 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Empowering Federal Employment for Veterans Act of 2017</short-title></quote> or the <quote><short-title>Empowering FED Vets Act</short-title></quote>.</text>
		</section><section id="idE153A54066644D739295B85A3DA664C5"><enum>2.</enum><header>Establishment of veterans employment programs in Federal agencies</header>
 <subsection id="idE7696B9F03034213AD1A95E10AB0EB9B"><enum>(a)</enum><header>Definitions</header><text>In this section—</text> <paragraph id="id1BB9D912D63E4DB9AE7B16F96695F054"><enum>(1)</enum><text>the term <term>covered agency</term> means—</text>
 <subparagraph id="id3a6c9b22f6224eb7a1f3491993d7728f"><enum>(A)</enum><text>the Department of State;</text> </subparagraph><subparagraph id="idac0d5ad3ba8a49aa94baa77378ca71ad"><enum>(B)</enum><text>the Department of the Treasury;</text>
 </subparagraph><subparagraph id="id5185c3f44a7848cf84ba502a68bf16d7"><enum>(C)</enum><text>the Department of Defense;</text> </subparagraph><subparagraph id="id7b79878e8afc4cd09335188b323b0332"><enum>(D)</enum><text>the Department of Justice;</text>
 </subparagraph><subparagraph id="idc627c12339f24e25b80677a6b8e44aaf"><enum>(E)</enum><text>the Department of the Interior;</text> </subparagraph><subparagraph id="id7b141a687fc34013b7bc7cf7bd1cbe7a"><enum>(F)</enum><text>the Department of Agriculture;</text>
 </subparagraph><subparagraph id="id31736f1951ca4336a52bcb77928a2bd7"><enum>(G)</enum><text>the Department of Commerce;</text> </subparagraph><subparagraph id="iddd8037fbe7e745508238588b5e6821c8"><enum>(H)</enum><text>the Department of Labor;</text>
 </subparagraph><subparagraph id="idd54c09bcc4be4c7889851465152432d2"><enum>(I)</enum><text>the Department of Health and Human Services;</text> </subparagraph><subparagraph id="id9715b72b8ff046b1aebb285c3d5f4ed8"><enum>(J)</enum><text>the Department of Housing and Urban Development;</text>
 </subparagraph><subparagraph id="id1d302d05a32d4fad8258efc66aeb2263"><enum>(K)</enum><text>the Department of Transportation;</text> </subparagraph><subparagraph id="idcff0e3699d92485d83b28636bc90d422"><enum>(L)</enum><text>the Department of Energy;</text>
 </subparagraph><subparagraph id="ide0d769a1d71a4adfab74a8720489adf1"><enum>(M)</enum><text>the Department of Education;</text> </subparagraph><subparagraph id="idc05faaaa0fd643caaa143c93e7d70214"><enum>(N)</enum><text>the Department of Veterans Affairs;</text>
 </subparagraph><subparagraph id="idacf59a4cf4f04999ad48534d99ab65ba"><enum>(O)</enum><text>the Department of Homeland Security;</text> </subparagraph><subparagraph id="id4b0c1821ed9c4aaa96eff3491e698de9"><enum>(P)</enum><text>the Environmental Protection Agency;</text>
 </subparagraph><subparagraph id="idfb3797938fcf4b4cbfffad6f1224c60b"><enum>(Q)</enum><text>the National Aeronautics and Space Administration;</text> </subparagraph><subparagraph id="ide45c6e145a7b452a8741ae032db54177"><enum>(R)</enum><text>the Agency for International Development;</text>
 </subparagraph><subparagraph id="idc65250612da5495a8e5eace96ac2aa2e"><enum>(S)</enum><text>the General Services Administration;</text> </subparagraph><subparagraph id="id40637934679a416081820bf4f00dbd11"><enum>(T)</enum><text>the National Science Foundation;</text>
 </subparagraph><subparagraph id="id6b743bdb48d94559bb5c6a74603f6772"><enum>(U)</enum><text>the Nuclear Regulatory Commission;</text> </subparagraph><subparagraph id="id873a100bbd874a22863a58a0309e779f"><enum>(V)</enum><text>the Office of Personnel Management;</text>
 </subparagraph><subparagraph id="idc31b3484b2a3437d8dab692fdef03f6e"><enum>(W)</enum><text>the Small Business Administration;</text> </subparagraph><subparagraph id="id7c547b653a1342a4ad8cb88e1771aa9d"><enum>(X)</enum><text>the Social Security Administration; and</text>
 </subparagraph><subparagraph id="idEFD0FFFF94E54FEBA14F2F1DEE4386DD"><enum>(Y)</enum><text>any other Executive agency (as defined in section 105 of title 5, United States Code) that the President may designate;</text>
 </subparagraph></paragraph><paragraph id="id9D9FE5C634024C01AA1A4A3A14C54B9C"><enum>(2)</enum><text>the term <term>transitioning member of the Armed Forces</term> means a member of the Armed Forces who is expected to be discharged or released from active duty in the Armed Forces within 180 days; and</text>
 </paragraph><paragraph id="id4FEAC7A6535740378A158454C30971C9"><enum>(3)</enum><text>the term <term>veterans employment official</term> means—</text> <subparagraph id="id66DF0E891A274B66AC0D2F526FC0FDD2"><enum>(A)</enum><text>the head of a Veterans Employment Program Office established under subsection (b)(1)(A); and</text>
