 <section changed="deleted" committee-id="SSCM00" id="idAF3451FCD82C4B94A4087B1D49393127" reported-display-style="strikethrough" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Combating Human Trafficking in Commercial Vehicles Act</short-title></quote>.</text> </section><section changed="deleted" committee-id="SSCM00" id="S1" reported-display-style="strikethrough" section-type="subsequent-section"><enum>2.</enum><header>Human trafficking prevention coordinator</header><text display-inline="no-display-inline">The Secretary of Transportation shall designate an official within the Department of Transportation who shall—</text>
 <paragraph id="id8BA7C4F67FE7411D9D3A2763D7CC7EE1"><enum>(1)</enum><text display-inline="yes-display-inline">coordinate human trafficking prevention efforts across modal administrations in the Department of Transportation and with other departments and agencies of the Federal Government; and</text>
 </paragraph><paragraph id="id7EEF287E5B334C1387DA6FB21C4020B7"><enum>(2)</enum><text display-inline="yes-display-inline">in coordinating such efforts, take into account the unique challenges of combating human trafficking within different transportation modes.</text>
 </paragraph></section><section changed="deleted" committee-id="SSCM00" id="idBB3F9A5935714BBC9386388070FAF300" reported-display-style="strikethrough"><enum>3.</enum><header>Expansion of outreach and education program</header><text display-inline="no-display-inline">Section 31110(c)(1) of title 49, United States Code, is amended by adding at the end the following: <quote>The program authorized under this subsection may support, in addition to funds otherwise available for such purposes, the recognition, prevention, and reporting of human trafficking, while deferring to existing resources, as practicable.</quote>.</text>
 </section><section changed="deleted" committee-id="SSCM00" id="id7C8AD2E408174E42A158C7BAF9279C61" reported-display-style="strikethrough"><enum>4.</enum><header>Expansion of commercial driver’s license financial assistance program</header><text display-inline="no-display-inline">Section 31313(a)(3) of title 49, United States Code, is amended—</text> <paragraph id="id36BE47C4C6064DA09E80752D6AF290F6"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (D), by striking <quote>or</quote> at the end;</text>
 </paragraph><paragraph id="id2D0FBE07DDB04847935DE1E3BE2B1648"><enum>(2)</enum><text>by redesignating subparagraph (E) as subparagraph (F); and</text> </paragraph><paragraph id="id90E7312C247B4BFA8071A58EB8D94B3E"><enum>(3)</enum><text>by inserting after subparagraph (D) the following:</text>

	<legis-body display-enacting-clause="no-display-enacting-clause">
 <section changed="added" committee-id="SSCM00" id="ida5c2af60-39ab-462c-bf65-48593170545b" reported-display-style="italic" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Combating Human Trafficking in Commercial Vehicles Act</short-title></quote>.</text> </section><section changed="added" committee-id="SSCM00" id="idcc393f78-3677-46b7-b3cd-68ebf58a1036" reported-display-style="italic" section-type="subsequent-section"><enum>2.</enum><header>Human trafficking prevention coordinator</header><text display-inline="no-display-inline">The Secretary of Transportation shall designate an official within the Department of Transportation who shall—</text>

 </paragraph><paragraph id="id36106ce6-6790-400a-8e0c-5687ad9dcc4a"><enum>(2)</enum><text>by redesignating subparagraph (E) as subparagraph (F); and</text> </paragraph><paragraph id="ide642ac2b-284d-4c03-85f0-c4143eb39497"><enum>(3)</enum><text>by inserting after subparagraph (D) the following:</text>

			</paragraph></section><section changed="added" committee-id="SSCM00" id="id248AE5268DD749F6932E0C7F1A566F6E" reported-display-style="italic"><enum>5.</enum><header>Establishment of the Department of Transportation Advisory Committee on Human
			 Trafficking</header>
