		<official-title>To eliminate or modify certain audit mandates of the Government Accountability Office.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>GAO Audit Mandates Revision Act of 2018</short-title></quote>.</text>
		</section><section id="idfcbf3a0e925346e1bd8151fd979f1617"><enum>2.</enum><header>Audits modified</header>
 <subsection id="idbbbe2c7f7b88423f915ebc2dd1b646d1"><enum>(a)</enum><header>Congressional award foundation</header><text>Section 107 of the Congressional Award Act (<external-xref legal-doc="usc" parsable-cite="usc/2/807">2 U.S.C. 807</external-xref>) is amended—</text> <paragraph id="id5beebcfdfb304da6b027ac77a72bdf3c"><enum>(1)</enum><text>in subsection (b), by striking <quote>and to the Comptroller General of the United States</quote>; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id25CB775B2CEF4F12A2CC0B680A895510"><enum>(2)</enum><text>by striking subsection (c).</text> </paragraph></subsection><subsection id="idC296C507777A4B4E859A5B27236900CE"><enum>(b)</enum><header>Patient centered outcomes research institute</header><text>Section 1181(g)(2) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1320e">42 U.S.C. 1320e(g)(2)</external-xref>) is amended—</text>
 <paragraph id="id55E52204C38E4D9BA8C59220B2F114FE"><enum>(1)</enum><text>in the paragraph heading, by striking <quote><header-in-text level="paragraph" style="traditional">annual</header-in-text></quote>;</text> </paragraph><paragraph id="id09637BB4925B4D0E94463591512F22C0"><enum>(2)</enum><text>in subparagraph (A)—</text>
 <subparagraph id="id19FC4DA44F204EE98D2ACEBBD87C71AA"><enum>(A)</enum><text>by striking clause (i); and</text> </subparagraph><subparagraph id="idE3AEF7DD78DD4BFAB8A0EFE5B46EE0F1"><enum>(B)</enum><text>by redesignating clauses (ii) through (v) as clauses (i) through (iv), respectively; and</text>
 </subparagraph></paragraph><paragraph id="idC7E75974AF8E401399347C6C53312733"><enum>(3)</enum><text>by amending subparagraph (B) to read as follows:</text> <quoted-block act-name="" id="id1272133AA0D8452DBCFC53EBE2CC734E" style="traditional"> <subparagraph id="idFD8A6A82C05A4FE09057A427C4FE4BB1"><enum>(II)</enum><header>Reports</header><text display-inline="yes-display-inline">Not later than April 1 of each year in which a review is conducted under subparagraph (A), the Comptroller General of the United States shall submit to Congress a report containing the results of the review, together with recommendations for such legislation and administrative action as the Comptroller General determines appropriate.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="idfbb08a5f818c45b69a2fbe8f5088dfb1"><enum>(c)</enum><header>Troubled asset relief program</header>
 <paragraph id="id062BEA8EAEFC42189C08605F7AF4A26A"><enum>(1)</enum><header>In general</header><text>Section 116 of the Emergency Economic Stabilization Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/12/5226">12 U.S.C. 5226</external-xref>) is amended by striking subsection (b) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="iddb899a72970745bbbda940315e4a732a" style="OLC">
						<subsection id="ide69fdd16c9184b4a8b86ffc20c4e8379"><enum>(b)</enum><header>Audits</header>
 <paragraph id="id18cabdb2bafb45b6be580d3e195fd6c9"><enum>(1)</enum><header>Annual audit</header><text>The TARP shall annually prepare and issue to the appropriate committees of Congress and the public audited financial statements that shall be—</text>
 <subparagraph id="idA8F64FA282AE4938A57BF36A062EFF32"><enum>(A)</enum><text>prepared in accordance with generally accepted accounting principles;</text> </subparagraph><subparagraph id="id7DBC81B918C441F791FD00C7645517B0"><enum>(B)</enum><text>prepared and audited in the same manner as the financial statements of covered executive agency components under sections 3515 and 3521 of title 31, United States Code; and</text>
 </subparagraph><subparagraph id="idA15EC8709B34421780D485FC9A9795FB"><enum>(C)</enum><text>prepared on the fiscal year basis prescribed under section 1102 of title 31, United States Code.</text> </subparagraph></paragraph><paragraph id="id337C9128192542729D26BB60B9A649CC"><enum>(2)</enum><header>Audit costs</header> <subparagraph id="id9D13245C45624A099354D7619A0E2767"><enum>(A)</enum><header>In general</header><text>The Secretary shall transfer to the Inspector General of the Department of the Treasury such sums as are necessary to reimburse the Inspector General for the full cost of performing an audit required under paragraph (1) or procuring the audit from an independent external auditor.</text>
 </subparagraph><subparagraph id="idBAF965A8D8D2459EB57BDC62A711A9E7"><enum>(B)</enum><header>Credit</header><text>The reimbursements described in subparagraph (A) shall be credited to the appropriation account <quote>Salaries and expenses, Office of the Inspector General, Department of the Treasury</quote> current when the payment is received and remain available until expended.</text> </subparagraph></paragraph><paragraph id="idd62e4c95d54149309ec226772908dbf6"><enum>(3)</enum><header>Corrective responses to audit problems</header><text>The TARP shall—</text>
 <subparagraph id="id83076593c2504f7abbf7ab4e244e4415"><enum>(A)</enum><text>take action to address deficiencies identified by the auditor of the TARP financial statements; or</text> </subparagraph><subparagraph id="id3f7f77fbc1214ec38c4616783acf40a4"><enum>(B)</enum><text>certify to the appropriate committees of Congress that no action is necessary or appropriate.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9DAF629104694EF98D25B45362638FF2"><enum>(2)</enum><header>Application</header><text>The amendment made by paragraph (1) shall apply to any audit performed under section 116(b) of the Emergency Economic Stabilization Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/12/5226">12 U.S.C. 5226(b)</external-xref>), as amended by paragraph (1), with respect to a fiscal year beginning on or after October 1, 2018.</text>
				</paragraph></subsection></section></legis-body>
