 <section id="id324D4E6AA6164D29AC19A5CFAE95EFF3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Educational Development for Troops and Veterans Act of 2017</short-title></quote>.</text> </section><section id="id52A5300C916546F781D34686234C51AB" section-type="subsequent-section"><enum>2.</enum><header>Eligibility of reserve component members for Post-9/11 Educational Assistance</header><text display-inline="no-display-inline">Section 3301(1)(B) of title 38, United States Code, is amended by striking <quote>or 12304</quote> and inserting <quote>12304, 12304a, or 12304b</quote>.</text>
		</section><section id="id1A25B2963DF14FE18CC2DBA0FCCC9468"><enum>3.</enum><header>Eligibility of reserve component members for nonreduction in pay while serving in the uniformed
 services or National Guard</header><text display-inline="no-display-inline">Section 5538(a) of title 5, United States Code, is amended in the matter preceding paragraph (1) by inserting after <quote>under</quote> the following: <quote>section 12301(d), section 12304b, or</quote>.</text>
		</section><section id="idB562D63A449843F0B60FE2780AAB26B9"><enum>4.</enum><header>Modification of time limitation for training and rehabilitation for veterans with service-connected
 disabilities</header><text display-inline="no-display-inline">Section 3103(f) of title 38, United States Code, is amended by striking <quote>or 12304</quote> and inserting <quote>12304, 12304a, or 12304b</quote>.</text> </section><section id="idB00B5E65BCD342A7B03E9F391F9DBD50" section-type="subsequent-section"><enum>5.</enum><header>Deferral of students loans for certain period in connection with receipt of orders for mobilization for war or national emergency</header> <subsection id="id16D5AE0610E4423D92993A992A296016"><enum>(a)</enum><header>Federal Family Education Loans</header><text display-inline="yes-display-inline">Section 428(b)(1)(M) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1078">20 U.S.C. 1078(b)(1)(M)</external-xref>) is amended—</text>
 <paragraph id="id5DA540BE0FC14BA6B77C1F2AB3F908E6"><enum>(1)</enum><text>in the matter preceding clause (i), by striking <quote>, during any period</quote>;</text>
 </paragraph><paragraph id="idD0CC700A9E81433EA1353D1872EAD8E6"><enum>(2)</enum><text>in clause (i), by striking <quote>during which</quote> and inserting <quote>during any period during which</quote>;</text>

 <subclause id="idB200B6C7075246ECB39C2A540C7B5BAB"><enum>(I)</enum><text>the period beginning on the date such call or order to duty is received by the borrower and ending on the first day of the service described in subclause (I) or (II) of clause (iii); and</text>
 </subclause><subclause id="idDFBE7828BFA94EE881EA4F76A2E5DD9C"><enum>(II)</enum><text>the 180-day period preceding the first day of such service;</text>
 </subclause></clause><clause id="idD16B2CB9D9BE45EB8AA468DA185B933E"><enum>(v)</enum><text>notwithstanding clause (iv)—</text>
 <subclause id="id5BA0E392D7714BB19E1F3C9442D15319"><enum>(I)</enum><text>in the case of any borrower described in such clause whose call or order to duty is cancelled before the first day of the service described in subclause (I) or (II) of clause (iii) because of a personal injury in connection with training to prepare for such service, during the period described in clause (iv) and during an additional period equal to the duration of such service, as specified by or otherwise determined in the original call or order to duty; and</text>
 </subclause><subclause id="idEC9BF7C9B74940C086C391EDD11E62EA"><enum>(II)</enum><text>in the case of any borrower whose call or order to duty is cancelled before the first day of such service for a reason other than an injury described in subclause (I), during the period beginning on the date the call or order to duty is received by the borrower and ending on the date that is 14 days after such call or order to duty is cancelled; and</text></subclause></clause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id55B377599A36482498D2285E163E6E58"><enum>(7)</enum><text>in clause (vi) (as redesignated by paragraph (5)), by striking <quote>not in excess</quote> and inserting <quote>during any period not in excess</quote>.</text>
