General requirements for youth-serving amateur sports organizations.</toc-entry></toc></subsection></section><title commented="no" id="idE0D1B96FD6CB43C29EBCD746547CC37D" level-type="subsequent" style="OLC"><enum>I</enum><header display-inline="yes-display-inline">Protecting young victims from sexual abuse</header><section commented="no" display-inline="no-display-inline" id="ida2fd1f45-1c1a-421e-a586-f249bb905b31" section-type="subsequent-section"><enum>101.</enum><header display-inline="yes-display-inline">Required reporting of child and sexual abuse</header><subsection commented="no" display-inline="no-display-inline" id="id68388ced-5b4f-4c02-a802-8ebbab946897"><enum>(a)</enum><header display-inline="yes-display-inline">Reporting requirement</header><text display-inline="yes-display-inline">Section 226 of the Victims of Child Abuse Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/34/20341">34 U.S.C. 20341</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id3fda03d0-6578-4d91-addb-eaf106f80692"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id5a16d0ca-4c28-4705-aad1-373c2e10df10"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>A person who</quote> and inserting the following:</text><quoted-block display-inline="no-display-inline" id="idd6aeeec5-ab3b-46a4-b649-a4ded9595946" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="idf4cbeced-a7d1-42c2-88f2-ccc265609ca1"><enum>(1)</enum><header display-inline="yes-display-inline">Covered professionals</header><text display-inline="yes-display-inline">A person who</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2790ea24-5eab-4298-9bc3-244827c1a5de"><enum>(B)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idd493d289-2005-4eca-a656-25962ddeaf3d" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="ide65cf1d1-0dc5-4e0d-a4a2-8621fe7f7ff9"><enum>(2)</enum><header display-inline="yes-display-inline">Covered individuals</header><text display-inline="yes-display-inline">A covered individual who learns of facts that give reason to suspect that a child has suffered an incident of child abuse, including sexual abuse, shall as soon as possible make a report of the suspected abuse to the agency designated by the Attorney General under subsection (d).</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4a581e20-01bc-4e33-8efc-0b6575602423"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b), in the matter preceding paragraph (1), by striking <quote>subsection (a)</quote> and inserting <quote>subsection (a)(1)</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7f684a26-16af-4fca-b763-7771a50d2715"><enum>(3)</enum><text display-inline="yes-display-inline">in subsection (c)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idc99e8bb6-4f7e-44e6-9e11-a0d19fbba82d"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (7), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8846cf73-bdaa-4387-a2e7-978850f6a01a"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (8), by striking the period at the end and inserting a semicolon; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfd56ad6c-6f32-41f5-9bf3-aa2d3fbae213"><enum>(C)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id5797a123-6e3f-473f-ab64-50252b39297f" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="id5f9139e3-5f39-4aff-b7c9-a5644a006361"><enum>(9)</enum><text display-inline="yes-display-inline">the term <term>covered individual</term> means an adult who is authorized, by a national governing body, a member of a national governing body, or an amateur sports organization that participates in interstate or international amateur athletic competition, to interact with a minor or amateur athlete at an amateur sports organization facility or at any event sanctioned by a national governing body, a member of a national governing body, or such an amateur sports organization;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idCE11CB71E1CA43A8ABC051BD7B05AD82"><enum>(10)</enum><text display-inline="yes-display-inline">the term <term>event</term> includes travel, lodging, practice, competition, and health or medical treatment;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida39a7ddc-1503-4c7c-bea4-55d1380a40fe"><enum>(11)</enum><text display-inline="yes-display-inline">the terms <term>amateur athlete</term>, <term>amateur athletic competition</term>, <term>amateur sports organization</term>, <term>international amateur athletic competition</term>, and <term>national governing body</term> have the meanings given the terms in section 220501(b) of title 36, United States Code; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9715845E361B43F787885E354B2C7560"><enum>(12)</enum><text display-inline="yes-display-inline">the term <term>as soon as possible</term> means within a 24-hour period.