			 support clinical nurse specialist programs, and for other purposes.</official-title></form>
	<legis-body id="HB5931F47D8F348F58A5996358638D4A4" style="OLC">
 <section id="H31E028191D6142DFB1EF027EE6675BF2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Title VIII Nursing Workforce Reauthorization Act of 2017</short-title></quote>.</text> </section><section id="HB517CC83894743308321FBA347F4E042"><enum>2.</enum><header>Supporting clinical nurse specialists</header> <subsection id="H2A73B7E97DCB475D8CF920BDB6F93F98"><enum>(a)</enum><header>Advanced education nursing grants</header><text display-inline="yes-display-inline">Section 811 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/296j">42 U.S.C. 296j</external-xref>) is amended—</text>
 <paragraph id="H074D5E4C00734F5C863217C34136B3AE"><enum>(1)</enum><text>in subsection (b)—</text> <subparagraph id="H7A7E669CC35945F880DD903C52F69106"><enum>(A)</enum><text>by striking <quote>R.N./Master’s</quote> and inserting <quote>R.N./graduate</quote>; and</text>
 </subparagraph><subparagraph id="H9341027DCE844864A20C9CFF715A24B1"><enum>(B)</enum><text>by inserting <quote>clinical nurse leaders,</quote> before <quote>or public health nurses</quote>;</text> </subparagraph></paragraph><paragraph id="H79F52B2E894B4247938D443969CB5D1C"><enum>(2)</enum><text>by redesignating subsections (f) and (g) as subsections (g) and (h), respectively; and</text>
 </paragraph><paragraph id="H863A88D71AB24888A8D20225B1E38917"><enum>(3)</enum><text>by inserting after subsection (e) the following new subsection:</text> <quoted-block display-inline="no-display-inline" id="H55128D67047B41FC927EE59BAB726C40" style="OLC"> <subsection id="H9792D9CB7BA54825854E335678543258"><enum>(f)</enum><header>Authorized clinical nurse specialist programs</header><text display-inline="yes-display-inline">Clinical nurse specialist programs eligible for support under this section are education programs that—</text>
 <paragraph id="HD4961236C495405799208F7CDB1501F0"><enum>(1)</enum><text>provide registered nurses with full-time clinical nurse specialist education; and</text> </paragraph><paragraph id="H24D2FEE78642477FB71D613C14E96A33"><enum>(2)</enum><text>have as their objective the education of clinical nurse specialists who will upon completion of such a program be qualified to effectively provide care through the wellness and illness continuum to inpatients and outpatients experiencing acute and chronic illness.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H530E7E8EC0F64BD5934E6389C20CBC8E"><enum>(b)</enum><header>Definition of nurse-Managed health clinic</header><text>Section 801 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/296">42 U.S.C. 296</external-xref>) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HC27F289E34544F6BA65796F5B9529431" style="OLC">
 <paragraph id="HD365A6EA3F5B4454AE4BC51F40A5D58A"><enum>(18)</enum><header>Nurse-managed health clinic</header><text display-inline="yes-display-inline">The term <term>nurse-managed health clinic</term> means a nurse-practice arrangement, managed by advanced practice nurses, that provides primary care or wellness services to underserved or vulnerable populations and that is associated with a school, college, university or department of nursing, federally qualified health center, or independent nonprofit health or social services agency.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="H5CD6BD4D1E8D4443973E654E359CAD23"><enum>(c)</enum><header>National Advisory Council on Nurse Education and Practice</header><text display-inline="yes-display-inline">Section 851(b)(1)(A)(iv) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/297t">42 U.S.C. 297t(b)(1)(A)(iv)</external-xref>) is amended by striking <quote>and nurse anesthetists</quote> and inserting <quote>nurse anesthetists, and clinical nurse specialists</quote>.</text>
			</subsection></section><section id="H00120559BD704A3385FFDB7B2E876323"><enum>3.</enum><header>Reauthorization of funding for nursing programs</header>
 <subsection id="H8CDB3D3F262B490C99E182FD220E79C3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Title VIII of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/296">42 U.S.C. 296</external-xref> et seq.) is amended—</text> <paragraph id="HE9549CC604124162A587C5808988E746"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (i)(1) of section 846 (<external-xref legal-doc="usc" parsable-cite="usc/42/297n">42 U.S.C. 297n</external-xref>; loan repayment and scholarship programs), by striking <quote>2007</quote> and inserting <quote>2022</quote>;</text>
