 <section id="H18870C3FFB974BEBA3DF4EB91ED4E9AF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Department of Energy Research Infrastructure Act of 2017</short-title></quote>.</text> </section><section id="HA492735C28614182AC214A5EE5A11EB3" section-type="subsequent-section"><enum>2.</enum><header>Advanced Light Source upgrade</header> <subsection id="H36A9951F8AD34D1EB68B821E95F596B7"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Energy shall provide for the upgrade to the Advanced Light Source described in the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>, including the development of a multi-bend achromat lattice to produce a high flux of coherent x-rays within the soft x-ray energy region.</text>
 </subsection><subsection id="H468D484834D5453882A3FCE8C58A33B1"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> <paragraph id="H613394993EBB43118CEE323C91F7D6B3"><enum>(1)</enum><header>Flux</header><text>The term <quote>flux</quote> means the rate of flow of photons.</text>
 </paragraph><paragraph id="H1181D1A43AE1492DB9CB8E43CAE7429F"><enum>(2)</enum><header>Soft x-ray</header><text>The term <quote>soft x-ray</quote> means a photon with energy in the range from 50 to 2,000 electron volts.</text> </paragraph></subsection><subsection id="H0877D4346B8D4053A9D6A2B68725FDAB"><enum>(c)</enum><header>Start of operations</header><text>The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the upgrade under this section occurs before December 31, 2026.</text>
 </subsection><subsection id="H6389468186434134AD81A0C26AF8AF22"><enum>(d)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds appropriated to the Office of Science, there shall be made available to the Secretary to carry out the upgrade under this section—</text>
 <paragraph id="H0A7FE5862D014222B7662E9176183A78"><enum>(1)</enum><text>$20,000,000 for fiscal year 2018;</text> </paragraph><paragraph id="HAB9872332E2841F3B9B5DDB7FC9A4F51"><enum>(2)</enum><text>$50,000,000 for fiscal year 2019;</text>
 </paragraph><paragraph id="H206A87D818A04E30A277882F13619E0F"><enum>(3)</enum><text>$80,000,000 for fiscal year 2020;</text> </paragraph><paragraph id="H42F087171A3E49CC88C50008A9C3FFD5"><enum>(4)</enum><text>$80,000,000 for fiscal year 2021;</text>
 </paragraph><paragraph id="H7545B002FC6C4A6A8B61E6BB38A34619"><enum>(5)</enum><text>$52,000,000 for fiscal year 2022;</text> </paragraph><paragraph commented="no" id="H5875878782594DE7B50FA07C51A671E0"><enum>(6)</enum><text>$22,000,000 for fiscal year 2023; and</text>
 </paragraph><paragraph commented="no" id="H8222FDA6097A4572AD3723B248BC92FC"><enum>(7)</enum><text>$6,000,000 for fiscal year 2024.</text> </paragraph></subsection></section><section id="H6D2F8C6CF53843B4912A02F9242803D4"><enum>3.</enum><header>Linac Coherent Light Source II high energy upgrade</header> <subsection id="H33CC3066ED504B729A7E216F1E8641F1"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Energy shall provide for the upgrade to the Linac Coherent Light Source II facility described in the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>, including the development of experimental capabilities for high energy x-rays to reveal fundamental scientific discoveries. The Secretary shall ensure the upgrade under this section enables the production and use of high energy, ultra-short pulse x-rays delivered at a high repetition rate.</text>
 </subsection><subsection id="HD01D52A9A8E34624A7B3DCF42F90EF19"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> <paragraph id="HFC0DD8A797C1404B9F0632727D5182C4"><enum>(1)</enum><header>High energy x-ray</header><text display-inline="yes-display-inline">The term a <quote>high energy x-ray</quote> means a photon with an energy at or exceeding 12 kiloelectron volts.</text>
 </paragraph><paragraph id="H7079D07590274490915F4856268DCD5D"><enum>(2)</enum><header>High repetition rate</header><text display-inline="yes-display-inline">The term <quote>high repetition rate</quote> means the delivery of x-ray pulses up to one million pulses per second.</text> </paragraph><paragraph id="H04C9BE45C1D34547A4AF8B3F9271809E"><enum>(3)</enum><header>Ultra-short pulse x-rays</header><text display-inline="yes-display-inline">The term <quote>ultra-short pulse x-rays</quote> means x-ray bursts capable of durations of less than one hundred femtoseconds.</text>
 </paragraph></subsection><subsection id="H5AAB95D5F8CF4A86A8D8D37655D0F5F4"><enum>(c)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the upgrade under this section occurs before December 31, 2025.</text>
 </subsection><subsection id="H2BEBD5FBCC4B4A5FA2100DE244DB68CE"><enum>(d)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds appropriated to the Office of Science, there shall be made available to the Secretary to carry out the upgrade under this section—</text>
 <paragraph id="H95D1DE9D68754CBB937374A1021C4E66"><enum>(1)</enum><text>$20,000,000 for fiscal year 2018;</text> </paragraph><paragraph id="H0BFBBF3A622A43B99B802EF32229153D"><enum>(2)</enum><text>$55,000,000 for fiscal year 2019;</text>
 </paragraph><paragraph id="H9A897CD3BA7A4F919EDF9945F53C7B9D"><enum>(3)</enum><text>$80,000,000 for fiscal year 2020;</text> </paragraph><paragraph id="HF29DEF4EF2454D3FBFF67118B734F6C0"><enum>(4)</enum><text>$80,000,000 for fiscal year 2021;</text>
 </paragraph><paragraph id="HE6ADFB3C6CF8418D9EAAA9421F47C932"><enum>(5)</enum><text>$54,000,000 for fiscal year 2022; and</text> </paragraph><paragraph commented="no" id="HA9708D0AC495404EAABF3F036228CFAA"><enum>(6)</enum><text>$31,000,000 for fiscal year 2023.</text>
				</paragraph></subsection></section><section id="H4466DA36031141D9B62FA1086B15FCB4"><enum>4.</enum><header>Facility for Rare Isotope Beams</header>
 <subsection id="HB9C9DD2395314C4E954E9D08A272F5FA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Energy shall provide for a Facility for Rare Isotope Beams to advance the understanding of rare nuclear isotopes and the evolution of the cosmos.</text>
 </subsection><subsection id="H8C22861AA0384C09A2E1749A5DF2B81C"><enum>(b)</enum><header>Facility capability</header><text>In carrying out subsection (a), the Secretary shall provide for, at a minimum, a rare isotope beam facility capable of 400 kW of beam power.</text>
 </subsection><subsection id="HD2D7170B21D74FF48D61D7F05C27A3FD"><enum>(c)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the facility under this section occurs before June 30, 2022, with early operation in 2018.</text>
 </subsection><subsection id="HA7C5BE644D854B789D976F9B0AD8E945"><enum>(d)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds appropriated to the Office of Science, there shall be made available to the Secretary to carry out activities, including construction of the facility, under this section—</text>
 <paragraph id="H753149E3A55D46F9AE13D4B6BF405D14"><enum>(1)</enum><text>$101,000,000 for fiscal year 2018;</text> </paragraph><paragraph id="H9AB685359BD349569377EC0D1B746BF1"><enum>(2)</enum><text>$103,000,000 for fiscal year 2019;</text>
 </paragraph><paragraph id="H5E75276D084A4FCCAE2384DB5A721BF4"><enum>(3)</enum><text>$104,000,000 for fiscal year 2020;</text> </paragraph><paragraph id="H03FA064F2A244B2FB16EB0BDB7EB8D4E"><enum>(4)</enum><text>$105,000,000 for fiscal year 2021; and</text>