 </subparagraph><subparagraph id="idDC1857B42F3440C2A460FD19432B3D69"><enum>(B)</enum><text>an employee designated to carry out a Veterans Employment Program for a covered agency under subsection (b)(1)(B).</text>
 </subparagraph></paragraph></subsection><subsection id="idD76F72C6A63B4042A3B97341478C85C2"><enum>(b)</enum><header>Veterans Employment Programs</header><text>The head of a covered agency shall—</text> <paragraph id="id20577E32ABE746A890496534CD42748C"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idDBE70D4FA4164B9692B9956579E8B184"><enum>(A)</enum><text>establish or maintain a Veterans Employment Program Office within the covered agency; or</text>
 </subparagraph><subparagraph id="id4CEB3C9E2D4F4D05933ACB626B6FAB90" indent="up1"><enum>(B)</enum><text>designate an employee of the covered agency who shall have full-time responsibility for carrying out a Veterans Employment Program for the covered agency; and</text>
 </subparagraph></paragraph><paragraph id="ida422d9a530cc4356aefb900856f98fa3"><enum>(2)</enum><text>ensure the public availability of contact information for veterans employment officials to ensure engagement with prospective applicants.</text>
 </paragraph></subsection><subsection id="id34535881C7344A95987B715A5838EE55"><enum>(c)</enum><header>Responsibilities</header><text>A veterans employment official of a covered agency shall—</text> <paragraph id="id69d7cdc28c5d4068a4d63c46c7d21b74"><enum>(1)</enum><text>enhance employment opportunities for veterans within the agency, consistent with law and merit system principles, including by developing and implementing—</text>
 <subparagraph id="id5D5051A847F649B58C6B473A4F18F975"><enum>(A)</enum><text>the agency’s plan for promoting employment opportunities for veterans;</text> </subparagraph><subparagraph id="id065470CC3B8B477D94EB278876C2E8EA"><enum>(B)</enum><text>veterans recruitment programs; and</text>
 </subparagraph><subparagraph id="id776A4913B6824BE4B3409165AEA6E391"><enum>(C)</enum><text>training programs for veterans with disabilities;</text> </subparagraph></paragraph><paragraph id="idc94afe8de2134f1aa8953bb55098cac9"><enum>(2)</enum><text>coordinate and provide employment counseling and training programs to prospective applicants to help match the skills and career aspirations of veterans to the needs of the agency, targeting high-demand Federal occupations that are projected to have heavy recruitment needs;</text>
 </paragraph><paragraph id="id4cf8bbef45e6412fa4aa6319e40a173f"><enum>(3)</enum><text>participate in skills-based, cross-governmental, and individual agency career development programs to leverage those programs in matching veterans’ career aspirations with high-growth occupations; and</text>
 </paragraph><paragraph id="id0936d403c2aa47da95a0ec9db19d8ae7"><enum>(4)</enum><text>provide mandatory annual training to human resources employees and hiring managers of the agency concerning veterans’ employment, including training on veterans’ preferences and special authorities for the hiring of veterans.</text>
				</paragraph></subsection><subsection id="id54BD2EFAB7344CDA8CA1D7A825535106"><enum>(d)</enum><header>Coordination by Office of Personnel Management</header>
 <paragraph id="idE6B4DAF57E7746E68E3DF3B6DF5BB040"><enum>(1)</enum><header>In general</header><text>The Director of the Office of Personnel Management shall facilitate coordination among veterans employment officials, including appropriate sharing of resources and information to help match the skills and career aspirations of veterans to the needs of the agencies.</text>
 </paragraph><paragraph id="id18ea73bb78874306a71a849084e58d08"><enum>(2)</enum><header>Responsibilities</header><text>The Director of the Office of Personnel Management shall—</text> <subparagraph id="idbf5054f03964461d95a119864530ee72"><enum>(A)</enum><text>establish a Veterans Program Office to provide Government-wide leadership in recruitment and employment of veterans in the executive branch of the Federal Government;</text>
 </subparagraph><subparagraph id="idf3cd024b3db04d948ffcd6f1872a40dc"><enum>(B)</enum><text>regularly convene veterans employment officials for working-level meetings to share information on best practices, prospective applicants, and strategies for matching veterans with appropriate employment;</text>
