			 of Government Ethics, and for other purposes.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause" id="HB27F07C875FA4B45B8D43B33EDB0E3CB" style="OLC">
 <section id="H9F186D5D73134C19AA1623C7245EF8AE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Executive Branch Comprehensive Ethics Enforcement Act</short-title></quote>.</text> </section><section id="HCBCFBE8C79124D3BB7587ED57F140D46"><enum>2.</enum><header>Tenure of the Director of the Office of Government Ethics</header><text display-inline="no-display-inline">Section 401(b) of the Ethics in Government Act of 1978 (5 U.S.C. App.) is amended by inserting after the first sentence the following: <quote>The Director shall be subject to removal only for inefficiency, neglect of duty, or malfeasance in office. The Director may continue to serve beyond the expiration of the term until a successor is appointed and has qualified, except that the Director may not continue to serve for more than 1 year after the date on which the term would otherwise expire under this subsection.</quote>.</text>
		</section><section id="H4F9A992F5C52437F838CAB710DBE792E"><enum>3.</enum><header>Duties of Director of the Office of Government Ethics</header>
			<subsection id="H30B8134959744943891672096E44A1AF"><enum>(a)</enum><header>Duties generally</header>
 <paragraph id="id87C8976221774F539C5233EA6C3116EC"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Section 402(b) of the Ethics in Government Act of 1978 (5 U.S.C. App.) is amended—</text> <subparagraph id="H2756BA2C937E40DE9D0E976B5926EE69"><enum>(A)</enum><text>in paragraph (1)—</text>
 <clause id="H90537445136E41E3AACCF486323D84C2"><enum>(i)</enum><text>by striking <quote>developing, in consultation with the Attorney General and the Office of Personnel Management,</quote> and inserting <quote>(A) developing</quote>;</text> </clause><clause id="HA281A633BB824196BDBDE0073527F8C8"><enum>(ii)</enum><text>by striking <quote>title II</quote> and inserting <quote>title I</quote>;</text>
 </clause><clause id="id503CF46BECB84706ADB8682A012E16C6"><enum>(iii)</enum><text>by adding <quote>and</quote> after the semicolon; and</text> </clause><clause id="idAF75ADCCD0714A83A653C326754919D6"><enum>(iv)</enum><text>by adding at the end the following:</text>
							<quoted-block display-inline="no-display-inline" id="id1DD0FACC56FE4AA799C00FC8EB8A89F4" style="OLC">
 <subparagraph id="idFED07726D8154EA9A57DC00B644D844D" indent="up1"><enum>(B)</enum><text>before promulgating rules or regulations under subparagraph (A), consulting with the Attorney General;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </clause></subparagraph><subparagraph id="H82D2B02573594335914A2FE59C8517A2"><enum>(B)</enum><text>by striking paragraph (2) and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="H0CAC280131FA4B3583E85FF192EA6066" style="USC"> <paragraph id="HE9CDF6B70CC5419383B1FBE116AE6BA3"><enum>(2)</enum><text display-inline="yes-display-inline">providing mandatory education and training programs for agency ethics counselors and other responsible officials, which may be delegated to each agency or the Counsel to the President, as determined appropriate by the Director;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="idBA96A97EBE144AE6B136C720D487F015"><enum>(C)</enum><text>by redesignating paragraph (14) as paragraph (3) and transferring such paragraph, as so redesignated, to after paragraph (2);</text>
 </subparagraph><subparagraph id="idC4FF04DA747A491FAF03439550DCAD8D"><enum>(D)</enum><text>by redesignating paragraph (3) (relating to monitoring and investigating compliance) and paragraphs (4) through (13) as paragraphs (4) through (14), respectively;</text>
 </subparagraph><subparagraph id="HA630016DFE2D43369354A24AE71D4266"><enum>(E)</enum><text>in paragraph (3), as redesignated and transferred by subparagraph (C) of this paragraph, by striking <quote>and</quote> at the end;</text>