				</paragraph></subsection><subsection id="idC5DD5D09538845C4949EAB2F556A5F1C"><enum>(b)</enum><header>Direct
 Loans</header><text>Section 455(f)(2) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087e">20 U.S.C. 1087e(f)(2)</external-xref>) is amended—</text>
 <paragraph id="id5B37EF39A8E041E5A08E425169B09D1A"><enum>(1)</enum><text>in the matter preceding subparagraph (A), by striking <quote>during any period</quote>;</text>
 </paragraph><paragraph id="id9F75804193824156871EBEA08DE85226"><enum>(2)</enum><text>in subparagraph (A), by striking <quote>during which</quote> and inserting <quote>during any period during which</quote>;</text>

 <clause id="idF600F02DF575485D950AF570BE063FB1"><enum>(i)</enum><text>in the case of any borrower described in such subparagraph whose call or order to duty is cancelled before the first day of the service described in clause (i) or (ii) of subparagraph (C) because of a personal injury in connection with training to prepare for such service, during the period described in subparagraph (D) and during an additional period equal to the duration of such service, as specified by or otherwise determined in the original call or order to duty; and</text>
 </clause><clause id="id170917CCD2114C6DAFAEA45CE9E44EC5"><enum>(ii)</enum><text>in the case of any borrower whose call or order to duty is cancelled before the first day of such service for a reason other than an injury described in clause (i), during the period beginning on the date the call or order to duty is received by the borrower and ending on the date that is 14 days after such call or order to duty is cancelled; and</text></clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id76954C3DCFB9492382F9D296E56B3B1A"><enum>(7)</enum><text>in subparagraph (F) (as redesignated by paragraph (5)), by striking <quote>not in excess</quote> and inserting <quote>during any period not in excess</quote>.</text>
				</paragraph></subsection><subsection id="id0612623F617B4CF1B6FBDE5C8F500396"><enum>(c)</enum><header>Perkins
 Loans</header><text>Section 464(c)(2)(A) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087dd">20 U.S.C. 1087dd(c)(2)(A)</external-xref>) is amended—</text>
 <paragraph id="id60BD7A869D644406BA62C3B4FC03158D"><enum>(1)</enum><text>in the matter preceding clause (i), by striking <quote>during any period</quote>;</text>
 </paragraph><paragraph id="id63172E22A03D4822965AD2553A423C8A"><enum>(2)</enum><text>in clause (i), by striking <quote>during which</quote> and inserting <quote>during any period during which</quote>;</text>

 </subclause><subclause id="id20B921BDF47648949407DA5C522D3BF3"><enum>(II)</enum><text>the 180-day period preceding the first day of such service;</text>
 </subclause></clause><clause id="idB8518EE0E7794F2B9523217D61009D90" indent="up1"><enum>(v)</enum><text>notwithstanding clause (iv)—</text> <subclause id="id29FC94F09ACD4994BA70ED269A5ABF40"><enum>(I)</enum><text>in the case of any borrower described in such clause whose call or order to duty is cancelled before the first day of the service described in subclause (I) or (II) of clause (iii) because of a personal injury in connection with training to prepare for such service, during the period described in clause (iv) and during an additional period equal to the duration of such service, as specified by or otherwise determined in the original call or order to duty; and</text>
 </subclause><subclause id="id2EBC051F127A4E538E8345B938C16709"><enum>(II)</enum><text>in the case of any borrower whose call or order to duty is cancelled before the first day of such service for a reason other than an injury described in subclause (I), during the period beginning on the date the call or order to duty is received by the borrower and ending on the date that is 14 days after such call or order to duty is cancelled;</text></subclause></clause><after-quoted-block>;
				</after-quoted-block></quoted-block>
 </paragraph><paragraph id="id2FFFBEB7D76B4F268103103DBE23E42D"><enum>(7)</enum><text>in clause (vi) (as redesignated by paragraph (5)), by striking <quote>not in excess</quote> and inserting <quote>during any period not in excess</quote>; and</text>