 </subparagraph><subparagraph id="ida539370dd78549c48c4a95b974f2ecb9"><enum>(C)</enum><text>develop mandatory annual training for human resources employees and hiring managers of covered agencies concerning veterans’ employment, including training on veterans’ preferences and special authorities for the hiring of veterans;</text>
 </subparagraph><subparagraph id="id645638c291d24e5cb5e12e46fdb4fab6"><enum>(D)</enum><text>develop a skills-based, cross-governmental career development program for covered agencies to leverage in matching veterans’ career aspirations with high-growth occupations;</text>
 </subparagraph><subparagraph id="iddf4ee5eaca5442a1a37d01f0dc081f41"><enum>(E)</enum><text>promote the Federal Government as an employer of choice to transitioning members of the Armed Forces and veterans;</text>
 </subparagraph><subparagraph id="id20c81e88fd09404ba3cd760566c561a1"><enum>(F)</enum><text>market the talent, experience, and dedication of transitioning members of the Armed Forces and veterans to Federal agencies; and</text>
 </subparagraph><subparagraph id="idb87cf2bba13640bfbaaf3a13b18c85ce"><enum>(G)</enum><text>disseminate Federal employment information to veterans and hiring officials.</text> </subparagraph></paragraph><paragraph id="id55d99ba4c09b4514ae163f13d972c524"><enum>(3)</enum><header>Accountability</header><text>Not later than 1 year after the date of enactment of this Act, the Director of the Office of Personnel Management shall submit to Congress a report on—</text>
 <subparagraph id="idb34121e3cda54457a76a1d2711074050"><enum>(A)</enum><text>progress made toward the sharing of resources among veterans employment officials;</text> </subparagraph><subparagraph id="id3b6bfb074b8543c3a43a2e39cc41fa7f"><enum>(B)</enum><text>progress made toward the sharing of information among veterans employment officials, including steps to promote face-to-face interaction and the use of Federal information gateways;</text>
 </subparagraph><subparagraph id="id0be8e30cf52e40ef81d60453d83a77d3"><enum>(C)</enum><text>the development and implementation of training programs for human resources employees and hiring managers of Federal agencies;</text>
 </subparagraph><subparagraph id="id075d774ab9bd4d93b6596db8cd7d6274"><enum>(D)</enum><text>career development programs for veterans seeking employment; and</text> </subparagraph><subparagraph id="id5c73a7efa7d044f4a80b5c8dcac4ce52"><enum>(E)</enum><text>efforts to promote the Federal Government as an employer of choice to transitioning members of the Armed Forces and veterans.</text>
					</subparagraph></paragraph></subsection></section><section id="idAF396EF74A8F462F9A5F822481CB8518"><enum>3.</enum><header>Interagency Council on Veterans Employment</header>
			<subsection id="idAE07D9119D9F491F9B66461BE0985AA0"><enum>(a)</enum><header>Establishment</header>
 <paragraph id="id75340F566FB840309C80B3A9ACEE4198"><enum>(1)</enum><header>In general</header><text>There is established an interagency council on matters relating to the employment of veterans.</text>
 </paragraph><paragraph id="id1681B9A3C84D4C479BE78D777C5DC1F2"><enum>(2)</enum><header>Designation</header><text>The council established under paragraph (1) shall be known as the <quote>Interagency Council on Veterans Employment</quote> (in this section the <quote>Council</quote>).</text> </paragraph></subsection><subsection id="id45FBA244C58E42AEB903853E2085E2F2"><enum>(b)</enum><header>Membership</header> <paragraph id="id6C1E8B38CD99456F889CD19D1E253F1C"><enum>(1)</enum><header>Composition</header><text>The Council shall consist of the heads of—</text>
 <subparagraph id="id8AC29E3280DB405FB3973F1E44570F59"><enum>(A)</enum><text>each covered agency (as defined in section 2(a)); and</text> </subparagraph><subparagraph id="idBE9718F10E9E450580C7D5AE26DC489C"><enum>(B)</enum><text>any other Executive agency (as defined in section 105 of title 5, United States Code) that the President may designate.</text>
 </subparagraph></paragraph><paragraph id="id9E2155C506E14E16809C31AB8DB26262"><enum>(2)</enum><header>Co-chairs</header><text>The Secretary of Labor and the Secretary of Veterans Affairs shall serve as Co-Chairs of the Council.</text>
 </paragraph><paragraph id="id02DFFA0877E74465A94B7E4F62794E27"><enum>(3)</enum><header>Vice-chair</header><text>The Director of the Office of Personnel Management shall serve as the Vice Chair of the Council.</text> </paragraph></subsection><subsection id="idABF0DFA4DE28410DBCC60C2DF5F1FBBE"><enum>(c)</enum><header>Duties</header><text>The duties of the Council shall include each of the following:</text>