 </subparagraph><subparagraph id="id0D9239AC1B5D473FA7B8ACEFBE5766FE"><enum>(F)</enum><text>in paragraph (4), as so redesignated, by striking <quote>title II</quote> and inserting <quote>title I</quote>;</text> </subparagraph><subparagraph id="HBDE51A7BE93D40EAB5A830EF6CCD7974"><enum>(G)</enum><text>in paragraph (5), as so redesignated—</text>
 <clause id="HC4AAD4C8556A4C70B4FD135DD851CBCE"><enum>(i)</enum><text>by striking <quote>violations of applicable conflict of interest laws or regulations</quote> and inserting <quote>conflicts of interest or other ethics issues</quote>;</text> </clause><clause id="HD80C5186287B44F39125B86823CD1C64"><enum>(ii)</enum><text>by striking <quote>recommending</quote> and inserting <quote>directing</quote>; and</text>
 </clause><clause id="HC8E13636B1EF4BA985300855C7EEC41D"><enum>(iii)</enum><text>by striking <quote>problems</quote> and inserting <quote>issues</quote>;</text> </clause></subparagraph><subparagraph id="H1EE2B8C1F6BB4198B8229B626E31D68E"><enum>(H)</enum><text>in paragraph (7), as so redesignated, by striking <quote>problems</quote> and inserting <quote>issues</quote>;</text>
 </subparagraph><subparagraph id="H4657987AEAE04E6FA19935EF29C883C9"><enum>(I)</enum><text>in paragraph (8), as so redesignated—</text> <clause id="H8E61CB8A99644033A59844426F106B42"><enum>(i)</enum><text>by striking <quote>, when requested,</quote>; and</text>
 </clause><clause id="HF41801285F424EE68082D05E9872FD43"><enum>(ii)</enum><text>by striking <quote>conflict of interest problems</quote> and inserting <quote>conflicts of interest and other ethics issues</quote>;</text> </clause></subparagraph><subparagraph id="id652B29CBC9284DFEB2A0F389B3C45CF0"><enum>(J)</enum><text>in paragraph (10), as so redesignated, by inserting <quote>, except that the Director may not order the President to take corrective action</quote> before the semicolon;</text>
 </subparagraph><subparagraph id="H9B0F96FFA3E44497A2B98977FC04920A"><enum>(K)</enum><text>in paragraph (12), as so redesignated, by striking <quote>conflict of interest laws</quote> and inserting <quote>laws, rules, and regulations relating to conflicts of interest and other ethics issues</quote> after <quote>conflict of interest laws</quote>;</text> </subparagraph><subparagraph id="H079F68BA87A54C41B07489E454DF3AC1"><enum>(L)</enum><text>in paragraph (13), as so redesignated—</text>
 <clause id="H6CC5360E003F4928A6664B1349CBA6D7"><enum>(i)</enum><text>by striking <quote>evaluating</quote> and inserting <quote>promulgating</quote>;</text> </clause><clause id="H9804999A0F1F4AC791EF1E6D23674118"><enum>(ii)</enum><text>by striking <quote>the need for</quote>; and</text>

 <clause id="HE543F6DB3D544ABCB96B584C7D3B4D0C"><enum>(i)</enum><text>by striking <quote>violations of the conflict of interest laws</quote> and inserting <quote>conflicts of interest and other ethics issues</quote>; and</text> </clause><clause id="HDDE791CE31BA45F89D058A631B68FF9D"><enum>(ii)</enum><text>by striking <quote>, as required by section 535 of title 28, United States Code</quote>;</text>
 </clause></subparagraph><subparagraph id="HB23795DD17BE436999C3332FE1ABEAB8"><enum>(N)</enum><text>in paragraph (15)—</text> <clause id="H27DF2EAA2BAF4A61A57DF5A56C4B8D14"><enum>(i)</enum><text>by striking <quote>title II</quote> and inserting <quote>title I</quote>; and</text>
 </clause><clause id="H4ACA9B6A10AF4B43BDFD558DE46A9C0B"><enum>(ii)</enum><text>by striking the period at the end and inserting a semicolon; and</text> </clause></subparagraph><subparagraph id="H374E4A0E9CFB4AABBFE8A8B0BED874C4"><enum>(O)</enum><text>by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="HFE819C66E3B24E28A7830441A3EC5987" style="USC">