 </paragraph><paragraph id="id420EF89AA50D4E88ABE961CDF60EB697"><enum>(8)</enum><text>in clause (vii) (as redesignated by paragraph (5)), by striking <quote>during which</quote> and inserting <quote>during any period during which</quote>.</text>
				</paragraph></subsection><subsection commented="no" id="idB9037A85990949A79EFBA982E25B35E1"><enum>(d)</enum><header>Rule of
 construction</header><text>Nothing in the amendments made by this section shall be construed to authorize any refunding of any repayment of a loan.</text>
 </subsection><subsection id="id3CCEAE8126B44FB59E952F64773D6752"><enum>(e)</enum><header>Applicability</header><text>The amendments made by this section shall apply with respect to all loans made, insured, or guaranteed under title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070</external-xref> et seq.).</text>
			</subsection><subsection id="id5FFE09BDB65643D98F8C8FDB7FB4A81A"><enum>(f)</enum><header>Conforming
 amendments</header><text display-inline="yes-display-inline">Title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070">20 U.S.C. 1070</external-xref> et seq.) is further amended—</text>
 <paragraph id="idCDEA24B1B776485BAAF918E04FA12220"><enum>(1)</enum><text>in section 428B(d)(1)(A)(ii) (<external-xref legal-doc="usc" parsable-cite="usc/20/1078-2">20 U.S.C. 1078–2(d)(1)(A)(ii)</external-xref>), by striking <quote>428(b)(1)(M)(i)(I)</quote> and inserting <quote>or clause (i)(I), (iv), or (v) of section 428(b)(1)(M)</quote>; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id179339A098634D74A461B4EB04495034"><enum>(2)</enum><text>in section 493D(a) (<external-xref legal-doc="usc" parsable-cite="usc/20/1098f">20 U.S.C. 1098f(a)</external-xref>), by striking <quote>section 428(b)(1)(M)(iii), 455(f)(2)(C), or 464(c)(2)(A)(iii)</quote> and inserting <quote>clause (iii) or (iv) of section 428(b)(1)(M), subparagraph (C) or (D) of section 455(f)(2), or clause (iii) or (iv) of section 464(c)(2)(A)</quote>.</text>
				</paragraph></subsection></section><section id="H3D219BF9ACA547239D881EA3856C3F3E"><enum>6.</enum><header>Grant program to establish, maintain, and improve veteran student centers</header>
 <subsection id="idABFA2C1E355941CCBA4A23EBC9841160"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Part T of title VIII of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1161t">20 U.S.C. 1161t</external-xref>) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HC9B60EAE506B44BEB83C413043502789" style="OLC">
					<part id="H221351940BCA471CB49D06EBB9A4DBE3"><enum>T<?LEXA-Enum T?></enum><header>Grants for Veteran Student Centers</header>
						<section id="H82CC6EE830D845309AC1DD65839608C2"><enum>873.</enum><header>Grants for Veteran Student Centers</header>
 <subsection id="HADDB5AA4D2414D2B84048AAE7E2B28F3"><enum>(a)</enum><header>Grants authorized</header><text>Subject to the availability of appropriations under subsection (i), the Secretary shall award grants to institutions of higher education or consortia of institutions of higher education to assist in the establishment, maintenance, improvement, and operation of Veteran Student Centers. The Secretary shall award not more than 30 grants under this subsection.</text>
							</subsection><subsection id="H3A5DD8EBF7FD45EDBFE408AF6A78CE5B"><enum>(b)</enum><header>Eligibility</header>
 <paragraph id="HEC81EA1B949E4F789451E1A219087A9D"><enum>(1)</enum><header>Application</header><text>An institution or consortium seeking a grant under subsection (a) shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text>
 </paragraph><paragraph commented="no" id="H27EF2994A83B45D0B8E930797BF74F6C"><enum>(2)</enum><header>Criteria</header><text>The Secretary may award a grant under subsection (a) to an institution or a consortium if the institution or consortium meets each of the following criteria:</text>
 <subparagraph commented="no" id="H6075FF86D7124CE8A3F3907EE41E0570"><enum>(A)</enum><text display-inline="yes-display-inline">The institution or consortium enrolls in undergraduate or graduate courses—</text> <clause commented="no" id="H01D6D90AC32949A4AE3E37FE752A3CEB"><enum>(i)</enum><text>a significant number of veteran students, members of the Armed Forces serving on active duty, and members of a reserve component of the Armed Forces; or</text>
