 <section id="H62BE32D4DF3448B8ACFD6A1919F287BE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Accelerating American Leadership in Science Act of 2017</short-title></quote>.</text> </section><section id="HAF9C39BDAA164654B81710797D07C23F" section-type="subsequent-section"><enum>2.</enum><header>Advanced photon source upgrade</header> <subsection id="HCA5E3E7C9D8B44A69D3CCB24ECAF71A2"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Energy shall provide for the upgrade to the Advanced Photon Source described in the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>, including the development of a multi-bend achromat lattice to produce a high flux of coherent x-rays within the hard x-ray energy region and a suite of beamlines optimized for this source.</text>
 </subsection><subsection id="HD9801B7E71364C58803693F5A29A671C"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> <paragraph id="H84DAF7C3F37840AD8141FD51C92D9E38"><enum>(1)</enum><header>Flux</header><text display-inline="yes-display-inline">The term <quote>flux</quote> means the rate of flow of photons.</text>
 </paragraph><paragraph id="H70E81D62740B4D1FB45F4B9A87178B8E"><enum>(2)</enum><header>Hard x-ray</header><text display-inline="yes-display-inline">The term <quote>hard x-ray</quote> means a photon with energy greater than 20 kiloelectron volts.</text> </paragraph></subsection><subsection id="H8CBF3048ADF14577B2F9D0756FECAB19"><enum>(c)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the upgrade under this section occurs before December 31, 2025.</text>
 </subsection><subsection id="H7E4D42C8668642F0B24EF35085078F4D"><enum>(d)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds appropriated to the Office of Science, there shall be made available to the Secretary to carry out the upgrade under this section—</text>
 <paragraph id="H031E2BCFDB1243EC848FDB2655A218FE"><enum>(1)</enum><text>$93,000,000 for fiscal year 2018;</text> </paragraph><paragraph id="HDA95A38A50BF487E937171A186B96E85"><enum>(2)</enum><text>$130,000,000 for fiscal year 2019;</text>
 </paragraph><paragraph id="H6DCD8C2834D44D8EB51662FB1DB52B0C"><enum>(3)</enum><text>$152,400,000 for fiscal year 2020;</text> </paragraph><paragraph id="H2DB94E61503745F8BFFACF086812653F"><enum>(4)</enum><text>$150,000,000 for fiscal year 2021;</text>
 </paragraph><paragraph id="H6D94503F47204B0B879ACD2B199BFE8E"><enum>(5)</enum><text>$73,600,000 for fiscal year 2022; and</text> </paragraph><paragraph commented="no" id="H4969E5824AEC443B8BFFD4A6CB07528C"><enum>(6)</enum><text>$20,000,000 for fiscal year 2023.</text>
				</paragraph></subsection></section><section id="HBA210587F93E42949A4C04FD5690E5B3"><enum>3.</enum><header>Long-Baseline Neutrino Facility for Deep Underground Neutrino Experiment</header>
 <subsection id="H8D8E6254CD2B44FAB9BFD0070F06487B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Energy shall provide for a Long-Baseline Neutrino Facility to facilitate the international Deep Underground Neutrino Experiment to enable a program in neutrino physics to measure the fundamental properties of neutrinos, explore physics beyond the Standard Model, and better clarify the nature of matter and antimatter.</text>
 </subsection><subsection id="HAAC146630B5B413EA967390DF8FF5286"><enum>(b)</enum><header>Facility capabilities</header><text display-inline="yes-display-inline">The Secretary shall ensure that the facility described in subsection (a) will provide, at a minimum, the following capabilities:</text>
 <paragraph id="H183C85B5CD5544EA8E7890716CFBA42B"><enum>(1)</enum><text>A broad-band neutrino beam capable of 1.2 megawatts (MW) of beam power and upgradable to 2.4 MW of beam power.</text>
 </paragraph><paragraph id="HEE14E273D60145C88EEB6C6833956C81"><enum>(2)</enum><text>Four caverns excavated for a forty kiloton fiducial detector mass and supporting surface buildings and utilities.</text>
 </paragraph><paragraph id="HFCE59B028BF44097A1CA0220FEBB3444"><enum>(3)</enum><text>Neutrino detector facilities at both the Far Site in South Dakota and the Near Site in Illinois to categorize and study neutrinos on their 800-mile journey between the two sites.</text>
 </paragraph><paragraph id="H15DA979149C54D2481A05A4E8964E432"><enum>(4)</enum><text>Cryogenic systems to support neutrino detectors.</text> </paragraph></subsection><subsection id="H8D7B83A9EBA24BA984CE1E577DB9F9A6"><enum>(c)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the facility under this section occurs before December 31, 2026.</text>
 </subsection><subsection id="H43D416F2B1834D578C1713E2FE96E7D1"><enum>(d)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds appropriated to the Office of Science, there shall be made available to the Secretary to carry out activities, including construction of the facility, under this section—</text>
 <paragraph id="H83C46B60EB044DF6B973EFB200D8FEB4"><enum>(1)</enum><text>$95,000,000 for fiscal year 2018;</text> </paragraph><paragraph id="HCDA87EEC3C384D9BB03EA254ECE200E0"><enum>(2)</enum><text>$160,000,000 for fiscal year 2019;</text>
 </paragraph><paragraph id="H3C9C8580C4C941A7A98F6739003B0425"><enum>(3)</enum><text>$195,000,000 for fiscal year 2020;</text> </paragraph><paragraph id="HCF5B7E6908104429AA7F8819D50B5337"><enum>(4)</enum><text>$195,000,000 for fiscal year 2021;</text>