 <paragraph id="HEAA728DDEEDE48129EA5B9B712468B83"><enum>(16)</enum><text display-inline="yes-display-inline">determining whether employees of an agency have violated this Act and issuing appropriate administrative penalties;</text>
 </paragraph><paragraph id="HE4386C6AEAA24C828412655E8AC982A1"><enum>(17)</enum><text display-inline="yes-display-inline">directing and providing final approval, when determined appropriate by the Director, for agency ethics counselors and other responsible officials regarding the resolution of conflicts of interest and other ethics issues under the purview of this Act in individual cases; and</text>
 </paragraph><paragraph id="H3D0F0CB2E3EA403B9C30ECE52D94724C"><enum>(18)</enum><text>reviewing and, when determined appropriate by the Director, approving any recusals because of, exemptions from, or waivers of the laws, rules, and regulations relating to conflicts of interest and other ethics issues and making approved recusals, exemptions, and waivers publicly available.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="idF51A1D8423354E1189C4BC55D6DC3C60"><enum>(2)</enum><header>Technical and conforming amendments</header>
 <subparagraph id="id33293DC054CA438EBD0F0976E07620C8"><enum>(A)</enum><text>Section 402(e) of the Ethics in Government Act of 1978 (5 U.S.C. App.) is amended, in the matter preceding paragraph (1), by striking <quote>subsection (b)(10)</quote> and inserting <quote>subsection (b)(11)</quote>.</text>
 </subparagraph><subparagraph id="idEB49E8E207804859A7F1692BC977DEFB"><enum>(B)</enum><text>Section 402(f) of the Ethics in Government Act of 1978 (5 U.S.C. App.) is amended by striking <quote>subsection (b)(9)</quote> each place it appears and inserting <quote>subsection (b)(10)</quote>.</text> </subparagraph></paragraph></subsection><subsection id="HC5EBAF9F683A4EA5930FCFFA9EED7217"><enum>(b)</enum><header>Written procedures</header><text display-inline="yes-display-inline">Section 402(d)(1) of the Ethics in Government Act of 1978 (5 U.S.C. App.) is amended—</text>
 <paragraph id="HF37C679EF82C4DFFA7FDEB43406B797B"><enum>(1)</enum><text>by striking <quote>, by the exercise of any authority otherwise available to the Director under this title,</quote>; and</text> </paragraph><paragraph id="HE2AB739A6853409696298DB9A15A0690"><enum>(2)</enum><text>by striking <quote>the agency is</quote>.</text>
 </paragraph></subsection><subsection id="H1EF75508D1A04E9C94605D2013A57178"><enum>(c)</enum><header>Corrective action</header><text display-inline="yes-display-inline">Section 402(f) of the Ethics in Government Act of 1978 (5 U.S.C. App.) is amended—</text> <paragraph id="H9F6396082B7D429C8F3278422E0D2352"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text>
 <subparagraph id="HFEEF48F01ED846C3AC0B5536719AFEAD"><enum>(A)</enum><text>in subparagraph (A)—</text> <clause id="idCFD6F7229CCE455B99C2B4A12C77F6E2"><enum>(i)</enum><text>in clause (i)—</text>
 <subclause id="id04F04B6A14EC4071BFC918742E1F899C"><enum>(I)</enum><text>by inserting <quote>(or, with respect to the President, recommend)</quote> after <quote>order</quote> the first place it appears; and</text> </subclause><subclause id="id34427888B2AC44358A0AA0C54CAFE018"><enum>(II)</enum><text>by striking <quote>of such agency</quote>; and</text>
 </subclause></clause><clause id="id072E960A6D0C4C57A813C7517E1B7C61"><enum>(ii)</enum><text>in clause (ii), by inserting <quote>(or, with respect to the President, recommend)</quote> after <quote>order</quote>; and</text> </clause></subparagraph><subparagraph id="HC0890075E1984105B5637E8C29FC8ECD"><enum>(B)</enum><text>in subparagraph (B), by striking <quote>notify the President</quote> and all that follows through <quote>may provide)</quote> and inserting <quote>determine that a violation of this Act has occurred and (except with respect to the President) issue appropriate administrative or legal remedies as prescribed in paragraph (2)</quote>;</text>