 </clause><clause commented="no" id="HBCA0E55ED74647C7B34DC6F83FABB9F1"><enum>(ii)</enum><text>a significant percentage of veteran students, as measured by comparing the overall enrollment of the institution or consortium to the number, for the most recent academic year for which data are available, of veteran students, members of the Armed Forces serving on active duty, and members of a reserve component of the Armed Forces who are enrolled in undergraduate or graduate courses at the institution or consortium.</text>
 </clause></subparagraph><subparagraph commented="no" id="HD825FB5A877646B7A118736E8EA97493"><enum>(B)</enum><text>The institution or consortium presents a sustainability plan to demonstrate that its Veteran Student Center will be maintained and will continue to operate after the grant period of the grant received under subsection (a) has ended.</text>
 </subparagraph></paragraph><paragraph id="HD9F79BA40B1B413C85291A695E68FDFB"><enum>(3)</enum><header>Additional criteria</header><text>In awarding grants under subsection (a), the Secretary—</text> <subparagraph id="HBF2C55E7DE2649B39153C67138C9D790"><enum>(A)</enum><text>shall consider institutions or consortia representing a broad spectrum of sectors and sizes, including institutions or consortia from urban, suburban, and rural regions of the United States; and</text>
 </subparagraph><subparagraph id="H5B335F0D4FBC4D9693C6BD77FCE5EB60"><enum>(B)</enum><text>may provide consideration to institutions or consortia that meet 1 or more of the following criteria:</text>
 <clause id="H0DE0C45B96FA46B997D6B1A25526B728"><enum>(i)</enum><text>The institution or consortium is located in a region or community that has a significant population of veterans.</text>
 </clause><clause id="H21725F98E8A74C66BC1373446C889D74"><enum>(ii)</enum><text display-inline="yes-display-inline">The institution or consortium carries out programs or activities that assist veterans in the local community and the spouses of veteran students.</text>
 </clause><clause id="HC2A0D31DEB6F4BF3A02F90F841C1EC17"><enum>(iii)</enum><text display-inline="yes-display-inline">The institution or consortium partners in its veteran-specific programming with nonprofit veteran service organizations, local workforce development organizations, or institutions of higher education.</text>
 </clause><clause id="H45CED5ECBE87429EB19DF8DA7422ADE9"><enum>(iv)</enum><text display-inline="yes-display-inline">The institution or consortium commits to hiring a staff at the Veteran Student Center that includes veterans (including veteran student volunteers and veteran students participating in a Federal work-study program under part C of title IV, a work-study program administered by the Secretary of Veteran Affairs, or a State work-study program).</text>
 </clause><clause id="HDAACC1A5248B4EBA8564425B1A5A738A"><enum>(v)</enum><text display-inline="yes-display-inline">The institution or consortium is willing to consider providing veteran students with academic credit for comparable subject-area training received while serving in the Armed Forces and commits to dedicating resources to helping its student veterans navigate their way through the transfer credit process.</text>
 </clause><clause id="HF4CB37A166AA435CA08921FF4225E29B"><enum>(vi)</enum><text display-inline="yes-display-inline">The institution or consortium commits to using a portion of the grant received under this section to develop an early warning veteran student retention program carried out by the Veteran Student Center.</text>
 </clause><clause id="HCC04DD8835494BB2B97C7AC06E491D4F"><enum>(vii)</enum><text display-inline="yes-display-inline">The institution or consortium commits to providing mental health counseling to its veteran students and their spouses.</text>
										</clause></subparagraph></paragraph></subsection><subsection id="HFD25481F1A144E1B99A41A91ECE5E6FC"><enum>(c)</enum><header>Use of funds</header>
 <paragraph id="id9E7119F689794807A10A1C9D5BDC79FB"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">An institution or consortium that is awarded a grant under subsection (a) shall use such grant to establish, maintain, improve, or operate a Veteran Student Center.</text>
