			 address human trafficking in the health care system.</official-title></form>

 <section id="H8A1596BB7B65468485CF19388429F93B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>SOAR to Health and Wellness Act of 2017</short-title></quote>.</text> </section><section id="HB6BFCD825C92445E9AF338785F1058FA"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph id="H4B7C26624242408FBAD0540B2F8B26BC"><enum>(1)</enum><header>Human trafficking</header><text>The term <term>human trafficking</term> has the meaning given the term <term>severe forms of trafficking in persons</term> as defined in section 103 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>).</text> </paragraph><paragraph id="HF49AF4BE144242C89EAF016A53AC4243"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Health and Human Services.</text>
			</paragraph></section><section id="HA87AAD2776DF45189F7CADCB46495550"><enum>3.</enum><header>Pilot program establishment</header>
 <subsection id="HBBE9CF7A7E344D5FBC92B99BDB106CFE"><enum>(a)</enum><header>In general</header><text>The Secretary shall establish a pilot program to be known as <quote>Stop, Observe, Ask, and Respond to Health and Wellness Training</quote> (or <quote>SOAR to Health and Wellness Training</quote>) (referred to in this Act as the <quote>pilot program</quote>), to provide training to health care providers and other related providers, at all levels, on human trafficking in accordance with the purpose described in subsection (b).</text>
 </subsection><subsection id="H9C534AA6A2A942039DB997FDB3969B7D"><enum>(b)</enum><header>Purpose</header><text>The pilot program established under subsection (a) shall train health care providers and other related providers to enable such providers to—</text>
 <paragraph id="H34EE06DCA78B4683804C807FF89CE5E3"><enum>(1)</enum><text>identify potential human trafficking victims;</text> </paragraph><paragraph id="H2745D0C1DC944547BBBBD8F1297EA35C"><enum>(2)</enum><text>implement proper protocols and procedures for working with law enforcement to report, and facilitate communication with, such victims, in accordance with all applicable Federal, State, local, and tribal requirements, including legal confidentiality requirements for patients and health care providers;</text>
 </paragraph><paragraph id="H9D45B9EC84EB4252A868E3A7C650EFCD"><enum>(3)</enum><text>implement proper protocols and procedures for referring such victims to appropriate social or victims service agencies or organizations;</text>
 </paragraph><paragraph id="H9BCC91C991E948EA9C4655755326A002"><enum>(4)</enum><text>provide such victims care that is—</text> <subparagraph id="HBCB405B6893F4E1D8AB08778348A91C7"><enum>(A)</enum><text>coordinated;</text>
 </subparagraph><subparagraph id="HDAD5517294974DF48A91855FAA084E4E"><enum>(B)</enum><text>victim centered;</text> </subparagraph><subparagraph id="H618427C734D745808BFAA6F8BDB5E14A"><enum>(C)</enum><text>culturally relevant;</text>
 </subparagraph><subparagraph id="HF9D94229CF954782866B75D367D9F792"><enum>(D)</enum><text>comprehensive;</text> </subparagraph><subparagraph id="H2E5DDBA7D45742989CBCC60D73C2FACD"><enum>(E)</enum><text>evidence based;</text>
 </subparagraph><subparagraph id="HBC7ED3E47FB04EBA89B35A25B1820969"><enum>(F)</enum><text>gender responsive;</text> </subparagraph><subparagraph id="H33B3BD130FC0453E91E56C24C756D0D4"><enum>(G)</enum><text>age appropriate, with a focus on care for youth; and</text>
 </subparagraph><subparagraph id="HAD00C8AEB1F849B4911B8BAF1D3B29A5"><enum>(H)</enum><text>trauma informed; and</text> </subparagraph></paragraph><paragraph id="HEC3227A26E4F4C139BA16A1AE93457E4"><enum>(5)</enum><text>consider the potential for integrating the training described in paragraphs (1) through (4) with training programs, in effect on the date of enactment of this Act, for victims of domestic violence, dating violence, sexual assault, stalking, child abuse, child neglect, child maltreatment, and child sexual exploitation.</text>
				</paragraph></subsection><subsection id="H02AFF68C40194F91A28280095B2B6091"><enum>(c)</enum><header>Functions</header>
 <paragraph id="H8746AEE131E24F8D96FA657521DA30A8"><enum>(1)</enum><header>In general</header><text>The functions of the pilot program established under subsection (a) shall include the functions of the Stop, Observe, Ask, and Respond to Health and Wellness Training program that was operating on the day before the date of enactment of this Act and the authorized initiatives described in paragraph (2).</text>
 </paragraph><paragraph id="HF66E53EBC5EF4270AA4189EB88368E5D"><enum>(2)</enum><header>Authorized initiatives</header><text>The authorized initiatives of the pilot program established under subsection (a) shall include—</text> <subparagraph id="HB475C8E4ED4B44DCB022113DB47827E9"><enum>(A)</enum><text>engaging stakeholders, including victims of human trafficking and any Federal, State, local, or tribal partners, to develop a flexible training module—</text>