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id78e386d0-ca80-452f-980e-94abf2e707c3"><enum>(4)</enum><text display-inline="yes-display-inline">in subsection (d), in the first sentence, by inserting <quote>and for all covered individuals</quote> after <quote>reside</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id92ae034b-ffad-4d4d-8c1e-9ce50770a120"><enum>(5)</enum><text display-inline="yes-display-inline">in subsection (f), in the first sentence—</text><subparagraph commented="no" display-inline="no-display-inline" id="id9bb2b1fb-221d-496a-a373-cfdfa8aa955c"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>and on all</quote> and inserting <quote>on all</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idcc03bef3-8a21-4741-b873-e381c4626720"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting <quote>and for all covered individuals,</quote> after <quote>lands,</quote>;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida4528340-25b4-4ec7-a742-42c12ac9b757"><enum>(6)</enum><text display-inline="yes-display-inline">in subsection (h), by inserting <quote>and all covered individuals,</quote> after <quote>facilities,</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA330742D973045E192D56D1DE3A8973A"><enum>(7)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id25CAFCF9B18344C99E7F539C90F61052" style="OLC"><subsection commented="no" display-inline="no-display-inline" id="idCF709C93DC8848C7B03E113C053270B0"><enum>(i)</enum><header display-inline="yes-display-inline">Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section shall be construed to require a victim of child abuse to self-report the abuse.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idA3204EE20D3C43E1B1EC4A5D2202B512"><enum>(b)</enum><header display-inline="yes-display-inline">Penalty for failure To report</header><text display-inline="yes-display-inline">Section 2258 of title 18, United States Code, is amended by inserting <quote>or a covered individual as described in subsection (a)(2) of such section 226 who,</quote> after <quote>facility,</quote>.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="id2b53cdf2-f576-4508-9080-689d6e957932" section-type="subsequent-section"><enum>102.</enum><header display-inline="yes-display-inline">Civil remedy for personal injuries</header><text display-inline="no-display-inline">Section 2255 of title 18, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id4f162ba4-236d-49a8-8925-5aa387bdf33d"><enum>(1)</enum><text display-inline="yes-display-inline">by striking subsection (a) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="id93a8c493-34b1-47f2-9d72-b45e21f45868" style="OLC"><subsection commented="no" display-inline="no-display-inline" id="id77f0372e-f4d8-4287-bc67-270671cba1b3"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Any person who, while a minor, was a victim of a violation of section 1589, 1590, 1591, 2241(c), 2242, 2243, 2251, 2251A, 2252, 2252A, 2260, 2421, 2422, or 2423 of this title and who suffers personal injury as a result of such violation, regardless of whether the injury occurred while such person was a minor, may sue in any appropriate United States District Court and shall recover the actual damages such person sustains or liquidated damages in the amount of $150,000, and the cost of the action, including reasonable attorney’s fees and other litigation costs reasonably incurred. The court may also award punitive damages and such other preliminary and equitable relief as the court determines to be appropriate.</text></subsection><after-quoted-block>; </after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id89dec239-f932-43fe-a077-22537344cbeb"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b), by striking <quote>filed within</quote> and all that follows through the end and inserting the following:</text><quoted-block display-inline="yes-display-inline" id="idf44bacd8-282b-4ca5-8222-31af350f0855" style="OLC"><text>filed—</text><paragraph commented="no" display-inline="no-display-inline" id="idf9bb2a6b-66ae-40e3-b1a0-823497cccfc9"><enum>(1)</enum><text display-inline="yes-display-inline">not later than 10 years after the date on which the plaintiff reasonably discovers the later of—</text><subparagraph commented="no" display-inline="no-display-inline" id="idecc8e7ec-ebd7-4efb-9007-af1ff0c32ad5"><enum>(A)</enum><text display-inline="yes-display-inline">the violation that forms the basis for the claim; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd8d8dfbf-bd73-4089-9da5-1872a3522f82"><enum>(B)</enum><text display-inline="yes-display-inline">the injury that forms the basis for the claim; or</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb8140942-9b5a-4506-8499-9002b666dd8d"><enum>(2)</enum><text display-inline="yes-display-inline">not later than 10 years after the date on which the victim reaches 18 years of age.