payments for projects and activities.</text></paragraph> <paragraph commented="no" id="H4C8D76D650794F8F9778FB53431FB67F"><enum>(2)</enum><header>Administrative expenses</header><text>Not more than 3 percent of the funds made available to the Jordan Enterprise Fund may be obligated or expended for the administrative expenses of the enterprise fund.</text></paragraph></subsection> 
<subsection commented="no" id="HB2C4CD902E574A44AA4DDEBDCDC3D891"><enum>(d)</enum><header>Board of directors</header> 
<paragraph id="HAD9E259AD87741B496E63A278536B6C9"><enum>(1)</enum><header>In general</header><text>The Jordan Enterprise Fund shall be governed by a Board of Directors comprised of private citizens of the United States or Jordan, who—</text> <subparagraph id="HBD5E2A819FDD491E8ACFBA657223035C"><enum>(A)</enum><text>shall be appointed by the President, in consultation with the chair and ranking member of each of the appropriate congressional committees; and</text></subparagraph> 
<subparagraph id="H29CB3FB3A63C4158A9928B93EA7DB2A6"><enum>(B)</enum><text>have pursued international business careers and have demonstrated expertise in international and emerging market investment activities.</text></subparagraph></paragraph> <paragraph id="H51A097FC891F4D3B858D942060638B29"><enum>(2)</enum><header>Majority member requirement</header><text display-inline="yes-display-inline">The majority of the members of the Board of Directors shall be United States citizens.</text></paragraph></subsection> 
<subsection commented="no" id="H8475BC80402F41FAAC5D78336FBA1CB6"><enum>(e)</enum><header>Reports</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, and annually thereafter until the Jordan Enterprise Fund terminates in accordance with <internal-xref idref="H3129D7E3D77844BB98315BC1CBA9C87D" legis-path="5.(g)">subsection (g)</internal-xref>, the Board of Directors shall—</text> <paragraph commented="no" id="H3FCFBAC4D8954A4991E9A87FEB432139"><enum>(1)</enum><text>submit to the appropriate congressional committees a report detailing the administrative expenses of the enterprise fund; and</text></paragraph> 
<paragraph commented="no" id="HA63A0D1CCB284D80AF527FB60A32DFBF"><enum>(2)</enum><text display-inline="yes-display-inline">publish, on an Internet website administered by the enterprise fund, each report submitted pursuant to <internal-xref idref="HB2AE14B1FF924659B6DCBA73EF6916CA" legis-path="5.(b)">subsection (b)</internal-xref> in accordance with section 201(p) of the Support for East European Democracy (SEED) Act of 1989 (<external-xref legal-doc="usc" parsable-cite="usc/22/5421">22 U.S.C. 5421(p)</external-xref>).</text></paragraph></subsection> <subsection commented="no" id="H367A8DBC3F404A71AE7129AF68255C4C"><enum>(f)</enum><header>Liquidation</header><text display-inline="yes-display-inline">Any funds resulting from any liquidation, dissolution, or winding up of the Jordan Enterprise Fund, in whole or in part, shall be returned to the Treasury.</text></subsection> 
<subsection commented="no" id="H3129D7E3D77844BB98315BC1CBA9C87D"><enum>(g)</enum><header>Termination</header><text>The authority of the Jordan Enterprise Fund to provide assistance shall terminate on the earlier of—</text> <paragraph id="HB7BBE56F82A847ECB14DBA7023E166ED"><enum>(1)</enum><text>the date that is 7 years after the date of the first expenditure of amounts in accordance with <internal-xref idref="H11DFC7757FA74A5EA55733C075008FA4" legis-path="5.(c)(1)">subsection (c)(1)</internal-xref>; or</text></paragraph> 
<paragraph id="HBB0191B040654C5C9F56399829444360"><enum>(2)</enum><text>the date on which the enterprise fund is liquidated in accordance with <internal-xref idref="H367A8DBC3F404A71AE7129AF68255C4C" legis-path="5.(f)">subsection (f)</internal-xref>.</text></paragraph></subsection> <subsection id="H2B70C2F903C34092A7658963746825EC"><enum>(h)</enum><header>Appropriate congressional committees</header><text>In this section, the term <term>appropriate congressional committees</term> means—</text> 
<paragraph id="HA631D0E21F5A4C078C99D55C1156C84D"><enum>(1)</enum><text>the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives; and</text></paragraph> <paragraph id="HEC7598C43F874DD9857F69DABCDE251B"><enum>(2)</enum><text>the Committee on Foreign Relations and the Committee on Appropriations of the Senate.</text></paragraph></subsection></section>
