			 for other purposes.</official-title></form>
	<legis-body id="H86DDC92BD2B9457CB9734450CD0F2578" style="OLC">
 <section id="H85E4B7897C1F435D89BB40449639B561" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Whistleblower Protection Extension Act of 2017</short-title></quote>.</text> </section><section id="H3EA0D488664042619892555C587A244F"><enum>2.</enum><header>Reauthorization</header> <subsection id="HD2E30EC6448D409BBF655623A10884DF"><enum>(a)</enum><header>In general</header><text>Section 3(d) of the Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text>
 <paragraph id="HCB36F8BAB3C14CBA9619247AA8791A0F"><enum>(1)</enum><text>in paragraph (1)(C)—</text> <subparagraph id="H28A3E28B01814C75838C3C9BBC9D8306"><enum>(A)</enum><text>by redesignating clauses (i) and (ii) as subclauses (I) and (II), respectively, and adjusting the margins accordingly;</text>
 </subparagraph><subparagraph id="H622A37427B3A4E1D9A57319BC206AD23"><enum>(B)</enum><text>by striking <quote>Ombudsman who shall educate agency employees—</quote> and inserting the following:</text> <quoted-block display-inline="yes-display-inline" id="H6D1268CAF9AA4367B5F98EDE8F1ADCA0" style="OLC"> <text>Coordinator who shall—</text><clause id="HAD085B6128EE4FFCA197C6BEA98A098D" indent="up1"><enum>(i)</enum><text>educate agency employees—</text></clause><after-quoted-block>; </after-quoted-block></quoted-block> </subparagraph><subparagraph id="H79834CD0E0604E428F65E0DF96518A36"><enum>(C)</enum><text>in subclause (I), as so redesignated, by striking <quote>on retaliation</quote> and inserting <quote>against retaliation</quote>;</text>
 </subparagraph><subparagraph id="H0EF1219B757342E2984829F286D9F9AA"><enum>(D)</enum><text>in subclause (II), as so redesignated, by striking the period at the end and inserting the following:</text>
						<quoted-block display-inline="yes-display-inline" id="H6C2D254AD4F54F738BD81DD7EDF9995E" style="OLC">
 <text>, including—</text><item id="H949AB98766FB46139CD32731C5C85269" indent="up1"><enum>(aa)</enum><text>the means by which employees may seek review of any allegation of reprisal, including the roles of the Office of the Inspector General, the Office of Special Counsel, the Merit Systems Protection Board, and any other relevant entities; and</text>
 </item><item id="H37B5CCA16ADA47809595CDA5EADA2608" indent="up1"><enum>(bb)</enum><text>general information about the timeliness of such cases, the availability of any alternative dispute mechanisms, and avenues for potential relief.</text></item><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="HA6F808FF91A249308430BEEE0480F3D7"><enum>(E)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H344691051D4A40A59A46BC20B25B8FC7" style="OLC"> <clause id="H34BEE029048E4B8BBAD261A0B50AF175" indent="up1"><enum>(ii)</enum><text>assist the Inspector General in promoting the timely and appropriate handling and consideration of protected disclosures and allegations of reprisal, to the extent practicable, by the Inspector General; and</text>
 </clause><clause id="H304D60DDE09D4D5CABA6AEA73BA40DC7" indent="up1"><enum>(iii)</enum><text>assist the Inspector General in facilitating communication and coordination with the Special Counsel, the Council of the Inspectors General on Integrity and Efficiency, the agency, Congress, and any other relevant entity regarding the timely and appropriate handling and consideration of protected disclosures, allegations of reprisal, and general matters regarding the implementation and administration of whistleblower protection laws, rules, and regulations.</text></clause><after-quoted-block>; </after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="H75E146F634C9452B901560576EBB4E9E"><enum>(2)</enum><text>in paragraph (2), by striking <quote>Ombudsman</quote> and inserting <quote>Coordinator</quote>;</text> </paragraph><paragraph id="H3169AF3878874FE5A3EEE063B6EA13BC"><enum>(3)</enum><text>by redesignating paragraph (3) as paragraph (4); and</text>