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id16e78be0-917a-43c7-a67e-d2982815124f"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="id14b471e2-a148-4a80-b8be-80dc537f658e" style="OLC"><subsection commented="no" display-inline="no-display-inline" id="id38d10e40-3b13-4293-846e-18945fc5fb63"><enum>(c)</enum><header display-inline="yes-display-inline">Venue; Service of process</header><paragraph commented="no" display-inline="no-display-inline" id="id77975ee4-cd57-42f8-b290-89eef4fba0b5"><enum>(1)</enum><header display-inline="yes-display-inline">Venue</header><text display-inline="yes-display-inline">Any action brought under subsection (a) may be brought in the district court of the United States that meets applicable requirements relating to venue under section 1391 of title 28.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id44dc2b93-0b72-49e6-8208-f34f62f2461b"><enum>(2)</enum><header display-inline="yes-display-inline">Service of process</header><text display-inline="yes-display-inline">In an action brought under subsection (a), process may be served in any district in which the defendant—</text><subparagraph commented="no" display-inline="no-display-inline" id="id9669c81f-b823-4341-8bf9-ac99b70118ed"><enum>(A)</enum><text display-inline="yes-display-inline">is an inhabitant; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id53720cee-6795-41a0-8d5b-c5f5e72770b4"><enum>(B)</enum><text display-inline="yes-display-inline">may be found.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></title><title commented="no" id="idD2D886B1D34C4C2B9885FA31E276ADB0" level-type="subsequent" style="OLC"><enum>II</enum><header display-inline="yes-display-inline">United States Center for Safe Sport authorization</header><section commented="no" display-inline="no-display-inline" id="id1ed9bf4b-0112-45dd-9739-3b3ccd63288d" section-type="subsequent-section"><enum>201.</enum><header display-inline="yes-display-inline">Expansion of the purposes of the corporation</header><text display-inline="no-display-inline">Section 220503 of title 36, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id603e8f01-5c38-4fd8-bac4-4c1cf1ad4e1e"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (13), by striking <quote>; and</quote> and inserting a semicolon;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id76ad190b-86e8-4987-be85-91526fa96911"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (14), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idad08a9da-3b08-4e40-ba87-4688c435f64d"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="ideb4dc94e-1bb8-4bc6-b593-bd5883db5150" style="OLC"><paragraph commented="no" display-inline="no-display-inline" id="idefb7d1dd-7f2c-4489-929f-8a4225213621"><enum>(15)</enum><text display-inline="yes-display-inline">to promote a safe environment in sports that is free from abuse, including emotional, physical, and sexual abuse, of any amateur athlete.</text></paragraph><after-quoted-block>. </after-quoted-block></quoted-block></paragraph></section><section commented="no" display-inline="no-display-inline" id="id95369285-68c6-4e08-b06a-ebd147282dd1" section-type="subsequent-section"><enum>202.</enum><header display-inline="yes-display-inline">Designation of the United States Center for Safe Sport</header><subsection commented="no" display-inline="no-display-inline" id="idb45dffec-154b-45c2-a8f6-a8b67d0d056f"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/36/2205">Chapter 2205</external-xref> of title 36, United States Code, is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="idCC0A84DD1696422B964AB0B723EC17E2" style="USC"><subchapter commented="no" id="ida698b29d-40f4-4ad4-a500-7c18a1306c59" level-type="subsequent" style="OLC"><enum>III</enum><header display-inline="yes-display-inline">United States Center for Safe Sport</header><section commented="no" display-inline="no-display-inline" id="ide0c390ce-1c4a-4feb-aec2-d0b2fbe7b45d" section-type="subsequent-section"><enum>220541.</enum><header display-inline="yes-display-inline">Designation of United States Center for Safe Sport</header><subsection commented="no" display-inline="no-display-inline" id="idae9e4726-2908-4c17-b139-cbb4927fa73f"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The United States Center for Safe Sport shall—</text><paragraph commented="no" display-inline="no-display-inline" id="id72d89a77-0ec6-4fc5-89f0-ed8f19c8f97b"><enum>(1)</enum><text display-inline="yes-display-inline">serve as the independent national safe sport organization and be recognized worldwide as the independent national safe sport organization for the United States;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfd64986f-3ecd-4087-807e-db644c9ec62f"><enum>(2)</enum><text display-inline="yes-display-inline">exercise jurisdiction over the corporation, each national governing body, and each paralympic sports organization with regard to safeguarding amateur athletes against abuse, including emotional, physical, and sexual abuse, in sports;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida58c67c3-a096-4cbd-903b-89c2acb1dd20"><enum>(3)</enum><text