 </paragraph><paragraph id="H43B5CAA53C4940B7B83FDCFB8CB10F17"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (f) of section 846A (<external-xref legal-doc="usc" parsable-cite="usc/42/297n-1">42 U.S.C. 297n–1</external-xref>; nurse faculty loan program), by striking <quote>2014</quote> and inserting <quote>2022</quote>;</text> </paragraph><paragraph id="H3DEEC8EA68FF4A48991A5F2F7089F4A5"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (e) of section 865 (<external-xref legal-doc="usc" parsable-cite="usc/42/298">42 U.S.C. 298</external-xref>; comprehensive geriatric education), by striking <quote>2014</quote> and inserting <quote>2022</quote>; and</text>
 </paragraph><paragraph id="H8DD3D0703B264E7D9E4E620A4A0361FD"><enum>(4)</enum><text display-inline="yes-display-inline">in section 871 (<external-xref legal-doc="usc" parsable-cite="usc/42/298d">42 U.S.C. 298d</external-xref>; funding for carrying out parts B and C and section 831)—</text> <subparagraph id="HA939FB6742804F53A9A824656182F128"><enum>(A)</enum><text>by striking <quote>2016</quote> and inserting <quote>2022</quote>; and</text>
 </subparagraph><subparagraph id="H990234B181C540CA87D17F36FA5C81BC"><enum>(B)</enum><text>by striking <quote>B, C, and D</quote> and inserting <quote>B and C and section 831</quote>.</text> </subparagraph></paragraph></subsection><subsection id="HBA8FBA4F4BDD492AB7C5C79D578886A9"><enum>(b)</enum><header>Nurse Education, Practice, Quality, and Retention Grants</header><text display-inline="yes-display-inline">Section 831 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/296p">42 U.S.C. 296p</external-xref>) is amended—</text>
 <paragraph id="H12FBC0FF06554BF2A0F41E626F6BF9D1"><enum>(1)</enum><text display-inline="yes-display-inline">in the section heading, by striking <quote><header-in-text level="section" style="OLC">and quality</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">quality, and retention</header-in-text></quote>;</text> </paragraph><paragraph id="H572B40C88FD04D26A9CFDA9638AD3E21"><enum>(2)</enum><text>in subsection (c)(1)—</text>
 <subparagraph id="HB5B8C91108D946E092D4AA4ABF164410"><enum>(A)</enum><text display-inline="yes-display-inline">by amending subparagraph (A) to read as follows:</text> <quoted-block display-inline="no-display-inline" id="H618D90D0E430431DA361BBF248D5C4C9" style="OLC"> <subparagraph id="H040A39019FAE4E70BFF29C2C02F6500A"><enum>(A)</enum><text display-inline="yes-display-inline">to promote career advancement for—</text>
 <clause id="H3315222E528947A6B171CFE1F80AD229"><enum>(i)</enum><text display-inline="yes-display-inline">nursing personnel in a variety of training settings, cross-training or specialty training among diverse population groups, and the advancement of individuals including to become professional nurses, advanced education nurses, licensed practical nurses, certified nurse assistants, and home health aides; and</text>
 </clause><clause id="H2263A54377C740CFA3AD934087223DA9"><enum>(ii)</enum><text display-inline="yes-display-inline">individuals including licensed practical nurses, licensed vocational nurses, certified nurse assistants, home health aides, diploma degree or associate degree nurses, to become baccalaureate prepared registered nurses or advanced education nurses in order to meet the needs of the registered nurse workforce;</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="H3787D350A00E43ECB797182CC447E442"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (B), by striking the period and inserting <quote>; and</quote>; and</text> </subparagraph><subparagraph id="H2E93ED646D114DDA8AA7358E6ACC1EAF"><enum>(C)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="HE537913AD216413EBC5B4043FCDDF5DC" style="OLC">
 <subparagraph id="H167D3FA4049D45C08C69013D93532E5E"><enum>(C)</enum><text display-inline="yes-display-inline">developing and implementing internships and residency programs in collaboration with an accredited school of nursing, as defined by section 801(2), to encourage mentoring and the development of specialties.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="H08469E0ADCC244CA90CD9D9719BEAC3A"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (g)—</text> <subparagraph id="H60ACE097ACC24CF79F3110279958E7BF"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>,,</quote> and inserting <quote>,</quote>;</text>
 </subparagraph><subparagraph id="H4641A9628DD84589A2D3AC6ED85E6C28"><enum>(B)</enum><text>by striking <quote>or</quote>; and</text> </subparagraph><subparagraph id="HF7FFDF174EF747EDB03A03E4F7610B8E"><enum>(C)</enum><text display-inline="yes-display-inline">by inserting <quote>, or a nurse-managed health clinic</quote> before the period; and</text>
 </subparagraph></paragraph><paragraph id="H00D501B99BA644779694140D34F0087F"><enum>(4)</enum><text>by striking subsection (h).</text> </paragraph></subsection></section></legis-body></bill>
