 <section commented="no" display-inline="no-display-inline" id="H639AA3D86BAE48E9BB3C143197683D39" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improve Data on Sexual Violence Act</short-title></quote>.</text> </section><section commented="no" display-inline="no-display-inline" id="H1F8DD484265246F28713971C8E039333" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Interagency working group to study Federal efforts to collect data on sexual violence</header> <subsection commented="no" display-inline="no-display-inline" id="H3251C8DED25C4249B3414A03DFFF03DA"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Director of the Office of Management and Budget shall establish an interagency working group (in this section referred to as the <quote>Working Group</quote>) to study Federal efforts to collect data on sexual violence and to make recommendations on the harmonization of such efforts.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="HDC498E13E21E4496A7DE0C3A303DBB37"><enum>(b)</enum><header display-inline="yes-display-inline">Composition</header><text display-inline="yes-display-inline">The Working Group shall be comprised of at least one representative from the following agencies, who shall be selected by the head of that agency:</text>
 <paragraph commented="no" display-inline="no-display-inline" id="HD34BF0E31224419F9ABEE3423C6B43BF"><enum>(1)</enum><text display-inline="yes-display-inline">The Centers for Disease Control and Prevention.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H26B3CA392B34483087324130CB47EB10"><enum>(2)</enum><text display-inline="yes-display-inline">The Department of Defense.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA51229AF93EE42C5B3EAF2CAF3DF9886"><enum>(3)</enum><text display-inline="yes-display-inline">The Department of Education.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBC846AE1096546E6ADD9265CEE501EF6"><enum>(4)</enum><text display-inline="yes-display-inline">The Department of Health and Human Services.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0AF42BE44BCB4780ADC20DAC88182699"><enum>(5)</enum><text display-inline="yes-display-inline">The Department of Justice.</text> </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H62BD265A9D394429B319FEB43CEF8181"><enum>(c)</enum><header display-inline="yes-display-inline">Duties</header><text display-inline="yes-display-inline">The Working Group shall consider the following:</text>
 <paragraph commented="no" display-inline="no-display-inline" id="HE17DC66C307F4FF5BEB39C35AF87B4D0"><enum>(1)</enum><text display-inline="yes-display-inline">What activity constitutes different acts of sexual violence.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB3B3B337240D4B19961C7964BE0CDF9F"><enum>(2)</enum><text display-inline="yes-display-inline">Whether reports that use the same terms for acts of sexual violence are collecting the same data on these acts.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB9E8AE1E39BD4225912D6D03C2BA6813"><enum>(3)</enum><text display-inline="yes-display-inline">Whether the context which lead to an act of sexual violence should impact how that act is accounted for in reports.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H953CE3B11911495EA757524440DEA5E5"><enum>(4)</enum><text display-inline="yes-display-inline">Whether the data collected is presented in a way that allows the general public to understand what acts of sexual violence are included in each measurement.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7B0D10ADC1EB46949314A5E39636BF04"><enum>(5)</enum><text display-inline="yes-display-inline">Steps that agencies that compile reports relating to sexual violence can take to avoid double counting incidents of sexual violence.</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H94C884865A0D49DA9038661641DEE5F4"><enum>(d)</enum><header display-inline="yes-display-inline">Report required</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of this Act, the Working Group shall publish and submit to Congress a report on the following:</text>
 <paragraph commented="no" display-inline="no-display-inline" id="H30DD2CD6583C40AE9C4ECC9F80128292"><enum>(1)</enum><text display-inline="yes-display-inline">The activities of the Working Group.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H52947D80D6454F6F8C2C1F2AE82E52C7"><enum>(2)</enum><text display-inline="yes-display-inline">Recommendations to harmonize Federal efforts to collect data on sexual violence.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6F3AD87C636E4367AD9D5D1AA6656694"><enum>(3)</enum><text display-inline="yes-display-inline">Actions Federal agencies can take to implement the recommendations described in paragraph (2).</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB50D03ADDDC048D39E51ED3C11FF1CFA"><enum>(4)</enum><text display-inline="yes-display-inline">Recommendations for congressional action to implement the recommendations described in paragraph (2).</text>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HD739574FA2B64027BF69CC43E11C88A6"><enum>(e)</enum><header display-inline="yes-display-inline">Termination</header><text display-inline="yes-display-inline">The Working Group shall terminate 30 days after the date on which the report is submitted pursuant to subsection (d).</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="HB8A82E8D4DB042DA919E67B0631D3953"><enum>(f)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this Act:</text> <paragraph commented="no" display-inline="no-display-inline" id="H8355782077884E249E743485394294F4"><enum>(1)</enum><header display-inline="yes-display-inline">Harmonize</header><text display-inline="yes-display-inline">The term <term>harmonize</term> includes efforts to coordinate sexual violence data collection to produce complementary information, as appropriate, without compromising programmatic needs.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD73F092D3B7045C38DD98C2DA6412055"><enum>(2)</enum><header display-inline="yes-display-inline">Sexual violence</header><text display-inline="yes-display-inline">The term <term>sexual violence</term> includes an unwanted sexual act (including both contact and non-contact) about which the Federal Government collects information.</text></paragraph></subsection></section></legis-body><attestation><attestation-group><attestation-date chamber="Senate" date="20180516">Passed the Senate May 16, 2018.</attestation-date><attestor display="yes">Julie E.
