			 construct new State homes, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veteran State Home Grant Backlog Reduction Act of 2017</short-title></quote>.</text>
		</section><section id="idB82D03A151A2495EA8BCF3C241D44FCA"><enum>2.</enum><header>Modification of treatment of applications for projects to construct new State homes</header>
 <subsection id="id35526F73DEEA4FB1AF0C1338A61F70C2"><enum>(a)</enum><header>Findings</header><text>Congress makes the following findings:</text> <paragraph id="idA2B02553C7D8461F802F2EF0A3C27D78"><enum>(1)</enum><text>The State home construction grants priority list group 1 of the Department of Veterans Affairs for fiscal year 2017 contains 57 projects with a cumulative cost of $639,805,081.</text>
 </paragraph><paragraph id="id85B98B84F7EC4797AC31D0C10BAFE3E2"><enum>(2)</enum><text>Of those projects, 17 are new construction projects, with a cumulative cost of $445,430,897.</text> </paragraph><paragraph id="idC23C0CD2930A44EBB0CC1BEFB506AF1F"><enum>(3)</enum><text>The Secretary of Veterans Affairs has requested between $80,000,000 and $90,000,000 for construction grants for State homes in each annual budget submission to Congress for fiscal years 2013 through 2018.</text>
 </paragraph><paragraph id="id4D5F99501D0E4922B15AB09220DFE8C9"><enum>(4)</enum><text>Recurring funding shortfalls have created a backlog of outstanding State home projects, averaging six years from receipt of State funds to obligation of Federal funds for new construction projects.</text>
				</paragraph></subsection><subsection id="id48AB5A8F72D64FCB80A288BE832D65E0"><enum>(b)</enum><header>Modification of priority of projects</header>
 <paragraph id="idA461F0AE90C243059BC9596B6D26F282"><enum>(1)</enum><header>In general</header><text>Paragraph (3) of section 8135(c) of title 38, United States Code, is amended—</text> <subparagraph id="id2FC87120B34D45F7981F464A84BB2C69"><enum>(A)</enum><text>by redesignating subparagraphs (A) and (B) as clauses (i) and (ii), respectively;</text>
 </subparagraph><subparagraph id="id90F2201B370B4F8CBA087128FC3C7342"><enum>(B)</enum><text>by striking <quote>In according</quote> and inserting <quote>(A) In according</quote>; and</text> </subparagraph><subparagraph id="idD5FD5085A3D640158EE17ACB9F64ED10"><enum>(C)</enum><text>by adding at the end the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="idC07D973FFDE647D581CB6F7276E0F6B6" style="OLC">
 <subparagraph id="id4f7880c0ebe2473ab288afb38af8beef" indent="up2"><enum>(B)</enum><text>In according priorities to projects under paragraph (2) of this subsection, the Secretary shall—</text> <clause id="id91cf4abb081b42aea20a889aac80d829"><enum>(i)</enum><text>prioritize grants for safety, renovation, and bed replacement using the criteria described in subparagraphs (A), (B), (C), (E), and (G) of such paragraph; and</text>
 </clause><clause id="id48393205f0524d348e4c2bcf755ec68e"><enum>(ii)</enum><text>separately prioritize grants for projects to construct new State homes using the criteria described in subparagraphs (A), (C), (D), (F), (G), and (H) of such paragraph.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="id5B87BFFEAA6845248A3B6D866E8C15C6"><enum>(2)</enum><header>Conforming amendments</header>
 <subparagraph id="id8C933DA5B1E94AA7AE67043495F97F02"><enum>(A)</enum><header>List of approved projects</header><text>Paragraph (4) of such section is amended—</text> <clause id="id90E88B35D6114153A741B442FBF22AB7"><enum>(i)</enum><text>by striking <quote>, in the order of their priority,</quote> and inserting <quote>for safety, renovation, and bed replacement, in the order of their priority, and a separate list of approved projects (including projects that have been so conditionally approved) to construct new State homes, in the order of their priority,</quote>; and</text>
 </clause><clause id="idDBC813444A1D4E4AA4043F2F546557DE"><enum>(ii)</enum><text>by striking <quote>the list</quote> the first place in appears and inserting <quote>each such list</quote>.</text> </clause></subparagraph><subparagraph id="idAAB38CE1AA0B4145A8146A4F71021650"><enum>(B)</enum><header>Deferred applications</header><text>Paragraph (5)(B) of such section is amended by adding before the period at the end the following: <quote>on the priority list corresponding with the project type to which the deferred application relates</quote>.</text>
 </subparagraph><subparagraph id="id29008BDF77A54E1BB5124EC167170186"><enum>(C)</enum><header>Increase of grant amount</header><text>Paragraph (7)(A) of such section is amended by striking <quote>list</quote> and inserting <quote>lists</quote>.</text> </subparagraph></paragraph></subsection><subsection id="id5357855AE0E14F02BD9B840660E2F40A"><enum>(c)</enum><header>Modification of budget submission</header><text>Beginning in fiscal year 2019, the President shall include in the budget submitted to Congress pursuant to section 1105(a) of title 31, United States Code, requests for funding for projects to construct new State homes that is separate and distinct from requests for funding for projects relating to safety, renovation, and bed replacement at State homes.</text>
 </subsection><subsection id="id60B42B56522542E391D3A58E399E4C35"><enum>(d)</enum><header>Plan To clear backlog of new construction projects</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to Congress a plan to clear the backlog of projects to construct new State homes by September 30, 2023.</text>
 </subsection><subsection id="id55ECD724F6694CF98737AA047A9C1D2E"><enum>(e)</enum><header>State home defined</header><text>In this section, the term <term>State home</term> has the meaning given that term in section 101 of title 38, United States Code.</text> </subsection></section></legis-body> </bill>
