			 Department of Veterans Affairs to include members of the reserve
			 components of the
			 Armed Forces, and
			 for other purposes.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause">
		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
 title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Care And Readiness Enhancement for Reservists Act of 2017</short-title></quote> or the <quote><short-title>CARE for Reservists Act of 2017</short-title></quote>.</text>
		</section><section id="idDFB91DD5055A40DABCF57C45340C3E41"><enum>2.</enum><header>Expansion of  eligibility for readjustment counseling and related outpatient services from
			 Department of Veterans Affairs to
			 include members of the reserve components of the Armed Forces</header>
 <subsection id="ida9296aa7b8014f71981cfb686d289c78"><enum>(a)</enum><header>Readjustment counseling</header><text>Subsection (a)(1) of section 1712A of title 38, United States Code, is amended by adding at the end the following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="id3F733708A84E406DACAD8DE4B6A6E032" style="OLC">
 <subparagraph id="idD5E9593B557B4ACBB67B63A1E0CE06E1" indent="up2"><enum>(D)</enum><clause commented="no" display-inline="yes-display-inline" id="id74355DA548594C24B25239CEC2233506"><enum>(i)</enum><text>The Secretary, in consultation with the Secretary of Defense, may furnish to any member of the reserve components of the Armed Forces who has a behavioral health condition or psychological trauma, counseling under subparagraph (A)(i), which may include a comprehensive individual assessment under subparagraph (B)(i).</text>
 </clause><clause id="id33AF0861974E47E0A4F30DBA4E8D57E7" indent="up1"><enum>(ii)</enum><text>A member of the reserve components of the Armed Forces described in clause (i) shall not be required to obtain a referral before being furnished counseling or an assessment under this subparagraph.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="idE851F5D104F6454DA129982F29D197DD"><enum>(b)</enum><header>Outpatient services</header><text>Subsection (b) of such section is amended—</text> <paragraph id="id59D403FC7C1343AE996DD2ACAD7A252D"><enum>(1)</enum><text>in paragraph (1)—</text>
 <subparagraph id="idFEDD87B6A02C4977B2CCC1AC24F7061B"><enum>(A)</enum><text>by inserting <quote>to an individual</quote> after <quote>If, on the basis of the assessment furnished</quote>; and</text> </subparagraph><subparagraph id="idF581FCADEC6F4C759F7C08D1D1CEAD73"><enum>(B)</enum><text>by striking veteran each place it appears and inserting <quote>individual</quote>; and</text>
 </subparagraph></paragraph><paragraph id="id01BE0EA15D72403A90E543E397B0333D"><enum>(2)</enum><text>in paragraph (2), by striking <quote>veteran</quote> and inserting <quote>individual</quote>.</text> </paragraph></subsection><subsection id="ida0449840d5544c97801d7a9e10957e5d"><enum>(c)</enum><header>Staffing and resources of the Department of Veterans Affairs</header> <paragraph id="idF5CB4D493823433193A891B6E67CE979"><enum>(1)</enum><header>Vet Centers</header> <subparagraph id="idE48EB0C35A5A4F9CA7F91BB023ECEE4B"><enum>(A)</enum><header>In general</header><text>In order to properly plan for any expansion of services provided as a result of the amendments made by subsections (a) and (b), the Secretary of Veterans Affairs shall evaluate current and future workload under section 1712A of title 38, United States Code, as amended by subsections (a) and (b), to determine whether more Vet Centers, including mobile Vet Centers, are needed to handle such expansion.</text>
 </subparagraph><subparagraph id="id6E7F83CFF8A94CC6846A40E785F68754"><enum>(B)</enum><header>Discussions regarding memoranda of understanding</header><text>If, at a Vet Center, workload treating members of the Armed Forces exceeds workload treating veterans, the Secretary of Veterans Affairs shall enter into discussions with the Secretary of Defense to determine whether a reimbursable memorandum of understanding between the Department of Veterans Affairs and the Department of Defense is warranted with respect to services provided at that Vet Center.</text>
 </subparagraph><subparagraph id="id573CA15A1EB04040A383949FA6AD31C1"><enum>(C)</enum><header>Report</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to the Committee on Veterans’ Affairs, the Committee on Armed Services, and the Committee on Appropriations of the Senate and the Committee on Veterans’ Affairs, the Committee on Armed Services, and the Committee on Appropriations of the House of Representatives a report on—</text>
 <clause id="id5D65E8F587B945F5911EA35D44E75B07"><enum>(i)</enum><text>the evaluation conducted under subparagraph (A); and</text> </clause><clause id="idF6DFB174F1B24D0282BC01C62F8DB84C"><enum>(ii)</enum><text>any discussions between the Secretary of Veterans Affairs and the Secretary of Defense under subparagraph (B).</text>
 </clause></subparagraph></paragraph><paragraph id="id69a79f76cbbf4e1bbbbf7d344523ac15"><enum>(2)</enum><header>Readjustment Counseling Service</header><text>The Secretary of Veterans Affairs shall ensure that the Chief Officer of the Readjustment Counseling Service of the Veterans Health Administration has such staff, resources, and access to information as may be necessary to carry out the expansion of services resulting from the amendments made by subsections (a) and (b).</text>
 </paragraph><paragraph id="id9CC7F679547E4964AB0A7EE249988298"><enum>(3)</enum><header>Vet Center defined</header><text>In this subsection, the term <term>Vet Center</term> has the meaning given that term in section 1712A(h) of title 38, United States Code.</text> </paragraph></subsection><subsection id="idc9c9a8862cb24a959d75c9cd7ba94032"><enum>(d)</enum><header>Effective Date</header><text>The amendments made by subsections (a) and (b) shall take effect on the date that is 90 days after the date of the enactment of this Act.</text>
			</subsection></section><section id="idB4BB29E56C984CE59D2210EC6D99FCC2"><enum>3.</enum><header>Provision of mental health services from Department of Veterans Affairs to members of the reserve
			 components of the Armed Forces</header>
 <subsection id="idAFEB32BFDE214AB69EF46A44C9857712"><enum>(a)</enum><header>In general</header><text>Subchapter VIII of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/17">chapter 17</external-xref> of title 38, United States Code, is amended by adding at the end the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="id977D22D03E694D80B6FC80EC15071706" style="USC">
 <section id="id101BB33D85BF4C95A21FA0BED0FD6E43"><enum>1788.</enum><header>Mental health services for members of the reserve components of the Armed Forces</header><text display-inline="no-display-inline">The Secretary, in consultation with the Secretary of Defense, may furnish mental health services to members of the reserve components of the Armed Forces.</text></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="id30AC539C820D45CC803816A951D9FD1E"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of chapter 17 of such title is amended by inserting after the item relating to section 1787 the following new item:</text>