 </paragraph><paragraph id="HC99185D5D41048429F61CE8AE4A6A786"><enum>(2)</enum><header>Other allowable uses</header><text display-inline="yes-display-inline">An institution or consortium receiving a grant under subsection (a) may use a portion of such funds to carry out supportive instruction services for student veterans, including—</text>
 <subparagraph id="H8F5F4967CD3A44C7A8E6BE203C916D53"><enum>(A)</enum><text display-inline="yes-display-inline">assistance with special admissions and transfer of credit from previous postsecondary education or experience; and</text>
 </subparagraph><subparagraph id="HC9C568071E7F47A09CF203A665BD1E2C"><enum>(B)</enum><text display-inline="yes-display-inline">any other support services the institution or consortium determines to be necessary to ensure the success of veterans on campus in achieving education and career goals.</text>
									</subparagraph></paragraph></subsection><subsection id="H8AA8586F4A444D269A0CBE874B86EDD8"><enum>(d)</enum><header>Amounts awarded</header>
 <paragraph id="HB9B6379AE2CB4B2BB5D27183329DA085"><enum>(1)</enum><header>Duration</header><text>Each grant awarded under subsection (a) shall be for a 4-year period.</text> </paragraph><paragraph id="HBEBDF467F2E94E68BD158C0836EE5F8D"><enum>(2)</enum><header>Total amount of grant and schedule</header><text>Each grant awarded under subsection (a) may not exceed a total of $500,000. The Secretary shall disburse to an institution or consortium the amounts awarded under the grant in such amounts and at such times during the grant period as the Secretary determines appropriate.</text>
 </paragraph></subsection><subsection id="HFD115C8AD3AF4084B84A6AA9E7740928"><enum>(e)</enum><header>Report</header><text>From the amounts appropriated to carry out this section, and not later than 3 years after the date on which the first grant is awarded under subsection (a), the Secretary shall submit to Congress a report on the grant program established under subsection (a), including—</text>
 <paragraph id="HB648F5726A7E46C5AAC4BE89EED44363"><enum>(1)</enum><text>the number of grants awarded;</text> </paragraph><paragraph id="H25276DEABF0D46D1A9E148547D0C1EA8"><enum>(2)</enum><text>the institutions of higher education and consortia that have received grants;</text>
 </paragraph><paragraph id="HBE33225A944742EBB59728B51283CB9C"><enum>(3)</enum><text>with respect to each such institution of higher education and consortium—</text> <subparagraph id="HEBD9CDB12B9441A6A0FB7F34DAA88E40"><enum>(A)</enum><text>the amounts awarded;</text>
 </subparagraph><subparagraph id="H97144E6C201F4F689786AEB55851BD86"><enum>(B)</enum><text>how such institution or consortium used such amounts;</text> </subparagraph><subparagraph id="H67BEB9E86C1044318CBA8E05B04DB397"><enum>(C)</enum><text>a description of the students to whom services were offered as a result of the award; and</text>
 </subparagraph><subparagraph id="H6525597EDF5E4723A272F9D08355360F"><enum>(D)</enum><text>data enumerating whether the use of the amounts awarded helped veteran students at the institution or consortium toward completion of a degree, certificate, or credential;</text>
 </subparagraph></paragraph><paragraph id="H4AE7E2AAF70249C6B6F7ADC293BCDD07"><enum>(4)</enum><text>best practices for veteran student success, identified by reviewing data provided by institutions and consortia that received a grant under this section; and</text>
 </paragraph><paragraph id="H13C41C14770045ACB0A9E20818F923E8"><enum>(5)</enum><text>a determination by the Secretary with respect to whether the grant program under this section should be extended or expanded.</text>
 </paragraph></subsection><subsection id="HCDAB62A4FA634A2388AEE2C52CC2F85A"><enum>(f)</enum><header>Termination</header><text>The authority of the Secretary to carry out the grant program established under subsection (a) shall terminate on the date that is 4 years after the date on which the first grant is awarded under subsection (a).</text>