 <clause id="H939CB77795554A21BB0EA59EFF7ED4D3"><enum>(i)</enum><text>for achieving the purpose described in subsection (b); and</text> </clause><clause id="H56C6BE4996A5436BB3D7583A889FC0A3"><enum>(ii)</enum><text>that adapts to changing needs, settings, health care providers, and other related providers;</text>
 </clause></subparagraph><subparagraph id="H19E392B7A08F4CF092A53E8C7E1BAFE1"><enum>(B)</enum><text>making grants available to support training in health care sites that represent diversity in—</text> <clause id="H3FFE76BD8181434D90FC346C6074B1E5"><enum>(i)</enum><text>geography;</text>
 </clause><clause id="HFB464764F79143E690122D2EE256E5B7"><enum>(ii)</enum><text>the demographics of the population served;</text> </clause><clause id="H8E72164D9E4F4329975C9C8272C07F79"><enum>(iii)</enum><text>the predominant types of human trafficking cases; and</text>
 </clause><clause id="H45F9B410360E4C66B2405D37B0366C37"><enum>(iv)</enum><text>health care provider profiles;</text> </clause></subparagraph><subparagraph id="H465C2F67972547CD84ABF2E6DC5AC456"><enum>(C)</enum><text>providing technical assistance for health education programs to implement nationwide health care protocol, or develop continuing education training materials, that assist in achieving the purpose described in subsection (b);</text>
 </subparagraph><subparagraph id="HCB907E6ADE5844C38F7BDF714E2648AA"><enum>(D)</enum><text>developing a strategy to incentivize the utilization of training materials developed under subparagraph (C) and the implementation of nationwide health care protocol described in such subparagraph, as the Secretary determines appropriate; and</text>
 </subparagraph><subparagraph id="H7905AE62B6954CFA9BDA0ED9FD603D6D"><enum>(E)</enum><text>developing a reliable methodology for collecting data, and reporting such data, on the number of human trafficking victims identified and served in health care settings or other related provider settings.</text>
 </subparagraph></paragraph></subsection><subsection id="H77F590EB468345ECB9D13EFB7516AD31"><enum>(d)</enum><header>Termination</header><text>The pilot program established under subsection (a) shall terminate on October 1, 2022.</text> </subsection></section><section id="HA907125863274D50A7AF5EB88E276546"><enum>4.</enum><header>Data collection and reporting requirements</header> <subsection id="HADFCA1891AC544F5A63BFF45632C870D"><enum>(a)</enum><header>Data collection</header> <paragraph id="H23D9ED99532D4770998A0DB96F1AEDE4"><enum>(1)</enum><header>In general</header><text>During each of fiscal years 2018 through 2023, the Secretary shall collect data on each of the following:</text>
 <subparagraph id="H5E2DA338DC3245C1B589CBFEA41C2B74"><enum>(A)</enum><text>The total number of facilities that were operating under the pilot program established under section 3(a)—</text>
 <clause id="H59F0B8AFE92B4AF3BD8EB5F998330A68"><enum>(i)</enum><text>during the previous fiscal year; and</text> </clause><clause id="HB12927939CF449FAB959E0F43E3D4689"><enum>(ii)</enum><text display-inline="yes-display-inline">before the previous fiscal year.</text>
 </clause></subparagraph><subparagraph id="HAEA2F32A05D949DC86072365F2B13D02"><enum>(B)</enum><text>The total number of health care providers and other related providers trained through such pilot program during each of the periods described in clauses (i) and (ii) of subparagraph (A).</text>
 </subparagraph></paragraph><paragraph id="H6DB454128F21496DB7CE56FE2A183C8F"><enum>(2)</enum><header>Initial report</header><text display-inline="yes-display-inline">In addition to the data required to be collected under paragraph (1), for purposes of the initial report to be submitted under subsection (b), the Secretary shall collect data on the total number of facilities that were operating under, and the total number of health care providers and other related providers trained through, the Stop, Observe, Ask, and Respond to Health and Wellness Training program that was operating before the establishment of the pilot program under section 3(a).</text>
 </paragraph></subsection><subsection id="H80478EDA452E4B92B35BA3983730A4CA"><enum>(b)</enum><header>Reporting</header><text>Not later than 90 days after the first day of each of fiscal years 2018 through 2023, the Secretary shall prepare and submit to Congress a report on the data collected under subsection (a).</text>
 </subsection></section><section commented="no" id="H8939E90FA5904907A86FD460E5948244"><enum>5.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to carry out this Act such sums as may be necessary for each of fiscal years 2018 through 2022.</text>