 <paragraph id="id636FAF8D22C14114985C292A27DEECF7"><enum>(1)</enum><text>To advise and assist the President and the Director of the Office of Personnel Management on matters relating to maintaining a coordinated Government-wide effort to increase the number of veterans employed by the Federal Government in positions that match the skills and career aspirations of veterans, by enhancing recruiting, hiring, retention, training and skills development, and job satisfaction.</text>
 </paragraph><paragraph id="id202CBA62E6B244AEA0D1BD3AD8C3B04B"><enum>(2)</enum><text>To serve as a national forum for promoting employment opportunities for veterans in the executive branch of the Federal Government.</text>
 </paragraph><paragraph id="id19A2C7DD4C0F4C2FA46D261EA3D7AC0C"><enum>(3)</enum><text>To establish performance measures to assess the effectiveness of efforts to promote recruiting, hiring, retention, training and skills development, and job satisfaction of veterans by the Federal Government.</text>
 </paragraph><paragraph id="id2BAC1BD485414B769EE4B5F997FCBADE"><enum>(4)</enum><text>Not later than 1 year after the date of enactment of this Act and not less frequently than once each year thereafter, to submit to the President and Congress a report on the effectiveness of those efforts.</text>
				</paragraph></subsection><subsection id="id7BBB1CD75B9E487FBA3D50C3E6F11567"><enum>(d)</enum><header>Administration</header>
 <paragraph id="idC5D89FCA0CC445F49360A72AEF0F84CC"><enum>(1)</enum><header>Duties of Co-Chairs</header><text>The Co-Chairs shall convene regular meetings of the Council, determine its agenda, and direct its work.</text>
 </paragraph><paragraph id="id0A88339C15464D58B6CA2BD32E42714C"><enum>(2)</enum><header>Steering Committee</header><text>At the direction of the Co-Chairs, the Council may establish—</text> <subparagraph id="id8E7A2A377F5D43D89B2642490B199B7B"><enum>(A)</enum><text>a Steering Committee to provide leadership, accountability, and strategic direction to the Council; and</text>
 </subparagraph><subparagraph id="id1E9C467389E44686B6B4D1740187829B"><enum>(B)</enum><text>subgroups to promote coordination among veterans employment officials (as defined in section 2(a)).</text>
 </subparagraph></paragraph><paragraph id="idF0AFCD212D94402BB826E83625B9043F"><enum>(3)</enum><header>Executive Director</header><text>The Vice Chair shall designate an Executive Director for the Council to support the Vice Chair in managing the Council's activities.</text>
 </paragraph><paragraph id="id521D183C65934CAF8FE58F1020888048"><enum>(4)</enum><header>OPM</header><text>The Office of Personnel Management shall provide administrative support for the Council to the extent permitted by law and within existing appropriations (as of the date of the provision).</text>
				</paragraph></subsection></section><section id="idEFD4383078864270AB7909316CCE2EB0"><enum>4.</enum><header>Expansion of SkillBridge initiative to include participation by Federal agencies</header>
 <subsection id="idB7B98690E5884EE9ABCD640543E323A6"><enum>(a)</enum><header>Modification of initiative by Secretary of Defense</header><text>The Secretary of Defense, in consultation with the Director of the Office of Personnel Management, shall make such modifications to the SkillBridge initiative of the Department of Defense as the Secretary considers appropriate to enable Federal agencies to participate in the initiative as employers and trainers, including the provision of training by Federal agencies under the initiative to transitioning members of the Armed Forces.</text>
 </subsection><subsection id="id7D87BA5ECA85468CB1B6FDDD52260DFB"><enum>(b)</enum><header>Participation by Federal agencies</header><text>The Director, in consultation with the Secretary, shall take such actions as may be necessary to ensure that each Federal agency participates in the SkillBridge initiative of the Department of Defense as described in subsection (a).</text>
 </subsection><subsection id="idFAAB207F88E241D59CCC7A7F6C47B341"><enum>(c)</enum><header>Transitioning members of the Armed Forces defined</header><text>In this section, the term <term>transitioning member of the Armed Forces</term> means a member of the Armed Forces who is expected to be discharged or released from active duty in the Armed Forces not more than 180 days after the member commences training under the SkillBridge initiative.</text></subsection></section></legis-body>
