			 for the Veterans Choice Program, and for other purposes. </official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause">
 <section id="idF0F7EE04A17A43C9840E58F0EF3F2AF9" section-type="section-one"><enum>1.</enum><header>Modification of termination date for Veterans Choice Program</header><text display-inline="no-display-inline">Section 101(p)(2) of the Veterans Access, Choice, and Accountability Act of 2014 (<external-xref legal-doc="public-law" parsable-cite="pl/113/146">Public Law 113–146</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/1701">38 U.S.C. 1701</external-xref> note) is amended by striking <quote>, or the date that is 3 years after the date of the enactment of this Act, whichever occurs first</quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="idB7ABF5812CE3441CB0AF95A740EE5FA7"><enum>2.</enum><header>Elimination of requirement to act as secondary payer for care relating to non-service-connected
			 disabilities and recovery of costs for certain care under Choice Program</header>
 <subsection commented="no" display-inline="no-display-inline" id="id866D1B63E7574296B3650328E18FA208"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 101(e) of the Veterans Access, Choice, and Accountability Act of 2014 (<external-xref legal-doc="public-law" parsable-cite="pl/113/146">Public Law 113–146</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/1701">38 U.S.C. 1701</external-xref> note) is amended—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="id8FCDF573A78C49188E34A6F4A5AC1513"><enum>(1)</enum><text>in the subsection heading, by striking <quote><header-in-text level="subsection" style="OLC">Other health-care plan</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">Responsibility for costs of certain care</header-in-text></quote>;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6323CF4370134D2FB4D01CB8444D0B94"><enum>(2)</enum><text>in paragraph (1), in the paragraph heading, by striking <quote><header-in-text level="paragraph" style="OLC">to Secretary</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="OLC">on health-care plans</header-in-text></quote>;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8FB50C9F28FF4DC08F1E94099839A936"><enum>(3)</enum><text>by striking paragraphs (2) and (3);</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA7567A661A5541AAAD071D3BFD065C42"><enum>(4)</enum><text>by redesignating paragraph (4) as paragraph (2); and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC66E5FCE5BD644679D9A966F0F2F46BF"><enum>(5)</enum><text>by adding at the end the following new paragraph:</text> <quoted-block display-inline="no-display-inline" id="idF4EC7B34BA8C483399C4F9D7E5FA6AED" style="OLC"> <paragraph commented="no" display-inline="no-display-inline" id="idABBE154508D64A06A2D42E81B99CAB6A"><enum>(3)</enum><header>Recovery of costs for certain care</header> <subparagraph commented="no" display-inline="no-display-inline" id="idF5AE3882B622424D84F57F5EEB93DC62"><enum>(A)</enum><header>In general</header><text>In any case in which an eligible veteran is furnished hospital care or medical services under this section for a non-service-connected disability described in subsection (a)(2) of section 1729 of title 38, United States Code, or for a condition for which recovery is authorized or with respect to which the United States is deemed to be a third party beneficiary under <external-xref legal-doc="public-law" parsable-cite="pl/87/693">Public Law 87–693</external-xref>, commonly known as the <quote>Federal Medical Care Recovery Act</quote> (<external-xref legal-doc="usc" parsable-cite="usc/42/2651">42 U.S.C. 2651</external-xref> et seq.), the Secretary shall recover or collect from a third party (as defined in subsection (i) of such section 1729) reasonable charges for such care or services to the extent that the veteran (or the provider of the care or services) would be eligible to receive payment for such care or services from such third party if the care or services had not been furnished by a department or agency of the United States.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE6F6909F849846038AF105002D96BD57"><enum>(B)</enum><header>Use of amounts</header><text>Amounts collected by the Secretary under subparagraph (A) shall be deposited in the Medical Community Care account of the Department. Amounts so deposited shall remain available until expended.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id9BB4A72B6B244037BE713F4875792103"><enum>(b)</enum><header>Conforming amendment</header><text>Paragraph (1) of such section is amended by striking <quote>paragraph (4)</quote> and inserting <quote>paragraph (2)</quote>.</text> </subsection></section><section id="HE428825C038D4F36ACC6A24D4B19D19E"><enum>3.</enum><header>Authority to disclose certain medical records of veterans who receive non-Department of Veterans Affairs health care</header><text display-inline="no-display-inline">Section 7332(b)(2) of title 38, United States Code, is amended by adding at the end the following new subparagraph:</text>
			<quoted-block display-inline="no-display-inline" id="H7FBEE8993EF543AF962B3AC027A7E51A" style="OLC">
 <subparagraph id="H8BB31BE69B824F72A2561032DE83A5BF" indent="up1"><enum>(H)</enum><clause commented="no" display-inline="yes-display-inline" id="H22EDB4C6F8744BDAA81946A64D0873D9"><enum>(i)</enum><text>To a non-Department entity (including private entities and other Federal agencies) that provides hospital care or medical services to veterans as authorized by the Secretary.</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="H576EB33D8CE942CCAEC9BDD86E4E5865" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">An entity to which a record is disclosed under this subparagraph may not redisclose or use such record for a purpose other than that for which the disclosure was made.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