 <subsection id="idBF2691B119A944719BE134E968244C95"><enum>(a)</enum><header>Establishment</header><text>The Secretary shall establish an advisory committee on human trafficking.</text> </subsection><subsection id="idB1EC425BB2C3400C8F8B43E177759AB0"><enum>(b)</enum><header>Membership</header> <paragraph id="id046754A1EC4A42448C14D2F25AC6DA51"><enum>(1)</enum><header>Composition</header><text display-inline="yes-display-inline">The Committee shall be composed of not more than 15 external stakeholder members whose diverse experience and background enable them to provide balanced points of view with regard to carrying out the duties of the Committee.</text>
 </paragraph><paragraph id="id171E1122FF644884897DC501567DA603"><enum>(2)</enum><header>Selection</header><text display-inline="yes-display-inline">The Secretary shall appoint the external stakeholder members to the Committee, including representatives from—</text>
 <subparagraph id="id97151BF1AB844D0B919D642D0C0202C9"><enum>(A)</enum><text display-inline="yes-display-inline">trafficking advocacy organizations;</text>
 </subparagraph><subparagraph id="id40FDD8852D4345239DFE6E527FF746BD"><enum>(B)</enum><text display-inline="yes-display-inline">law enforcement; and</text> </subparagraph><subparagraph id="idAE4CA395755C41A8BB2BB5D2B56B5F85"><enum>(C)</enum><text display-inline="yes-display-inline">trucking, bus, rail, aviation, maritime, and port sectors, including industry and labor.</text>
 </subparagraph></paragraph><paragraph id="id2EF1D3D28E85431286D6100139A73628"><enum>(3)</enum><header>Periods of appointment</header><text display-inline="yes-display-inline">Members shall be appointed for the life of the Committee.</text>
 </paragraph><paragraph id="id168A0D213D1D44C799C9EEB115EBD7C5"><enum>(4)</enum><header>Vacancies</header><text display-inline="yes-display-inline">A vacancy in the Committee shall be filled in the manner in which the original appointment was made and shall not affect the powers or duties of the Committee.</text>
 </paragraph><paragraph id="id5B26A65E8E4342379D423958154FFFB3"><enum>(5)</enum><header>Compensation</header><text display-inline="yes-display-inline">Committee members shall serve without compensation.</text>
 </paragraph></subsection><subsection id="id225FCE4BBF19446F9FCF1C9E68A9FF52"><enum>(c)</enum><header>Authority</header><text>Not later than 9 months after the date of enactment of this Act, the Secretary shall establish and appoint all members of the Committee.</text>
			</subsection><subsection id="id9F2E335C9F064A3EA6DFC257E24653F8"><enum>(d)</enum><header>Duties</header>
 <paragraph id="idE6670F8CC2C64C2789F2C08152DEA0F5"><enum>(1)</enum><header>Recommendations for the Department of Transportation</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the Committee shall make recommendations to the Secretary on actions the Department can take to help combat human trafficking, including the development and implementation of—</text>
 <subparagraph id="idE68B1B67231949969CF601909C6C9769"><enum>(A)</enum><text display-inline="yes-display-inline">successful strategies for identifying and reporting instances of human trafficking; and</text>
 </subparagraph><subparagraph id="id2D0BA2C70EDA437ABF3EDCAB444761D0"><enum>(B)</enum><text display-inline="yes-display-inline">recommendations for administrative or legislative changes necessary to use programs, properties, or other resources owned, operated, or funded by the Department to combat human trafficking.</text>
					</subparagraph></paragraph><paragraph id="id1397936E1CA648039993F69EC622BCFA"><enum>(2)</enum><header>Best practices and recommendations</header>
 <subparagraph id="idCCD3129020444E7E839CB77B283CB61D"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Committee shall develop recommended best practices for States and State and local transportation stakeholders to follow in combating human trafficking.</text>
 </subparagraph><subparagraph id="id8EA3AC2505944623AB496A207698EAA0"><enum>(B)</enum><header>Development</header><text display-inline="yes-display-inline">The best practices shall be based on multidisciplinary research and promising, evidence-based models and programs.</text>