 </subsection><subsection id="HDEBAEE33D6D14781BC67A3B4EF4EC3CD"><enum>(g)</enum><header>Department of education best practices website</header><text display-inline="yes-display-inline">Subject to the availability of appropriations under subsection (i) and not later than 3 years after the date on which the first grant is awarded under subsection (a), the Secretary shall develop and implement a website for veteran student services at institutions of higher education, which details best practices for serving veteran students at institutions of higher education.</text>
 </subsection><subsection id="H078AC136598F44D1B1B9DBFFFBFD1596"><enum>(h)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H12AFBAF63B64474BB5D4C45A817B70CE"><enum>(1)</enum><header>Institution of higher education</header><text>The term <quote>institution of higher education</quote> has the meaning given the term in section 101.</text>
 </paragraph><paragraph id="H32AABB4E768D4E2CA055F02AD28D50A3"><enum>(2)</enum><header>Veteran Student Center</header><text>The term <quote>Veteran Student Center</quote> means a dedicated space on a campus of an institution of higher education that provides students who are veterans or members of the Armed Forces with the following:</text>
 <subparagraph id="H5C74F05B141D4A25ABDDBF40FE6399E7"><enum>(A)</enum><text>A lounge or meeting space for such veteran students, their spouses or partners, and veterans in the community.</text>
 </subparagraph><subparagraph id="HCD5BEDA265954BC5906D7830A853A848"><enum>(B)</enum><text>A centralized office for veteran services that—</text> <clause id="H4EB6732E24814F24BDDCAFE92A9F0AFC"><enum>(i)</enum><text>is a single point of contact to coordinate comprehensive support services for veteran students;</text>
 </clause><clause id="H163D4C44597C4E1DA31961E8080CA074"><enum>(ii)</enum><text display-inline="yes-display-inline">is staffed by trained employees and volunteers, which includes veterans and at least 1 full-time employee or volunteer who is trained as a veterans’ benefits counselor;</text>
 </clause><clause id="H7F1340E5BD1E4189ACDA25AE2C4C9CBA"><enum>(iii)</enum><text>provides veteran students with assistance relating to—</text> <subclause id="HD364A4516CBF43019780EB3F7A32B87F"><enum>(I)</enum><text>transitioning from the military to student life;</text>
 </subclause><subclause id="HD448C46A48FD4ACD9DA3F0CB2ACE80D2"><enum>(II)</enum><text>transitioning from the military to the civilian workforce;</text> </subclause><subclause id="HC2A9AFBF58EF485EBC226E8604B52731"><enum>(III)</enum><text>networking with other veteran students and veterans in the community;</text>
 </subclause><subclause id="H93DB197BA3DB4971A12AB428BE7AB178"><enum>(IV)</enum><text>understanding and obtaining benefits provided by the institution of higher education, Federal Government, and State for which such students may be eligible;</text>
 </subclause><subclause id="HF8E3AD022C154A85BFA9F6D533784EF1"><enum>(V)</enum><text display-inline="yes-display-inline">understanding how to succeed in the institution of higher education, including by understanding academic policies, the course selection process, and institutional policies and practices related to the transfer of academic credits; and</text>
 </subclause><subclause id="H3C5C3F6D726B47CF94D44AE8BE803F24"><enum>(VI)</enum><text display-inline="yes-display-inline">understanding their disability-related rights and protections under the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12101">42 U.S.C. 12101</external-xref> et seq.) and section 504 of the Rehabilitation Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/29/794">29 U.S.C. 794</external-xref>); and</text>
 </subclause></clause><clause id="H57C7383CC4864DF6A933D625EF383F63"><enum>(iv)</enum><text>provides comprehensive academic and tutoring services for veteran students, including peer-to-peer tutoring and academic mentorship.</text>
 </clause></subparagraph></paragraph></subsection><subsection id="H58B56FEC6B254372B0BC246B3440A8EB"><enum>(i)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this part such sums as may be necessary for fiscal year 2017 and each of the 3 succeeding fiscal years.</text></subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="H963454C233574CCE8CB1688501CB2105"><enum>(b)</enum><header>Continuation of awards</header><text display-inline="yes-display-inline">An institution of higher education that received a grant under section 873 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1161t">20 U.S.C. 1161t</external-xref>) before the date of enactment of this Act, as such section 873 (<external-xref legal-doc="usc" parsable-cite="usc/20/1161t">20 U.S.C. 1161t</external-xref>) was in effect on the day before the date of enactment of this Act, shall continue to receive funds in accordance with the terms and conditions of such grant.</text>