 </subparagraph></paragraph><paragraph id="H2255D17F271D47E183F844DE472B7AAA"><enum>(2)</enum><text>in paragraph (2)—</text> <subparagraph id="id3CB473644FE043388940627FFD26BAF1"><enum>(A)</enum><text>in subparagraph (A)—</text>
 <clause id="id2659324275DC4D05ABB00A6388763D43"><enum>(i)</enum><text>in clause (ii)(II)—</text> <subclause id="H7D21A7C693E84D5EAE1280E8BC43E8E1"><enum>(I)</enum><text>by striking <quote>shall notify the President in writing</quote>;</text>
 </subclause><subclause id="id8F5990D79F9548CFACABE0329734B7F4"><enum>(II)</enum><text>by striking <quote>such action;</quote> and inserting <quote>such action—</quote>; and</text> </subclause><subclause id="idE814F549FC1C41FC8C4272D141F3460C"><enum>(III)</enum><text>by adding at the end the following:</text>
								<quoted-block display-inline="no-display-inline" id="idA1ABDC1488224AFFA24053855FB1EB15" style="OLC">
 <item id="idF7B3273F85B24B94BA3605A9989A6EC2" indent="up2"><enum>(aa)</enum><text>shall notify the President in writing; and</text> </item><item commented="no" display-inline="no-display-inline" id="id666DEBD8017E4476B3F9E0D9A437FEB2" indent="up2"><enum>(bb)</enum><text display-inline="yes-display-inline">may conduct a formal investigation and hearing in accordance to the procedures described in subparagraph (B); and</text></item><after-quoted-block>;</after-quoted-block></quoted-block>
 </subclause></clause><clause id="HAB33B48CC34C47D98931CEC1E33C7C99"><enum>(ii)</enum><text>in clause (iii)—</text> <subclause id="HA3E45848FC1B4EDBAD2BDECEBDD320CA"><enum>(I)</enum><text>in the matter preceding subclause (I), by inserting <quote>or has violated</quote> after <quote>is violating</quote>;</text>
 </subclause><subclause id="H02E6F104FC83437A8D84EFCE8CC95371"><enum>(II)</enum><text>in subclause (II)—</text> <item id="H8792E8F77E8146139B7ACB8394D19456"><enum>(aa)</enum><text>by striking <quote>notify, in writing,</quote> and inserting <quote>order (or, with respect to the President, recommend), in writing, that</quote>; and</text>
 </item><item id="H74FFA32D53A24DB7B2BB200770C68B21"><enum>(bb)</enum><text>by striking <quote>of the officer’s or employee’s noncompliance,</quote> and all that follows and inserting <quote>take appropriate disciplinary action, including reprimand, suspension, demotion, or dismissal against the officer or employee.</quote>; and</text>
 </item></subclause></clause><clause id="HD94BFF0493E044FFA237E4A1DEFCC7C1"><enum>(iii)</enum><text>by striking clause (iv); and</text> </clause></subparagraph><subparagraph id="H8822489107DD45D4A490DA51A2D4563D"><enum>(B)</enum><text>in subparagraph (B)—</text>
 <clause id="id92D9EAAEC2464A12BEBBE75393D52C15"><enum>(i)</enum><text>in clause (i)—</text> <subclause id="H17F93FCE73D74B588AD4D0CFBEEB2660"><enum>(I)</enum><text>by inserting <quote>(I) </quote> before <quote>In order to</quote>;</text>

 <subclause id="id397A8A6D71CD44DA83ACC26829C1F358" indent="up4"><enum>(II)</enum><item commented="no" display-inline="yes-display-inline" id="HDAD962D83B304C1ABF9654AE69F65030"><enum>(aa)</enum><text>In conducting an investigation, the Director may, if necessary, apply to a judge or clerk of a court of the United States to issue a subpoena for a witness or witnesses to appear at a time or place stated in the subpoena before an individual authorized to take depositions to be used in the courts of the United States, to give full and true answers to written interrogatories and cross-interrogatories as may be submitted with the application, or to be orally examined or cross-examined on the subject of the claim.</text>
