 <section commented="no" display-inline="no-display-inline" id="HF371D4A3761245CA97D28166ACB50DC2" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>United States Fire Administration, AFG, and SAFER Program Reauthorization Act of 2017</short-title></quote>.</text> </section><section id="HDE42157E88DC47C6B642E942E1EBB279"><enum>2.</enum><header>Reauthorization of the United States Fire Administration</header><text display-inline="no-display-inline">Section 17(g)(1)(M) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2216">15 U.S.C. 2216</external-xref> (g)(1)(M)) is amended—</text>
 <paragraph id="H4C5B1F6E4EA144F6BC7AFD19E2F14C8A"><enum>(1)</enum><text>by striking <quote>fiscal year 2017</quote> and inserting <quote>for each of fiscal years 2017 through 2023</quote>; and</text> </paragraph><paragraph id="H66B1FA771D8E44BDBCB3608B56F3488D"><enum>(2)</enum><text>by inserting <quote>for each such fiscal year</quote> after <quote>$2,753,672</quote>.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="H463D67FF371D4C63AE17F8C27B846A3C" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Reauthorization of Assistance to Firefighters Grants program and the Fire Prevention and Safety
			 Grants program</header>
 <subsection commented="no" display-inline="no-display-inline" id="H8DEC9F92E8E54DCCBA36B2F2F86A514E"><enum>(a)</enum><header display-inline="yes-display-inline">Sunset</header><text display-inline="yes-display-inline">Section 33(r) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229">15 U.S.C. 2229(r)</external-xref>) is amended by striking <quote>the date that is 5 years after the date of the enactment of the Fire Grants Reauthorization Act of 2012</quote> and inserting <quote>September 30, 2024</quote>.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="H6A89137DF3474A8FA5C29D29EB591201"><enum>(b)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text display-inline="yes-display-inline">Section 33(q)(1)(B) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229">15 U.S.C. 2229(q)(1)(B)</external-xref>) is amended, in the matter preceding clause (i), by striking <quote>2017</quote> and inserting <quote>2023</quote>.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="H21E02EBD46B74249AF81C4788B2D02E8"><enum>(c)</enum><header display-inline="yes-display-inline">Authorization for certain training under Assistance to Firefighters Grants program</header><text display-inline="yes-display-inline">Section 33(c)(3) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229">15 U.S.C. 2229(c)(3)</external-xref>) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H7B076C30E9BD4F45828CC1246B81AED2" style="OLC">
 <subparagraph commented="no" display-inline="no-display-inline" id="HE016D1D2E4F744D484E56644226D32D2"><enum>(N)</enum><text display-inline="yes-display-inline">To provide specialized training to firefighters, paramedics, emergency medical service workers, and other first responders to recognize individuals who have mental illness and how to properly intervene with individuals with mental illness, including strategies for verbal de-escalation of crisis.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="HA25D318BB2A148168ACD0B294A5A6B9B" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Reauthorization of Staffing for Adequate Fire and Emergency Response grant program</header>
 <subsection commented="no" display-inline="no-display-inline" id="H61E9BB64EBB74A3DAD0ECFCDDB21C6A4"><enum>(a)</enum><header display-inline="yes-display-inline">Sunset</header><text display-inline="yes-display-inline">Section 34(k) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229a">15 U.S.C. 2229a(k)</external-xref>) is amended by striking <quote>the date that is 5 years after the date of the enactment of the Fire Grants Reauthorization Act of 2012</quote> and inserting <quote>September 30, 2024</quote>.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="HFD9AE86FB997432BA2B0D7827F4D0316"><enum>(b)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text display-inline="yes-display-inline">Section 34(j)(1)(I) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229a">15 U.S.C. 2229a(j)(1)(I)</external-xref>) is amended, in the matter preceding clause (i), by striking <quote>2017</quote> and inserting <quote>2023</quote>.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="H49B4B0B7459843DA8F40D6BD0910B583"><enum>(c)</enum><header display-inline="yes-display-inline">Modification of application requirements</header><text display-inline="yes-display-inline">Section 34(b)(3)(B) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229a">15 U.S.C. 2229a(b)(3)(B)</external-xref>) is amended by striking <quote>of subsection (a)(1)(B)(ii) and (F)</quote> and inserting <quote>of subsection (a)(1)(F)</quote>.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="H4DB5BD9CB2F1486C967876E89142DFB4"><enum>(d)</enum><header display-inline="yes-display-inline">Modification of limitation</header><text display-inline="yes-display-inline">Section 34(c)(2) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229a">15 U.S.C. 2229a(c)(2)</external-xref>) is amended by striking <quote>prior to the date of enactment of this section</quote> and inserting <quote>prior to the date of the application for the grant</quote>.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="H3943A0CDAA8848B28D6A0AA98361C869"><enum>(e)</enum><header display-inline="yes-display-inline">Modification of waiver authority</header><text display-inline="yes-display-inline">Section 34(d)(1)(B) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229a">15 U.S.C. 2229a(d)(1)(B)</external-xref>) is amended by striking <quote>subsection (a)(1)(E) or subsection (c)(2)</quote> and inserting <quote>subsection (a)(1)(E), (c)(2), or (c)(4)</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H02CFFEF616A6499E893B225349FA6869"><enum>(f)</enum><header display-inline="yes-display-inline">Expansion of Staffing For Adequate Fire and Emergency Response grant program; repeal of authority
