 <section id="H8E2F52A140A649AFA415276FFC9E8255" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Apprenticeship and Labor Opportunity Reform Act</short-title></quote> or the <quote><short-title>VALOR Act</short-title></quote>.</text> </section><section id="H9AAF99E5E6B146DCB0D111DC769A8E02"><enum>2.</enum><header>Designation of State approving agencies for multi-State apprenticeship programs</header><text display-inline="no-display-inline">Paragraph (1) of subsection (c) of section 3672 of title 38, United States Code, is amended to read as follows:</text>

				<paragraph display-inline="no-display-inline" id="HCF0DBF6C51974B79A600EF4CD881DC87" indent="up1"><enum>(1)</enum>
 <subparagraph commented="no" display-inline="yes-display-inline" id="HE4AE89997BAE4C77868A202E4C7F0512"><enum>(A)</enum><text>The State approving agency for a multi-State apprenticeship program is—</text> <clause changed="added" committee-id="HVR00" id="H714B0D5C5EA84B16BC728F07A03D7DC6" indent="up1" reported-display-style="italic"><enum>(i)</enum><text>for purposes of approval of the program, the State approving agency for the State in which the headquarters of the apprenticeship program is located; and</text>
 </clause><clause changed="added" committee-id="HVR00" id="H61240F29A73A4538A554CD6B140765CE" indent="up1" reported-display-style="italic"><enum>(ii)</enum><text>for all other purposes, the State approving agency for the State in which the apprenticeship program takes place.</text>
 </clause></subparagraph><subparagraph changed="added" committee-id="HVR00" id="H4E11C5AB5AC24E5B9AD104B496E3C65D" indent="up1" reported-display-style="italic"><enum>(B)</enum><text display-inline="yes-display-inline">In this paragraph, the term <quote>multi-State apprenticeship program</quote> means a non-Federal apprenticeship program operating in more than one State that meets the minimum national program standards, as developed by the Department of Labor.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HA05645A5303B474C85F8F196A1909F9C"><enum>3.</enum><header>Elimination of certain certification requirement for assistance for apprenticeship and other on-job
 training</header><text display-inline="no-display-inline">Section 3680(c) of title 38, United States Code, is amended by striking <quote>shall have received—</quote> and all that follows through <quote>person's certificate,</quote> and inserting <quote>receives from the training establishment a certification</quote>.</text> </section></legis-body> <endorsement display="yes"> <action-date>November 7, 2017</action-date> <action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement> </bill>