			</subsection></section><section id="id6580B9B549B746389FEFB64E74B7CD29"><enum>4.</enum><header>Inclusion of members of reserve components in mental health programs of Department of Veterans
			 Affairs</header>
			<subsection id="idD5ACE1F79F0C4F9EB37596BA1DAC60BB"><enum>(a)</enum><header>Suicide prevention program</header>
 <paragraph id="idFDF277B83CF94F12BFEEC89ECB09BAFB"><enum>(1)</enum><header>In general</header><text>Section 1720F of title 38, United States Code, is amended by adding at the end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="id417F056F23204B55A7250269A751000F" style="OLC">
 <subsection id="id9CADF69A6BB4432580407CEF585776BA"><enum>(l)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id6213FBB1A79145E2B8E88559C75AF143"><enum>(1)</enum><header>Covered individual defined</header><text>In this section, the term <term>covered individual</term> means a veteran or a member of the reserve components of the Armed Forces.</text> </paragraph><paragraph id="id7D4547F2E2FA4508A1ECC5E869479EDD" indent="up1"><enum>(2)</enum><text>In determining coverage of members of the reserve components of the Armed Forces under the comprehensive program, the Secretary shall consult with the Secretary of Defense.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id2FAF745332D4475FBDE501697467D475"><enum>(2)</enum><header>Conforming amendments</header><text>Such section is further amended—</text> <subparagraph id="id65C68A4314B846068CB83AFDD62246B2"><enum>(A)</enum><text>in subsection (a), by striking <quote>veterans</quote> and inserting <quote>covered individuals</quote>;</text>
 </subparagraph><subparagraph id="idEB81CFED7D1749148CF2C2A4BCD98A8F"><enum>(B)</enum><text>in subsection (b), by striking <quote>veterans</quote> each place it appears and inserting <quote>covered individuals</quote>;</text> </subparagraph><subparagraph id="id6BDDCC9A1C1542D1A7E08FA70434265B"><enum>(C)</enum><text>in subsection (c)—</text>

 <paragraph id="id9399783F2FDE4564AC809A57C7D9D129"><enum>(1)</enum><header>In general</header><text>Section 1720H of such title is amended—</text> <subparagraph id="id4352C73ED3EF4C3991DD8E4D0ED3343F"><enum>(A)</enum><text>in subsection (a)—</text>
 <clause id="idB1D056C85FB34479B660118FE5D73A46"><enum>(i)</enum><text>in paragraph (1)—</text> <subclause id="id21DF41EB533D4FD486FC2D6E66C800F8"><enum>(I)</enum><text>by striking <quote>eligible veteran</quote> and inserting <quote>eligible individual</quote>; and</text>

			 members of the Armed Forces</header>
 <subsection id="idCBEA6A879AD347E4A5CEFAD00274AB9E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to the Committee on Veterans’ Affairs and the Committee on Appropriations of the Senate and the Committee on Veterans’ Affairs and the Committee on Appropriations of the House of Representatives a report that includes an assessment of the following:</text>
 <paragraph id="id921160fa503f480d9cfde65dd9f45c7f"><enum>(1)</enum><text>The increase, as compared to the day before the date of the enactment of this Act, of the number of members of the Armed Forces that use readjustment counseling or outpatient mental health care from the Department of Veterans Affairs, disaggregated by State, Vet Center location, and clinical care site of the Department, as appropriate.</text>
 </paragraph><paragraph id="ide024155af31e431380785db7ea8ac4ec"><enum>(2)</enum><text>The number of members of the reserve component of the Armed Forces receiving telemental health care from the Department.</text>
 </paragraph><paragraph id="id4a64aca2b258425f87a73e4a43b83a3f"><enum>(3)</enum><text>The increase, as compared to the day before the date of the enactment of this Act, of the annual cost associated with readjustment counseling and outpatient mental health care provided by the Department to members of the reserve components of the Armed Forces.</text>
 </paragraph><paragraph id="ida8514a48aab942c68418ac0ba570f99f"><enum>(4)</enum><text>The changes, as compared to the day before the date of the enactment of this Act, in staffing, training, organization, and resources required for the Department to offer readjustment counseling and outpatient mental health care to members of the reserve components of the Armed Forces.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7f74bd1de94248d888f8575d85263e56"><enum>(5)</enum><text>Any challenges the Department has encountered in providing readjustment counseling and outpatient mental health care to members of the reserve components of the Armed Forces.</text>
 </paragraph></subsection><subsection id="id6AA6EC405D9D49D99433818D021B9A99"><enum>(b)</enum><header>Vet Center defined</header><text>In this section, the term <term>Vet Center</term> has the meaning given that term in section 1712A(h) of title 38, United States Code.</text></subsection></section></legis-body></bill>