 </item><item commented="no" display-inline="no-display-inline" id="HE5AD42DD488B463397D81A1B267C6FCE" indent="up1"><enum>(bb)</enum><text display-inline="yes-display-inline">The Director may secure directly from any agency information necessary to enable the Director to carry out this Act. Upon request of the Director, the head of such agency (except in the case of the President) shall furnish that information to the Director.</text></item></subclause><after-quoted-block>;</after-quoted-block></quoted-block>
 </subclause></clause><clause id="HBA062F05391146F7AC68F0E7C42D81D0"><enum>(ii)</enum><text>in clause (ii)(I)—</text> <subclause id="H139BE652BB7B46BB9EE9CAD57C6EB228"><enum>(I)</enum><text>by striking <quote>Subject to clause (iv) of this subparagraph, before</quote> and inserting <quote>Before</quote>; and</text>
 </subclause><subclause id="H188D8C104AA64BF1ACBA1F93BC010062"><enum>(II)</enum><text>by striking <quote>subparagraphs (A) (iii) or (iv)</quote> and inserting <quote>subparagraph (A)(iii)</quote>;</text> </subclause></clause><clause id="HE32409A14F734EF2BEC07B2C82C87413"><enum>(iii)</enum><text>in clause (iii), by striking <quote>Subject to clause (iv) of this subparagraph, before</quote> and inserting <quote>Before</quote>; and</text>

 </subclause><subclause id="HEF9B5BC61D1942FAA6C052D97B6F2DF3"><enum>(II)</enum><text>by striking <quote>section 206</quote> and inserting <quote>section 104</quote>;</text> </subclause></clause></subparagraph></paragraph><paragraph id="H96FCFFB38BAB419A89A5FA51E7A6DC8C"><enum>(3)</enum><text>in paragraph (4), by striking <quote>(iv),</quote>; and</text>
 </paragraph><paragraph id="HD6AEB4BE8E79469190B6CAF5F75D4EF2"><enum>(4)</enum><text>by striking paragraph (5) and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="HF01EA43522734D1B960EA16302EC7A3B" style="OLC"> <paragraph id="H265708258817422A9BFBF31484AE140B" indent="up1"><enum>(5)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HED9EFA2FCBC042E59098884540E3C098"><enum>(A)</enum><text>The Office of Government Ethics shall be the central repository, by maintaining data or referencing data by internet link that is maintained by agencies or otherwise made publicly available, of all laws, rules and regulations relating to conflicts of interest and other ethics issues, recusals, waivers, and exemptions of such laws, rules, and regulations, ethics advisory opinions, ethics agreements of senior executive branch personnel and employee certificates of divestiture, financial disclosure reports as required under title I of this Act, compliance reviews, enforcement actions, and any other public records concerning conflicts of interest and other ethics issues for the executive branch required by law.</text>
 </subparagraph><subparagraph id="H988FC228F5AB42408177569C02717D93" indent="up1"><enum>(B)</enum><text>All financial disclosure reports and records relating to conflicts of interest and other ethics issues determined to be public information by the Director or by law shall be made available to the public—</text>
 <clause id="idDBBD9EECCE2D4742B4BF9080261298BF"><enum>(i)</enum><subclause commented="no" display-inline="yes-display-inline" id="id5BF8A3D1A2D44EE4B9342069D8795C3B"><enum>(I)</enum><text>by a link to such information if publicly available on a website other than the website of the Office of Government Ethics; or</text>
 </subclause><subclause id="id24EA9F66010F4202B90637E7538AEC5B" indent="up1"><enum>(II)</enum><text>at no charge on the website of the Office of Government Ethics in a searchable, sortable, and downloadable format; and</text>
 </subclause></clause><clause id="id481E5839180D40AC8DC1D42856B9BC7B"><enum>(ii)</enum><text>subject to a reasonable fee, for reproduction of paper documents at the Office of Government Ethics.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H4F2E5FF81BA5416E9DE3EF7D5F609C80"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">Title IV of the Ethics in Government Act of 1978 (5 U.S.C. App.) is amended by adding at the end the following:</text>