			 for certain use of grant amounts transferred to Assistance to Firefighters
 Grants program</header><text display-inline="yes-display-inline">Section 34(a)(1)(B) of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229a">15 U.S.C. 2229a(a)(1)(B)</external-xref>) is amended—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="H4EBABF514CA84C2BAFC058C6BE6C0B1B"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting <quote>or to change the status of part-time or paid-on-call (as defined in section 33(a)) firefighters to full-time firefighters</quote> after <quote>firefighters</quote>; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBC43052BF8C141C0A5568D79A87989F4"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>and to provide</quote> and all that follows through <quote>of crises</quote>.</text> </paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H249E64E8A1B24E01A22F31DFA70F0135" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Training on administration of fire grant programs</header> <subsection commented="no" display-inline="no-display-inline" id="H441BB9346BF74182B847DB620417AF4A"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Administrator of the Federal Emergency Management Agency, acting through the Administrator of the United States Fire Administration, may develop and make widely available an electronic, online training course for members of the fire and emergency response community on matters relating to the administration of grants under sections 33 and 34 of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229">15 U.S.C. 2229</external-xref> and 2229a).</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="H2E073048466F491EB49A809BAD52A3E7"><enum>(b)</enum><header display-inline="yes-display-inline">Requirements</header><text display-inline="yes-display-inline">The Administrator of the Federal Emergency Management Agency shall ensure that any training developed and made available under subsection (a) is—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="H7679985C84D84084BA6299407743EE3C"><enum>(1)</enum><text display-inline="yes-display-inline">tailored to the financial and time constraints of members of the fire and emergency response community; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF52122CE6CF34E4F90F1C158E6A3F412"><enum>(2)</enum><text display-inline="yes-display-inline">accessible to all individuals in the career, combination, paid-on-call, and volunteer fire and emergency response community.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="HEF3074EF152C48F18784F1F6F2B361F6" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Framework for oversight and monitoring of the Assistance to Firefighters Grants program, the Fire
			 Prevention and Safety Grants program, and the Staffing for Adequate Fire
			 and Emergency Response grant program</header>
 <subsection commented="no" display-inline="no-display-inline" id="H0F1DBE950C764F5AB56C63318B16EF5A"><enum>(a)</enum><header display-inline="yes-display-inline">Framework</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, the Administrator of the Federal Emergency Management Agency, acting through the Administrator of the United States Fire Administration, shall develop and implement a grant monitoring and oversight framework to mitigate and minimize risks of fraud, waste, abuse, and mismanagement relating to the grants programs under sections 33 and 34 of the Federal Fire Prevention and Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/15/2229">15 U.S.C. 2229</external-xref> and 2229a).</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="H4FD7DBECBF1F407A80275019CEC24AC3"><enum>(b)</enum><header display-inline="yes-display-inline">Elements</header><text display-inline="yes-display-inline">The framework required under subsection (a) shall include the following:</text> <paragraph commented="no" display-inline="no-display-inline" id="HB7E8CF48C0CB475180A8C0A4F3970DD6"><enum>(1)</enum><text display-inline="yes-display-inline">Developing standardized guidance and training for all participants in the grant programs described in subsection (a).</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H662A15B8D53B492E9EE4521859B0FB9E"><enum>(2)</enum><text display-inline="yes-display-inline">Conducting regular risk assessments.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0540E267485D472E9AC1810DC3C29726"><enum>(3)</enum><text display-inline="yes-display-inline">Conducting desk reviews and site visits.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA0EA33F3643D44828B5C8E6C2BFA1360"><enum>(4)</enum><text display-inline="yes-display-inline">Enforcement actions to recoup potential questionable costs of grant recipients.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD286D2504DFB4933822E7DB1D463C694"><enum>(5)</enum><text display-inline="yes-display-inline">Such other oversight and monitoring tools as the Administrator of the Federal Emergency Management Agency considers necessary to mitigate and minimize fraud, waste, abuse, and mismanagement relating to the grant programs described in subsection (a).</text>