display-inline="yes-display-inline">maintain an office for education and outreach that shall develop training, oversight practices, policies, and procedures to prevent the abuse, including emotional, physical, and sexual abuse, of amateur athletes participating in amateur athletic activities through national governing bodies and paralympic sports organizations;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0bb0754a-9a4c-4866-8481-034cb0f6829f"><enum>(4)</enum><text display-inline="yes-display-inline">maintain an office for response and resolution that shall establish mechanisms that allow for the reporting, investigation, and resolution, pursuant to subsection (c), of alleged sexual abuse in violation of the Center's policies and procedures; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb3c5e301-1977-4c6b-bbb6-948357e2eadb"><enum>(5)</enum><text display-inline="yes-display-inline">ensure that the mechanisms under paragraph (4) provide fair notice and an opportunity to be heard and protect the privacy and safety of complainants.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ide30309c1-e202-4c5b-b795-d46ad83e3820"><enum>(b)</enum><header display-inline="yes-display-inline">Policies and procedures</header><text display-inline="yes-display-inline">The policies and procedures developed under subsection (a)(3) shall apply as though they were incorporated in and made a part of section 220524 of this title.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idA2EE646707D34ECC81773E9B1808F9D5"><enum>(c)</enum><header display-inline="yes-display-inline">Binding arbitration</header><paragraph commented="no" display-inline="no-display-inline" id="id3AA1698702A64D82B0C2C3D14281BF08"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Center may, in its discretion, utilize a neutral arbitration body and develop policies and procedures to resolve allegations of sexual abuse within its jurisdiction to determine the opportunity of any amateur athlete, coach, trainer, manager, administrator, or official, who is the subject of such an allegation, to participate in amateur athletic competition.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9FA9754AE7B441DA844931686EF05A50"><enum>(2)</enum><header display-inline="yes-display-inline">Preservation of rights</header><text display-inline="yes-display-inline">Nothing in this section shall be construed as altering, superseding, or otherwise affecting the right of an individual within the Center’s jurisdiction to pursue civil remedies through the courts for personal injuries arising from abuse in violation of the Center’s policies and procedures, nor shall the Center condition the participation of any such individual in a proceeding described in paragraph (1) upon an agreement not to pursue such civil remedies.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ida0036ee2-a697-48a2-a0db-6c7cb7a7037c"><enum>(d)</enum><header display-inline="yes-display-inline">Limitation on liability</header><paragraph commented="no" display-inline="no-display-inline" id="idf40d0528-cd86-435a-a5b7-7d0d1adeded9"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Except as provided in paragraph (2), an applicable entity shall not be liable for damages in any civil action for defamation, libel, slander, or damage to reputation arising out of any action or communication, if the action arises from the execution of the responsibilities or functions described in this section, section 220542, or section 220543.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd2983a49-bd93-432b-8055-5b0af87d9ae6"><enum>(2)</enum><header display-inline="yes-display-inline">Exception</header><text display-inline="yes-display-inline">Paragraph (1) shall not apply in any action in which an applicable entity acted with actual malice, or provided information or took action not pursuant to this section, section 220542, or section 220543.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idBD6CCD0FF89C4DBF820E4B6C77C39DAE"><enum>(3)</enum><header display-inline="yes-display-inline">Definition of applicable entity</header><text display-inline="yes-display-inline">In this subsection, the term <term>applicable entity</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="idF5D4C80F069B44A3B929B856B0E87CB6"><enum>(A)</enum><text display-inline="yes-display-inline">the Center;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id81BD4D65D1594F3C9C57D9CF89D6B918"><enum>(B)</enum><text display-inline="yes-display-inline">a national governing body;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idBA69196F3DC64E38AFE3BF51195DC5A7"><enum>(C)</enum><text display-inline="yes-display-inline">a paralympic sports organization;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id60B41A56F7294B4EBA27A19E306C8E97"><enum>(D)</enum><text display-inline="yes-display-inline">an amateur sports organization or other person sanctioned by a national governing body under section 220525;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD2F63C6CD8604D32A574DA5596C08976"><enum>(E)</enum><text display-inline="yes-display-inline">an amateur sports organization reporting under section 220530;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id90A81C2E8A414997B3AD3C80FFBC674A"><enum>(F)</enum><text display-inline="yes-display-inline">any officer, employee, agent, or member of an entity described in subparagraph (A), (B), (C), (D), or (E); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1811B04FB5DA4FECB7EDB5B3E9F7CF94"><enum>(G)</enum><text display-inline="yes-display-inline">any individual participating in a proceeding pursuant to this section.