 </subparagraph><subparagraph id="id7954D4C65092498AB373D1EF01836374"><enum>(C)</enum><header>Content</header><text display-inline="yes-display-inline">The best practices shall be user-friendly, incorporate the most up-to-date technology, and include the following:</text>
 <clause id="id675DBDFFE10D49CFB18E5F171B890696"><enum>(i)</enum><text display-inline="yes-display-inline">Sample training materials.</text> </clause><clause id="idA91C44602160498EA9507367982615EA"><enum>(ii)</enum><text display-inline="yes-display-inline">Strategies to identify victims.</text>
 </clause><clause id="idD35D644893D54BC597EEC19DF374B376"><enum>(iii)</enum><text display-inline="yes-display-inline">Sample protocols and recommendations, including—</text> <subclause id="id874EAD5BAF964C66B642FF757BACEBCD"><enum>(I)</enum><text display-inline="yes-display-inline">strategies to collect, document, and share data across systems and agencies;</text>
 </subclause><subclause id="id38B5F7E3E1F14BD081B1F9CFF0AEA87D"><enum>(II)</enum><text display-inline="yes-display-inline">strategies to help agencies better understand the types of trafficking involved, the scope of the problem, and the degree of victim interaction with multiple systems; and</text>
 </subclause><subclause id="id5F38BC1865C248AC99D7FD7DBB14221F"><enum>(III)</enum><text display-inline="yes-display-inline">strategies to identify effective pathways for State agencies to utilize their position in educating critical stakeholder groups and assisting victims.</text>
 </subclause></clause></subparagraph><subparagraph id="id1318FFA6DE734D73A7800CBD6C095537"><enum>(D)</enum><header>Informing States of best practices</header><text display-inline="yes-display-inline">The Secretary shall ensure that State Governors and State departments of transportation are notified of the best practices and recommendations.</text>
					</subparagraph></paragraph></subsection><subsection id="id2BBACA33A5A1498DA6C21C6457CAC79F"><enum>(e)</enum><header>Reports</header>
 <text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of this Act, the Secretary shall—</text> <paragraph id="idD7C68C2A8C7043F3AED90558D9013579"><enum>(1)</enum><text display-inline="yes-display-inline">submit a report on the actions of the Committee described in subsection (d) to—</text>
 <subparagraph id="idEC060570C59242E9A75E2736194C7545"><enum>(A)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation of the Senate</committee-name>; and</text> </subparagraph><subparagraph id="id54D72B55B9054E53BA82336A8903A366"><enum>(B)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="">Committee on Transportation and Infrastructure of the House of Representatives</committee-name>; and</text>
 </subparagraph></paragraph><paragraph id="id8EBE05968C3C4DB59F4B8B3F26E49A6B"><enum>(2)</enum><text>make the report under paragraph (1) publicly available both physically and online.</text> </paragraph></subsection><subsection id="id94A24BCEB8994A8387497CD6EB8D8A6D"><enum>(f)</enum><header>Definitions</header><text>In this section:</text>
 <paragraph id="id47FD7E0855074C0E98A434540191D53E"><enum>(1)</enum><header>Committee</header><text>The term <term>Committee</term> means the Department of Transportation Advisory Committee on Human Trafficking established under subsection (a).</text>
 </paragraph><paragraph id="id083A061FD4804F5F9673B91DBD5A582E"><enum>(2)</enum><header>Human trafficking</header><text display-inline="yes-display-inline">The term <term>human trafficking</term> means an act or practice described in paragraph (9) or paragraph (10) of section 103 of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7102">22 U.S.C. 7102</external-xref>).</text>
 </paragraph><paragraph id="idDF7B40EFB9C842A99875427D35BCD98E"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Transportation.</text></paragraph></subsection></section></legis-body><endorsement><action-date>August 3, 2017</action-date><action-desc>Reported with an amendment</action-desc></endorsement></bill>
