			 nonprofit veterans service organizations to upgrade the community
			 facilities of such organizations.</official-title></form>
	<legis-body id="H25D7A41B959743BFB959C997335652D9" style="OLC">
 <section id="H2C6DA301573646E39D8256E070014E94" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veteran Wellness Act</short-title></quote>.</text> </section><section id="H07231AC09C3049D693128E014C245E32" section-type="subsequent-section"><enum>2.</enum><header>Pilot program on transformation of veterans services organizations facilities into veteran health and wellness centers</header> <subsection id="H8F20EFFDD2BA4876B8F97E9D8A5E7987"><enum>(a)</enum><header>Pilot program required</header> <paragraph id="HDFB8524E776D4EE4B57570F77746F721"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall carry out a pilot program under which the Secretary makes grants to nonprofit veterans services organizations recognized by the Secretary for the representation of veterans under section 5902 of title 38, United States Code (in this section referred to as <quote>VSOs</quote>), to upgrade, through construction and repair, community facilities of VSOs into health and wellness centers and to promote and expand complementary and integrative wellness programs.</text>
 </paragraph><paragraph id="H682FB233A17F4ECAA15C0F4F212CD6C0"><enum>(2)</enum><header>Use of amounts</header><text display-inline="yes-display-inline">The recipient of a grant under this section shall use the grant amounts—</text> <subparagraph id="H3D201BDE1A9C455F8C2D89E77BA777EA"><enum>(A)</enum><text>to carry out the repair of a facility owned by the recipient or to construct a facility on property owned by the recipient; or</text>
 </subparagraph><subparagraph id="HFA7AEE1EF5B244579CA31C0DC6123708"><enum>(B)</enum><text>to provide complementary and integrative medicine or wellness programs, and to pay the costs of childcare during such programs, to veterans and family members, as such term is defined in section 1712A(h)(3) of title 38, United States Code.</text>
 </subparagraph></paragraph><paragraph id="H81D2FF518F534E9AB96581D5D07F0954"><enum>(3)</enum><header>Limitation on use of amounts</header><text>The recipient of a grant under this section may not use the grant amounts to purchase real estate or to carry out repair of facilities leased by the recipient or to construct facilities on property leased by the recipient.</text>
 </paragraph><paragraph id="H631F570528024A73A6542A6485FEDB0F"><enum>(4)</enum><header>Facility operation</header><text>As a condition of the receipt of a grant under this section, a VSO shall agree to carry out the operation and maintenance of the facility that is repaired or constructed using grant amounts for the three-year period beginning on the date of the completion of the repair or construction.</text>
 </paragraph></subsection><subsection display-inline="no-display-inline" id="H77D71215DF444EF0B2D32473D7F3420C"><enum>(b)</enum><header>Duration of pilot program</header><text>The pilot program shall be carried out during the two-year period beginning on the date of the commencement of the pilot program.</text>
			</subsection><subsection id="H61DC188EE38E435BA55275C2CA9E4D7C"><enum>(c)</enum><header>Locations</header>
 <paragraph id="id36FB43205CE74AA095F01A6D3A6FFA2B"><enum>(1)</enum><header>In general</header><text>In selecting the recipients of grants under this section, the Secretary shall ensure that the grant recipients use grant amounts to construct or repair facilities located in not fewer than ten different geographic locations.</text>
 </paragraph><paragraph id="id060791C4632D480ABC221FC5AE0A1C80"><enum>(2)</enum><header>Priority</header><text>The Secretary shall give priority in the selection of locations under paragraph (1) to locations in economically depressed areas that are not in close proximity to medical centers of the Department of Veterans Affairs.</text>
 </paragraph></subsection><subsection id="HB3B17819E2634A2DBBF97CAB07834DB3"><enum>(d)</enum><header>Eligibility</header><text>To be eligible to receive a grant under this section, a VSO shall submit to the Secretary an application in such form and in such manner as the Secretary may require.</text>
			</subsection><subsection id="HE94DAAA4921C41D9B083F6498651E4E7"><enum>(e)</enum><header>Reports</header>
				<paragraph id="HCF719E014220425DB8C1A65987E804A7"><enum>(1)</enum><header>Periodic reports</header>
 <subparagraph id="HCC6D99ECF7B94B499797E54973BA0655"><enum>(A)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, and every 180 days thereafter for the duration of the pilot program, the Secretary shall submit to Congress a report on the pilot program.</text>
 </subparagraph><subparagraph id="H931E72299B804D4C814BB06A1D362FBB"><enum>(B)</enum><header>Report elements</header><text>Each report required by subparagraph (A) shall include the following:</text> <clause id="H20E7F8201973426CBEA2201781D07ED0"><enum>(i)</enum><text>The findings and conclusions of the Secretary with respect to the pilot program during the 180-day period covered by the report.</text>
 </clause><clause id="H5C02849958E24163B07DDAA2CCB0350B"><enum>(ii)</enum><text>An assessment of the benefits of the pilot program to veterans and family members of veterans during the 180-day period covered by the report.</text>
 </clause></subparagraph></paragraph><paragraph id="H8BF34715A5BB4C24B5A100162154696B"><enum>(2)</enum><header>Final report</header><text>Not later than 180 days after the conclusion of the pilot program, the Secretary shall submit to Congress a report detailing the recommendations of the Secretary as to the advisability of continuing or expanding the pilot program.</text>
 </paragraph></subsection><subsection display-inline="no-display-inline" id="H68D50C2FD6DF4C198D6ADDE04A14428B"><enum>(f)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary such sums as may be necessary to carry out this section.</text></subsection></section></legis-body></bill>