</text></subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id662860b2-c496-4a89-bfd9-ccd01d7b4d10" section-type="subsequent-section"><enum>220542.</enum><header display-inline="yes-display-inline">Additional duties.</header><subsection commented="no" display-inline="no-display-inline" id="id4ae412af-997a-4552-b4b0-89f022e40293"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Center shall—</text><paragraph commented="no" display-inline="no-display-inline" id="idc24c68c3-bf18-4a76-ac17-34ebbc1fbc4c"><enum>(1)</enum><text display-inline="yes-display-inline">develop training, oversight practices, policies, and procedures for implementation by a national governing body or paralympic sports organization to prevent the abuse, including emotional, physical, and sexual abuse, of any amateur athlete; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida4b613ab-404e-4ef6-a708-9cb88c6add00"><enum>(2)</enum><text display-inline="yes-display-inline">include in the policies and procedures developed under section 220541(a)(3)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id2cbde52c-05ab-48dc-be57-2eb36baf75f4"><enum>(A)</enum><text display-inline="yes-display-inline">a requirement that all adult members of a national governing body, a paralympic sports organization, or a facility under the jurisdiction of a national governing body or paralympic sports organization, and all adults authorized by such members to interact with an amateur athlete, report immediately any allegation of child abuse of an amateur athlete who is a minor to—</text><clause commented="no" display-inline="no-display-inline" id="id34817D7D5F794D13A742AFEC1F28A406"><enum>(i)</enum><text display-inline="yes-display-inline">the Center, whenever such members or adults learn of facts leading them to suspect reasonably that an amateur athlete who is a minor has suffered an incident of child abuse; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idC7AA6E61943B42D4A682251DA9C109C0"><enum>(ii)</enum><text display-inline="yes-display-inline">law enforcement consistent with section 226 of the Victims of Child Abuse Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/34/20341">34 U.S.C. 20341</external-xref>);</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id456efc71-58a3-45c7-910e-f50778fe26c1"><enum>(B)</enum><text display-inline="yes-display-inline">a mechanism, approved by a trained expert on child abuse, that allows a complainant to report easily an incident of child abuse to the Center, a national governing body, law enforcement authorities, or other appropriate authorities;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idec981d20-76d5-46dd-932d-69567af6b4c9"><enum>(C)</enum><text display-inline="yes-display-inline">reasonable procedures to limit one-on-one interactions between an amateur athlete who is a minor and an adult (who is not the minor’s legal guardian) at a facility under the jurisdiction of a national governing body or paralympic sports organization without being in an observable and interruptible distance from another adult, except under emergency circumstances;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9485dc56-edd9-452c-aeec-b7d71e9f971c"><enum>(D)</enum><text display-inline="yes-display-inline">procedures to prohibit retaliation, by any national governing body or paralympic sports organization, against any individual who makes a report under subparagraph (A) or subparagraph (B);</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfc79a518-6452-4b9a-b99d-e424dc340ad2"><enum>(E)</enum><text display-inline="yes-display-inline">oversight procedures, including regular and random audits conducted by subject matter experts unaffiliated with, and independent of, a national governing body or a paralympic sports organization of each national governing body and paralympic sports organization to ensure that policies and procedures developed under that section are followed correctly and that consistent training is offered and given to all adult members who are in regular contact with amateur athletes who are minors, and subject to parental consent, to members who are minors, regarding prevention of child