 <section id="H435D1ACCA8244DE496721EFF27F0DECF"><enum>409.</enum><header>Definitions</header><text display-inline="yes-display-inline">For purposes of this title—</text> <paragraph id="id11A2D0E698CE4C3F8AAEAF04FD81FC7B"><enum>(1)</enum><text display-inline="yes-display-inline">the term <quote>agency</quote> includes the Executive Office of the President;</text>
 </paragraph><paragraph id="id83270768538C40BA93FC27F446B0FE52"><enum>(2)</enum><text display-inline="yes-display-inline">the term <quote>officer or employee</quote> includes any individual occupying a position, providing any official services, or acting in an advisory capacity in the White House or the Executive Office of the President, regardless of whether the individual receives pay; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB18325F683BF45CEB1DE96603E3E3B15"><enum>(3)</enum><text display-inline="yes-display-inline">the term <term>head of an agency</term> includes the President or a designee of the President, for purposes of applying this title to the White House and the Executive Office of the President.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="idE5EC6E23BEDF43DA94CAD9205DCD6CBE"><enum>(e)</enum><header>Submission of information and views</header><text>Section 402 of the Ethics in Government Act of 1978 (5 U.S.C. App.) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idA358E45E8B0744FC955959B6B708DBD0" style="OLC">
 <subsection commented="no" display-inline="no-display-inline" id="HBC0A55D8F5FB4A09930D7AC722AACB92"><enum>(g)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id05986A86599C416BB41DF73C8A8F167E"><enum>(1)</enum><text display-inline="yes-display-inline">Upon request by any committee or subcommittee of Congress, the Director shall provide to Congress, by report, testimony, or otherwise, information and the views of the Director on functions, responsibilities, or other matters relating to the Office of Government Ethics.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id781448B9E1FD4FFD88BA1B9BABA8E1AE" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Information and views provided to Congress under paragraph (1) shall be transmitted concurrently to the President and any other appropriate executive agency.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection></section><section id="HBFE1C3A804154848B81DB49BBEF702AB"><enum>4.</enum><header>Agency Ethics Officials Training and Duties</header><text display-inline="no-display-inline">Section 403 of the Ethics in Government Act of 1978 (5 U.S.C. App) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H385FD039AABB4ABEA2F387BA7FB66F20" style="OLC">
 <subsection id="H021F4C9D0EFC4B628C1B1FB6E952861E"><enum>(c)</enum><paragraph commented="no" display-inline="yes-display-inline" id="HFC2017CCC4034DC09CDCB75F6FEC068B"><enum>(1)</enum><text>All designated agency ethics officials and alternate designated agency ethics officials shall register with, and report to, the Director and with the appointing authority of the official.</text>
 </paragraph><paragraph id="H23C9ECB8E18C47E5A0493F0F388A9988" indent="up1"><enum>(2)</enum><text>The Director shall provide ethics education and training to all designated and alternate designated agency ethics officials in a time and manner deemed appropriate by the Director.</text>
 </paragraph><paragraph id="HE2B0D885B091437997A4E42CDEAF4CBE" indent="up1"><enum>(3)</enum><text>The Director shall have final authority over the designee of the President for purposes of this title and all designated and alternate designated agency ethics officials and other ethics counselors in the executive branch in the interpretation and implementation of all rules and regulations relating to conflict of interest and other ethics issues promulgated by the President or the Director.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