 </paragraph><paragraph id="HF3E8E99F73BC4865AA21DEC91999D562"><enum>(4)</enum><text>by inserting after paragraph (2) the following:</text> <quoted-block display-inline="no-display-inline" id="H36FA749357CA4931BA75CB727B045DCE" style="OLC"> <paragraph id="HF58B59A25D9144C9987E5D340B5326EA" indent="up1"><enum>(3)</enum><text>The Whistleblower Protection Coordinator shall have direct access to the Inspector General as needed to accomplish the requirements of this subsection.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H79363177DEF7422698B861A1E533479E"><enum>(b)</enum><header>Responsibilities of CIGIE</header><text>Section 11(c) of the Inspector General Act of 1978 (5 U.S.C. App.) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H856A0687E4094E52AD0A0E9EEE2A4546" style="OLC">
 <paragraph id="H400C9E683238453C842C3E5A59B7AE1C"><enum>(5)</enum><header>Additional responsibilities relating to whistleblower protection</header><text>The Council shall—</text> <subparagraph id="H344962541D6446288C4A4A3EFB72ABC2"><enum>(A)</enum><text>facilitate the work of the Whistleblower Protection Coordinators designated under section 3(d)(C); and</text>
 </subparagraph><subparagraph id="HFB15378234CE4383AE1FE3D2783D292F"><enum>(B)</enum><text>in consultation with the Office of Special Counsel and Whistleblower Protection Coordinators from the member offices of the Inspector General, develop best practices for coordination and communication in promoting the timely and appropriate handling and consideration of protected disclosures, allegations of reprisal, and general matters regarding the implementation and administration of whistleblower protection laws, in accordance with Federal law.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="H7FC43BEC3313462C9BA097B1834451F7"><enum>(c)</enum><header>Reporting</header><text>Section 5 of the Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text> <paragraph id="H1BCC261A9693440A9F92730ACA1D3CD3"><enum>(1)</enum><text>in subsection (a), by amending paragraph (20) to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H30DD10C886C14E21B41E7B2567A7AE16" style="OLC">
						<paragraph id="H2795DE6328D346FA98F1E6A9F71250D2"><enum>(20)</enum>
 <subparagraph commented="no" display-inline="yes-display-inline" id="H70C41064B62342FF9DD98889973CAA0D"><enum>(A)</enum><text>a detailed description of any instance of whistleblower retaliation, including information about the official found to have engaged in retaliation; and</text>
 </subparagraph><subparagraph id="HB9C2E2C6B77545AE91DB487760B8FC6E" indent="up1"><enum>(B)</enum><text>what, if any, consequences the establishment actually imposed to hold the official described in subparagraph (A) accountable;</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="HEEEF7E616C914C0DB05A0D886F1E200A"><enum>(2)</enum><text>in subsection (b)—</text> <subparagraph id="H800A897E8B0642BCAC54D6B94EEE30FF"><enum>(A)</enum><text>in paragraph (3)(D), by striking <quote>and</quote> at the end;</text>
 </subparagraph><subparagraph id="HE1FC04022FF54BE69B62133BE9C697FD"><enum>(B)</enum><text>by redesignating paragraph (4) as paragraph (5); and</text> </subparagraph><subparagraph id="HDB84A58D6FCF44699AB3E76AF74615C1"><enum>(C)</enum><text>by inserting after paragraph (3) the following:</text>
						<quoted-block display-inline="no-display-inline" id="H916D68F2E2DF4916ADB49659029C3916" style="OLC">
 <paragraph id="H58796FC19DD849D899713F717EF8FE67"><enum>(4)</enum><text>whether the establishment entered into a settlement agreement with the official described in subsection (a)(20)(A), which shall be reported regardless of any confidentiality agreement relating to the settlement agreement; and</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subparagraph></paragraph></subsection><subsection id="H8F62ADF945A44C88872265B2E5B476F7"><enum>(d)</enum><header>Repeal of sunset</header><text>Subsection (c) of section 117 of the Whistleblower Protection Enhancement Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/199">Public Law 112–199</external-xref>; 126 Stat. 1475) is repealed.</text>