abuse; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3d95ea38-4106-4edf-a70d-3ff8db8fd9b1"><enum>(F)</enum><text display-inline="yes-display-inline">a mechanism by which a national governing body or paralympic sports organization can—</text><clause commented="no" display-inline="no-display-inline" id="id608d27cd-7094-4ada-983e-2f25b40ae94c"><enum>(i)</enum><text display-inline="yes-display-inline">share confidentially a report of suspected child abuse of an amateur athlete who is a minor by a member of a national governing body or paralympic sports organization, or an adult authorized by a national governing body, paralympic sports organization, or an amateur sports organization to interact with an amateur athlete who is a minor, with the Center, which in turn, may share with relevant national governing bodies, paralympic sports organizations, and other entities; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id4e69f72d-dd90-400a-b79b-846a4e6b683e"><enum>(ii)</enum><text display-inline="yes-display-inline">withhold providing to an adult who is the subject of an allegation of child abuse authority to interact with an amateur athlete who is a minor until the resolution of such allegation.</text></clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idd359fe4b-c217-4998-ab61-2cd6eb305990"><enum>(b)</enum><header display-inline="yes-display-inline">Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section shall be construed to limit the ability of a national governing body or paralympic sports organization to impose an interim measure to prevent an individual who is the subject of an allegation of sexual abuse from interacting with an amateur athlete prior to the Center exercising its jurisdiction over a matter.</text></subsection></section><section commented="no" display-inline="no-display-inline" id="ida4a4c3c6-23e9-40e2-912c-a349d0589408" section-type="subsequent-section"><enum>220543.</enum><header display-inline="yes-display-inline">Records, audits, and reports</header><subsection commented="no" display-inline="no-display-inline" id="idf6806576-b208-476f-816c-fbb524097bc0"><enum>(a)</enum><header display-inline="yes-display-inline">Records</header><text display-inline="yes-display-inline">The Center shall keep correct and complete records of account.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id15bd20b2-0921-4126-b7da-61ba096ff47f"><enum>(b)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">The Center shall submit an annual report to Congress, including—</text><paragraph commented="no" display-inline="no-display-inline" id="id9841c7f2-22ee-46dd-8d58-b32f4312252d"><enum>(1)</enum><text display-inline="yes-display-inline">an audit conducted and submitted in accordance with section 10101; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id67d4ac63-aef4-43e1-a31f-a59f71e56b73"><enum>(2)</enum><text display-inline="yes-display-inline">a description of the activities of the Center.</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="iddd9a586c-5466-4813-b754-0ba0211a460f" section-type="subsequent-section"><enum>220544.</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text display-inline="no-display-inline">There is authorized to be appropriated to the Center $1,000,000 for each of fiscal years 2018 through 2021.</text></section></subchapter><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="id9057adaf-ba69-417e-a89a-3eec43e4ae37"><enum>(b)</enum><header display-inline="yes-display-inline">Conforming amendment</header><text display-inline="yes-display-inline">Section 220501(b) of title 36, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id325f6baa-a62a-4de4-91ba-2eb9812de590"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (4) through (8) as paragraphs (6) through (10), respectively; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id32dea0d0-94f8-4121-9a03-9874dd898db7"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd02fcccf479348b19f25a9a38bac61d6"><enum>(4)</enum><text display-inline="yes-display-inline">prohibit retaliation, by the applicable amateur sports organization, against any individual who makes a report under paragraph (1).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idBC7C58D0E613422A9AB2CC443D54E0FF"><enum>(b)</enum><header display-inline="yes-display-inline">Definition of applicable amateur sports organization</header><text display-inline="yes-display-inline">In this section, the term <term>applicable amateur sports organization</term> means an amateur sports organization—</text><paragraph commented="no" display-inline="no-display-inline" id="id510B94C29BDE45E281C332BAC088444C"><enum>(1)</enum><text display-inline="yes-display-inline">that is not otherwise subject to the requirements under subchapter III;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6519FACD888340CA99E2D6F81DE40555"><enum>(2)</enum><text display-inline="yes-display-inline">that participates in an interstate or international amateur athletic competition;
