			 rates for minorities, the accuracy of the census, redistricting, costs and
			 funding distribution, and for other purposes.</official-title></form>
	<legis-body id="H7DCAE10BF10349B28321F7EA19FDF4BA" style="OLC">
 <section id="H59CAB06DCD13477DA3C34DA76958D59B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>2020 Census Accountability Act</short-title></quote>.</text> </section><section id="HADB810A391744B73914F02823865D486"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
 <paragraph id="HA16FD71F98A64D2A8654670AC7DA6945"><enum>(1)</enum><text display-inline="yes-display-inline">Since the adoption of the 14th Amendment, the Constitution has mandated that all persons—regardless of race, citizenship, or legal status—be included in a count of the United States that is conducted every 10 years.</text>
 </paragraph><paragraph id="H8C5EA39694744045AA883DB29D04BA67"><enum>(2)</enum><text display-inline="yes-display-inline">The addition of questions to the 2020 decennial census questionnaire, less than three months before the Bureau of the Census must submit final questionnaire wording to Congress, is ill-timed and divides resources without fair consideration.</text>
 </paragraph><paragraph id="H9A3B2FE4080E40E3A3B944B58CE9BE87"><enum>(3)</enum><text display-inline="yes-display-inline">Lack of sufficient funding and resources for the 2020 decennial census further hinders the high-tech enumeration strategy preparations.</text>
 </paragraph><paragraph id="H4F9D1FE0F2FA4D8EB62F9ED50A7455C3"><enum>(4)</enum><text display-inline="yes-display-inline">Untested questions, whether related to citizenship or any other topics, would result in millions of wasted taxpayer funds and depressed response rates thereby discrediting the accuracy of the decennial census.</text>
 </paragraph></section><section id="H3E7ECD48C6A645E1A58512230955B16C"><enum>3.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to create a task force of census experts to—</text> <paragraph id="H18EAA1CBF741477CB7FBDDAC837EA18C"><enum>(1)</enum><text display-inline="yes-display-inline">ensure that questions added to the 2020 decennial census do not negatively impact the accuracy or integrity of the decennial census; and</text>
 </paragraph><paragraph id="H1AA0F54B0E07431798B265E81C017BA5"><enum>(2)</enum><text display-inline="yes-display-inline">to assess how changes to questions on the decennial census proposed by Federal operations, programs, policies, and initiatives affect participation in and the integrity of the decennial census before submitting such changes to Congress on March 31, 2018.</text>
			</paragraph></section><section id="H75C78EBAC898424693D1FA6DC502060B"><enum>4.</enum><header>Task force on the 2020 decennial census</header>
 <subsection id="H5744FA1D725047D4B9171D4A2F9863B9"><enum>(a)</enum><header>Establishment</header><text>Not later than 90 days after the date of enactment of this Act, the Director of the Bureau of the Census shall establish the <quote>Task Force on the 2020 Census</quote> (referred to in this section as the <quote>Task Force</quote>).</text>
 </subsection><subsection id="H2099DE7D68EB42579F3D6C146C9F6558"><enum>(b)</enum><header>Duties</header><text>Not later than 90 days after the date of establishment of the Task Force, the Task Force shall report to Congress on—</text>
 <paragraph id="H0DAB52ADC52847A288F8E9B51C59326B"><enum>(1)</enum><text>existing and potential policies and measures that promote full participation in the decennial census by all residents of the United States;</text>
 </paragraph><paragraph id="HAD0362AC06544D0DBD01D7B29874B65C"><enum>(2)</enum><text>potential negative impacts on minority populations resulting from the addition of a citizenship question to the decennial census, including potential impacts on—</text>
 <subparagraph id="HBDF9FDD34144438EA584171E29732F18"><enum>(A)</enum><text>congressional reapportionment;</text> </subparagraph><subparagraph id="H5F11B3C930FF4778819504188B4E328D"><enum>(B)</enum><text>legislative redistricting; and</text>
 </subparagraph><subparagraph id="HDC2875A6D7D542E7ADF99618ADA8389C"><enum>(C)</enum><text>distribution of Federal funds;</text> </subparagraph></paragraph><paragraph id="H7D6146874F94446A894AF013C3CA1A50"><enum>(3)</enum><text>civil rights issues that could be affected with the addition of a citizenship question to the 2020 decennial census; and</text>
 </paragraph><paragraph id="H0973DE7871EC4DA6852BC4FB51705126"><enum>(4)</enum><text>a potential decrease in participation related to the addition of citizenship questions.</text> </paragraph></subsection><subsection id="H6E0A2DA130924AA0884C710F030B4994"><enum>(c)</enum><header>Members</header><text>The Task Force established under subsection (a) shall include representatives of—</text>
 <paragraph id="H317C179F01374FA991B6EA9CE9BDB899"><enum>(1)</enum><text>State, local, and tribal governments or associations;</text> </paragraph><paragraph id="HF747ACC785414356BEB717AE4D6F608A"><enum>(2)</enum><text>academic and nongovernmental organizations with expertise in the decennial census; and</text>
 </paragraph><paragraph id="H783B97B20836450EB61C5F9D7BBD4DBA"><enum>(3)</enum><text>relevant organizations, including nonprofit organizations, representing effective data and research related to the decennial census, minority populations, and civil or human rights advocacy.</text>
 </paragraph></subsection></section><section id="HA3D859ECED794114AF6675B4B83A211C"><enum>5.</enum><header>Sunset provision</header><text display-inline="no-display-inline">The Task Force shall terminate following the decennial census.</text> </section><section id="H9F913510AF7E4530A3988E769F0F0390"><enum>6.</enum><header>Definition</header><text display-inline="no-display-inline">In this Act, the term <term>State</term> means each of the several States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.</text>
