		<official-title>To amend title 38, United States Code, to make permanent the authority of the Secretary of Veterans
			 Affairs to transport individuals to and from facilities of the Department
			 of Veterans Affairs in connection with rehabilitation, counseling,
			 examination, treatment, and care, and for other purposes.</official-title>

 <section id="id68BBABFFEC2645F4986F31504A0704C3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Veterans Travel Enhancement Act of 2017</short-title></quote>.</text> </section><section id="idCE5C8DC0ECA242C7918D542814562DD3" section-type="subsequent-section"><enum>2.</enum><header>Treatment of Vet Centers as Department of Veterans Affairs facilities for purposes of payments or allowances for beneficiary travel</header> <subsection id="id3BCA50E98016470589B7174C3B5AD9F5"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 111 of title 38, United States Code, is amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="idFDB976F982F04629A0BD7D889FF9E5E7" style="OLC">
 <subsection id="id8F380A5129AB451283B68124DA04EC13"><enum>(h)</enum><paragraph commented="no" display-inline="yes-display-inline" id="idFC51E563A9444CCE85475E0620696EC1"><enum>(1)</enum><text>Vet Centers shall be treated as Department facilities for purposes of providing payment of actual expenses of travel or allowance for travel to or from a Department facility under this section.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8E9C9D3218434BB5A0D259B3C3475386" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">In this subsection, the term <term>Vet Center</term> means a center for readjustment counseling and related mental health services for veterans under section 1712A of this title.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="id2B252FBBB683406D96273A163EB531AD"><enum>(b)</enum><header>Applicability</header><text>Section 111(h) of such title, as added by subsection (a), shall apply with respect to travel occurring on or after the date of the enactment of this Act.</text>
			</subsection></section><section id="id88217F35CC634EF68281C2FCF5398626" section-type="subsequent-section"><enum>3.</enum><header>Making permanent authority for Secretary of Veterans Affairs to transport individuals
 to and from facilities of Department of Veterans Affairs</header><text display-inline="no-display-inline">Section 111A(a) of title 38, United States Code, is amended—</text> <paragraph id="idD9C592721DF245ABAFF3A9515184246F"><enum>(1)</enum><text display-inline="yes-display-inline">by striking paragraph (2); and</text>
 </paragraph><paragraph id="id6603FDFD8F9248159C4FA8BC52277332"><enum>(2)</enum><text>in paragraph (1), by striking <quote>(1)</quote>.</text> </paragraph></section><section commented="no" display-inline="no-display-inline" id="id3AC921A7FF6C4500AE8F009394726ABD"><enum>4.</enum><header>Reauthorization of grants for veterans service organizations for transportation of highly rural veterans</header><text display-inline="no-display-inline">Section 307(d) of the Caregivers and Veterans Omnibus Health Services Act of 2010 (<external-xref legal-doc="public-law" parsable-cite="pl/111/163">Public Law 111–163</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/1710">38 U.S.C. 1710</external-xref> note) is amended by striking <quote>through 2017</quote> and inserting <quote>through 2020</quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id5A8AB12F1E7A460AAEED02B09854CC86"><enum>5.</enum><header>Medical examination protocol for volunteer drivers participating in program of transportation
 services for veterans</header><text display-inline="no-display-inline">Section 111A(b) of title 38, United States Code, is amended—</text> <paragraph commented="no" display-inline="no-display-inline" id="id0035C628882C4836AB97E9FC01103332"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting <quote>(1)</quote> before <quote>The Secretary</quote>; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA64D1BBBB05B401CA8D98AADB9960419"><enum>(2)</enum><text>by adding at the end the following new paragraph:</text> <quoted-block display-inline="no-display-inline" id="id9CAE407A56004AA1BAC315DCD135BF04" style="OLC"> <paragraph commented="no" display-inline="no-display-inline" id="id250F10E4796B4650BAE03D5F1781B036" indent="up1"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id44FA4BE4C47F46C2B5CE992E89CD4A31"><enum>(A)</enum><text>Not later than 90 days after the date of the enactment of the <short-title>Rural Veterans Travel Enhancement Act of 2017</short-title>, the Secretary shall develop and establish a national protocol for the administration of medical examinations for volunteer drivers to participate in the program described in paragraph (1).</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC7B2A48D2F1945F48FD5AB1911D9F29F" indent="up1"><enum>(B)</enum><text>In developing the protocol required by subparagraph (A), the Secretary shall consult with such persons as the Secretary determines have an interest in the program described in paragraph (1).</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id09117AA73A094093B48472BA30617769" indent="up1"><enum>(C)</enum><clause commented="no" display-inline="yes-display-inline" id="idAB3A8E5F4DE2463D9A4C46285BF8EADA"><enum>(i)</enum><text>The Secretary shall implement the protocol by first conducting a one year pilot program using the protocol.</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id7C5CFD3518244BA39CB6372F504D26C1" indent="up1"><enum>(ii)</enum><text>After conducting the pilot program required by clause (i), the Secretary shall assess the pilot program and make such changes to the protocol as the Secretary considers appropriate.</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id4E3BC4FA79C34C81B5CE3ED7D5F8F6FE" indent="up1"><enum>(iii)</enum><text>After making changes to the protocol under clause (ii), the Secretary shall implement the protocol in phases during the course of one year.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="idEA083FBF010C46959E64510A4B0B4C8F"><enum>6.</enum><header>Comptroller General of the United States report on transportation services for veterans</header>
 <subsection commented="no" display-inline="no-display-inline" id="idD441834A871E49B4A8EAB527D5C64164"><enum>(a)</enum><header>Report required</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the Committee on Veterans' Affairs of the Senate and the Committee on Veterans' Affairs of the House of Representatives a report on the program the establishment of which was facilitated under section 111A(b) of title 38, United States Code.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="idFEA5207011D8417C9138BF9B79A82518"><enum>(b)</enum><header>Contents</header><text>The report submitted under subsection (a) shall include the following:</text> <paragraph commented="no" display-inline="no-display-inline" id="idA0E7CA0CE2434F42897DEEB494A325C0"><enum>(1)</enum><text>A description of the program described in subsection (a), including descriptions of the following:</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="id275FEE88C7CC4CEE848E0196351BE846"><enum>(A)</enum><text>The purpose of the program.</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3A7201A1B92B4241B6952072C40CAA5A"><enum>(B)</enum><text>The activities carried out under the program.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id486A31C888BC418287F4713329B97BEE"><enum>(2)</enum><text>An assessment of the sufficiency of the program with respect to the purpose of the program.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1AF41E91716441E884A8A19E7E750DB5"><enum>(3)</enum><text>An assessment of the cost effectiveness of the program in relation to alternatives.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9995A88B917540639E52FF97C891647A"><enum>(4)</enum><text>An assessment of the health benefits for veterans who have participated in the program.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id156A9D49B2C44FD1A5E1F01B77D64446"><enum>(5)</enum><text>An assessment of the sufficiency of staffing of employees of the department who are responsible for facilitating the maintenance of the program.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC44BABC5F2264D82BBBA62267784D503"><enum>(6)</enum><text>An assessment, with respect to the purpose of the program, of the number of vehicles owned by and operating in conjunction with the program.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id88335AA446A749C8830111BB89052F57"><enum>(7)</enum><text>An assessment of the awareness and usage of the program by veterans and their families.</text></paragraph></subsection></section></legis-body> </bill>