 </paragraph><paragraph id="H87F14FF43D67486FBB11FA332C9B367B"><enum>(5)</enum><text>$200,000,000 for fiscal year 2022;</text> </paragraph><paragraph commented="no" id="H645A01DE5A334F9F859FCA1AE3C49C02"><enum>(6)</enum><text>$200,000,000 for fiscal year 2023;</text>
 </paragraph><paragraph commented="no" id="HBDF6BC003E924514B75B5E8ACD73563E"><enum>(7)</enum><text>$195,000,000 for fiscal year 2024;</text> </paragraph><paragraph commented="no" id="HBCF04E7506E74352A161B08F15110353"><enum>(8)</enum><text>$150,000,000 for fiscal year 2025; and</text>
 </paragraph><paragraph commented="no" id="H60BF405EFCBA44F79877158C03CB95C3"><enum>(9)</enum><text>$50,000,000 for fiscal year 2026.</text> </paragraph></subsection></section><section id="HD186C9C358B74A66895C75A431946097"><enum>4.</enum><header>Spallation Neutron Source proton power upgrade</header> <subsection id="H4F99C377D30545A299B7E259F651A3D9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Energy shall provide for a proton power upgrade to the Spallation Neutron Source.</text>
 </subsection><subsection id="H21D8662DD95241B4B4C0B0F33EED1BA8"><enum>(b)</enum><header>Definition of proton power upgrade</header><text>For the purposes of this section, the term <quote>proton power upgrade</quote> means the Spallation Neutron Source power upgrade described in—</text> <paragraph id="H3732C1D2A6244C959CFA6053B96EEECD"><enum>(1)</enum><text display-inline="yes-display-inline">the publication of the Office of Science of the Department of Energy titled <quote>Facilities for the Future of Science: A Twenty-Year Outlook</quote>, published December 2003;</text>
 </paragraph><paragraph id="H4F96E00A434F436BAA3CB6AB22B5DC14"><enum>(2)</enum><text display-inline="yes-display-inline">the publication of the Office of Science of the Department of Energy titled <quote>Four Years Later: An Interim Report on Facilities for the Future of Science: A Twenty-Year Outlook</quote>, published August 2007; and</text> </paragraph><paragraph id="H517DEE45AE9B4E319993634FA0D7A5B2"><enum>(3)</enum><text>the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>.</text>
 </paragraph></subsection><subsection id="HCBF7DFEE1A3B4E0699EC86F1A9E8FBAB"><enum>(c)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the upgrade under this section occurs before December 31, 2025.</text>
 </subsection><subsection id="HD9C58CB960D044FAA97AE687CB6FFFF3"><enum>(d)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds appropriated to the Office of Science, there shall be made available to the Secretary to carry out the upgrade under this section—</text>

 </paragraph><paragraph id="H8FD140DCF3A84D57BB114B7DB6207B23"><enum>(3)</enum><text>$33,500,000 for fiscal year 2020;</text> </paragraph><paragraph id="HE42AED1C98C747F9BA208A8CF94E858B"><enum>(4)</enum><text>$40,500,000 for fiscal year 2021;</text>
 </paragraph><paragraph id="H4673503C376E4F188F301279DA4472A9"><enum>(5)</enum><text>$21,100,000 for fiscal year 2022;</text> </paragraph><paragraph commented="no" id="H2F801846214C4727B3E0D7B9E369F94D"><enum>(6)</enum><text>$13,200,000 for fiscal year 2023; and</text>
 </paragraph><paragraph commented="no" id="H25A9083B9B1446FE9F58B79D96E795CF"><enum>(7)</enum><text>$2,900,000 for fiscal year 2024.</text> </paragraph></subsection></section><section id="HFCDDA01F935D4065BE7749CDB8BC9778"><enum>5.</enum><header>Spallation Neutron Source second target station</header> <subsection id="HF0E3E6CCAE6C4564897FC6AB3D748AF3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Energy shall provide for a second target station for the Spallation Neutron Source.</text>
 </subsection><subsection id="H09B342705526493FA7EDDE0810427E17"><enum>(b)</enum><header>Definition of second target station</header><text>For the purposes of this section, the term <quote>second target station</quote> means the Spallation Neutron Source second target station described in—</text> <paragraph id="H695CF659432A4BF58C263FBEB9D31971"><enum>(1)</enum><text display-inline="yes-display-inline">the publication of the Office of Science of the Department of Energy titled <quote>Facilities for the Future of Science: A Twenty-Year Outlook</quote>, published December 2003;</text>
 </paragraph><paragraph id="H57075E615A5F46139946B4077C9ABC5F"><enum>(2)</enum><text display-inline="yes-display-inline">the publication of the Office of Science of the Department of Energy titled <quote>Four Years Later: An Interim Report on Facilities for the Future of Science: A Twenty-Year Outlook</quote>, published August 2007; and</text> </paragraph><paragraph id="H6AE830A124AF4A21974E021707167637"><enum>(3)</enum><text>the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>.</text>
 </paragraph></subsection><subsection id="H2DFF24EEB853478E86B07C1F7CBFB74A"><enum>(c)</enum><header>Start of operations</header><text display-inline="yes-display-inline">The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the second target station under this section occurs before December 31, 2030, with the option for early operation in 2028.</text>
 </subsection><subsection id="H7F9ABBDDC6DB4449B52F245A6F665CD4"><enum>(d)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds appropriated to the Office of Science, there shall be made available to the Secretary to carry out activities, including construction, under this section—</text>
