		<official-title>To establish a pilot program for long-term rental assistance for families affected by major
			 disasters in 2017.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Disaster Housing Assistance Act</short-title></quote>.</text>
 </section><section id="ida80b18d453e948d6b6854f8ee531653d"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text> <paragraph id="id8fc747980fb947eeb6a3606539340676"><enum>(1)</enum><text>the term <term>Administrator</term> means Administrator of the Federal Emergency Management Agency;</text>
 </paragraph><paragraph id="id90D5D789211D4E23AFEE355BE6ABD819"><enum>(2)</enum><text>the term <term>covered disaster</term> means a major disaster declared by the President under section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5170">42 U.S.C. 5170</external-xref>) during 2017, including with respect to Hurricane Maria;</text>
 </paragraph><paragraph id="id58a6716403a64cb4822b3651d7aebfc0"><enum>(3)</enum><text>the term <term>eligible families</term> means families that the Administrator determines are eligible for housing assistance under section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5174">42 U.S.C. 5174</external-xref>);</text>
 </paragraph><paragraph id="idbfd574e65ac8430abe5d295520bf99c2"><enum>(4)</enum><text>the terms <term>families</term> has the meaning given the term in section 3(b) of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437a">42 U.S.C. 1437a(b)</external-xref>); and</text>
 </paragraph><paragraph id="idDDD0DC6F8DE5456CB4B22A79F793C143"><enum>(5)</enum><text>the term <term>Secretary</term> means the Secretary of Housing and Urban Development.</text> </paragraph></section><section id="id98a6eeadd0a741dca949f2af7da76d30"><enum>3.</enum><header>Establishment of disaster housing assistance program for major disasters in 2017</header> <subsection id="ide9f51d0b11454bf19f50f4855a8ed5de"><enum>(a)</enum><header>In general</header><text>Notwithstanding section 408(a)(1) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5174">42 U.S.C. 5174(a)(1)</external-xref>), not later than 10 days after the date of enactment of this Act, the Administrator shall enter into an agreement or agreements with the Secretary to establish a temporary program that provides long-term rental housing assistance under such section 408 to eligible families affected by a covered disaster.</text>
 </subsection><subsection id="idbcb8a834fe064b2cb74c8ec5028d51ee"><enum>(b)</enum><header>Responsibilities</header><text>The design and administration of the program established under subsection (a) shall be determined by the Secretary, in consultation with the Administrator, to ensure optimal program effectiveness.</text>
 </subsection><subsection id="idd16c3f433bd54ce0846c3b9fd8359961"><enum>(c)</enum><header>GAO report to Congress</header><text>Not later than January 20, 2020, the Comptroller General of the United States shall submit to Congress a report that examines the results of the program established under subsection (a), including the cost-effectiveness of the program and the ability of families participating in the program to stabilize their living situation.</text></subsection></section></legis-body>