			</subsection></section><section id="id4CFF8A3E289D4D599F858AF9D466C09B" section-type="subsequent-section"><enum>7.</enum><header>Modification of basis
			 for annual adjustments in amounts of educational assistance for members of
			 the
			 Selected Reserve</header>
			<subsection id="id8576208E586E420193E6314AA035059C"><enum>(a)</enum><header>In
 general</header><text display-inline="yes-display-inline">Section 16131(b)(2) of title 10, United States Code, is amended by striking <quote>equal to</quote> and all that follows and inserting the following: “not less than the percentage by which—</text>
				<quoted-block display-inline="no-display-inline" id="idB7FB6A001C434CBBA90E40921D6A6F29" style="OLC">
 <subparagraph id="id87BEAC863CCC4ADBBFF0B4DCCDA9F72E" indent="up1"><enum>(A)</enum><text>the average cost of undergraduate tuition in the United States, as determined by the National Center for Education Statistics, for the last academic year preceding the beginning of the fiscal year for which the increase is made, exceeds</text>
 </subparagraph><subparagraph id="idB46454D504794A738709E01FB797E1DD" indent="up1"><enum>(B)</enum><text>the average cost of undergraduate tuition in the United States, as so determined, for the academic year preceding the academic year described in subparagraph (A).</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id9F182C4BDE074D16A3A51CADD8D15FFC"><enum>(b)</enum><header>Effective
 date</header><text>The amendment made by subsection (a) shall take effect on October 1, 2017, and shall apply to adjustments in amounts of educational assistance for members of the Selected Reserve that are made for fiscal years beginning on or after that date.</text>
			</subsection></section><section id="H0905BF61872B419B818B0002115050D1" section-type="subsequent-section"><enum>8.</enum><header>Monthly stipend for certain members of the reserve components of the Armed Forces</header>
 <subsection id="H4649793214AC459A81D6B758741C335C"><enum>(a)</enum><header>In general</header><text>Section 3313 of title 38, United States Code, is amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H6FB70B6104B24A99BBCF97F3741DFF57" style="USC">
					<subsection commented="no" id="HACE066B71C2B4753B19C9CDDAA905FB0"><enum>(j)</enum><header>Determination of monthly stipends during certain active duty service</header>
 <paragraph commented="no" display-inline="no-display-inline" id="H65E84E0CAD7647E88E010E8CC09CF69C"><enum>(1)</enum><header>Pro rata basis</header><text display-inline="yes-display-inline">In any month in which an individual described in paragraph (2) is performing active duty service described in section 3301(1)(B) of this title, the Secretary shall determine the amount of monthly stipends payable under this section for such month on a pro rata basis for the period of such month in which the covered individual is not performing such active duty service.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDAE61C9582A84C1C8A17C62CAAB1153B"><enum>(2)</enum><header>Individual described</header><text>An individual described in this paragraph is an individual who is—</text> <subparagraph commented="no" id="H3411DB640E1749CCA257189121E781CE"><enum>(A)</enum><text>a member of the reserve components of the Armed Forces; and</text>
 </subparagraph><subparagraph commented="no" id="H54B88DAC738546449279766052118064"><enum>(B)</enum><text>pursuing a program of education using educational assistance under this chapter.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </subsection><subsection commented="no" display-inline="no-display-inline" id="H1BE59090FCFF4D2F915D66733D37255A"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">The amendment made by subsection (a) shall apply with respect to a quarter, semester, or term, as applicable, commencing on or after August 1, 2016.</text></subsection></section></legis-body>
